    Construction informatics in Turkey: strategic role of ICT and future research directions

    Construction Informatics deals with subjects ranging from strategic management of ICTs to interoperability and information integration in the construction industry. Studies on defining research directions for Construction Informatics have a history over 20 years. The recent studies in the area highlight the priority themes for Construction Informatics research as interoperability, collaboration support, intelligent sites and knowledge sharing. In parallel, today it is widely accepted in the Architecture/Engineering/Construction (AEC) industry that ICT is becoming a strategic asset for any organisation to deliver business improvement and achieve sustainable competitive advantage. However, traditionally the AEC industry has approached investing in ICT with a lack of strategic focus and low level of priority to the business. This paper presents a recent study from Turkey that is focused on two themes. The first theme investigates the strategic role of ICT implementations from an industrial perspective, and explores if organisations within the AEC industry view ICT as a strategic resource for their business practice. The second theme investigates the ‘perspective of academia’ in terms of future research directions of Construction Informatics. The results of the industrial study indicates that ICT is seen as a value-adding resource, but a shift towards the recognition of the importance of ICT in terms of value adding in winning work and achieving strategic competitive advantage is observed. On the other hand, ICT Training is found to be the theme of highest priority from the academia point of view

    Trialing project-based learning in a new EAP ESP course: A collaborative reflective practice of three college English teachers

    Currently in many Chinese universities, the traditional College English course is facing the risk of being ‘marginalized’, replaced or even removed, and many hours previously allocated to the course are now being taken by EAP or ESP. At X University in northern China, a curriculum reform as such is taking place, as a result of which a new course has been created called ‘xue ke’ English. Despite the fact that ‘xue ke’ means subject literally, the course designer has made it clear that subject content is not the target, nor is the course the same as EAP or ESP. This curriculum initiative, while possibly having been justified with a rationale of some kind (e.g. to meet with changing social and/or academic needs of students and/or institutions), this is posing a great challenge for, as well as considerable pressure on, a number of College English teachers who have taught this single course for almost their entire teaching career. In such a context, three teachers formed a peer support group in Semester One this year, to work collaboratively co-tackling the challenge, and they chose Project-Based Learning (PBL) for the new course. This presentation will report on the implementation of this project, including the overall designing, operational procedure, and the teachers’ reflections. Based on discussion, pre-agreement was reached on the purpose and manner of collaboration as offering peer support for more effective teaching and learning and fulfilling and pleasant professional development. A WeChat group was set up as the chief platform for messaging, idea-sharing, and resource-exchanging. Physical meetings were supplementary, with sound agenda but flexible time, and venues. Mosoteach cloud class (lan mo yun ban ke) was established as a tool for virtual learning, employed both in and after class. Discussions were held at the beginning of the semester which determined only brief outlines for PBL implementation and allowed space for everyone to autonomously explore in their own way. Constant further discussions followed, which generated a great deal of opportunities for peer learning and lesson plan modifications. A reflective journal, in a greater or lesser detailed manner, was also kept by each teacher to record the journey of the collaboration. At the end of the semester, it was commonly recognized that, although challenges existed, the collaboration was overall a success and they were all willing to continue with it and endeavor to refine it to be a more professional and productive approach

    Efficiency and Equity as Goals for Contemporary U.S. Immigration Policy

    As the United States has entered its postindustrial stage of economic development, mass immigration has again become a distinguishing feature of the U.S. economy. In all of its diverse forms, immigration presently accounts for anywhere from one-quarter to one-third of the annual growth of the U.S. labor force. By the turn of the 21st century, it could conceivably comprise all of such growth. Immigration is the one aspect of population and labor force growth that public policy should be able to shape and control. Unfortunately, however, the extant public policies that govern the size and composition of the immigrant and refugee flows are largely unrelated to emerging economic considerations. The revival of mass immigration is not taking place in a vacuum. Indeed, it appears that the labor market is being radically transformed. The demand for labor is increasingly favoring those workers with skill and education. There are diminishing needs for job seekers without these human capital endowments. On the labor supply side, it is unfortunately the case that the United States already has a significant number of adults who are ill-prepared for many jobs that are being created. To assist in this effort to enhance efficiency, immigration policy should be flexible. It should be capable of responding to changing domestic economic conditions. Currently, the nation\u27s immigration policy is dominated by political motivations that give priority to family reunification and humanitarian goals. Immigration can be a short run means to provide skilled and educated workers to fill critical worker shortages. But in the long run, equity considerations derived from the nation\u27s multiracial and multicultural character of the labor force also come into play. It is imperative that citizen workers be prepared for the high quality jobs in the growth industries of its postindustrial economy. Immigration must not inhibit market pressures from encouraging employers to provide better opportunities for training and employment of citizens. The obverse is also true. It is essential that immigration does not provide only workers who can be employed in the declining occupations and industries. With a sizeable adult illiteracy problem already, the nation can ill-afford to increase the pool of unskilled and poorly educated workers, which increases the competition among such workers for the shrinking number of jobs available to them

