    What do we know from the literature on public e-services?.

    Public e-services are a broad and growing research field in which scholars and practitioners from different domains are involved. However, the increasing attention devoted to public e-services only partially captures the extreme variety of aspects and implications of the diffusion of information and communication technologies at all levels of public administrations. The paper aims to develop a meta-analysis of the literature on the delivery, diffusion, adoption and impact of public e-services and examines current research trends in terms of differences in methodologies, approaches and key indicators across five service platforms: eGovernment