    Change – social and personal: Thomas and Znaniecki’s The Polish Peasant for the study of present-day change in global higher education

    The present work represents an extrapolation of W.I. Thomas and Florian Znaniecki’s study, The Polish Peasant in Europe and America, on behalf of the development of sociological theory. The article focuses on careers and institutions in higher education. The curriculum vitae serves as the novel human document by which to investigate both social and personal change. Academic careers are studied by virtue of their objective and subjective dimensions. Objectively, the institution of education is revealed through the shifting expectations that govern work in academia in specific historical times (indicated by the cohort in which academics earned their Ph.D.s) and in specific socially bound places (indicated by the type of university in which academics work). Major social change in education is likely to spell personal change for the way in which people subjectively experience the contemporary academic career. The data come from U.S.-based academics; parallel transformational changes are observable globally. The global change discussed in the work centres on the diffusion and institutionalization of the research role. The sources and consequences of this change are problematic. Akin to Thomas and Znaniecki’s larger analytic aims, patterns of change are used inductively to formulate theory: the paper culminates by postulating a theory of increasing tendencies in the way knowledge is produced in higher education institutions throughout the world

    SMH is written with social, cultural and ideological context of Australian societies so what is written in thenewspaper is the reflections of Australia’s views towards certain issues it is reported, therefore, as one ofthe influential Australian printed mass media, SMH is assumed to view the issues in Indonesia such asPapua Conflict and 2002 Bali Bombings from its particular point of view. This research paper, hence, isaimed at describing, interpreting and explaining the ideology represented in the lexical choices, used inSMH. To uncover those ideologies, Fairclough’s Critical Discourse Analysis (CDA) and Halliday’sSystemic functional Grammar (SFG) were used. There are two allotments of social actors described in thisresearch, the Out groups who are those of having different point of view from the SMH in examining theissues and the In groups who have the same point of view as the media at looking at the issues. The researchfindings show that mostly the Out groups were evaluated negatively. This evaluation is as the reflection ofAustralia’s different ideologies from Indonesia, its interest towards Indonesia particularly Papua,Australia’s anxiety towards JI movement and it’s sensitivity that JI is considered as a threat for Australiaand its assets

    Socially Necessary Impact/Time: Notes on the Acceleration of Academic Labor, Metrics and the Transnational Association of Capitals

    This article constitutes a contribution to the critique of the political economy of contemporary higher education. Its notes form, intended to open "windows" on the thorny issue of metrics permeating academia on both the local/national and global levels, facilitates a conceptualization of the academic law of value as a mechanism responsible for regulating the tempo and speed of academic labor in a higher education system subsumed under capital. First, it begins with a presentation of the Marxist approach to acceleration and measure. Second, it presents the academic law of value as a socially necessary impact/time. Third, it conceptualizes a figure of capital that operates in the contemporary global higher education system. Fourth, it describes the conditions of operation of merchant capital within higher education and explores the close links of global university rankings, metadata providers, and the academic publishing industry. As a fifth and final point, the analysis turns to Central Eastern Europe and the case study of Poland to demonstrate that, to function properly, the academic law of value needs to be imposed by political means, that is, through policy reforms that establish and legitimize the sets of parameters and criteria for the evaluation of academic labor. In conclusion, the argument suggests that the domination of merchant capital over academic labor, resulting in the latter's ongoing and uncontrolled acceleration, cannot be overcome without addressing not so much the issue of private property but, first and foremost, the politically and socially defined metrics
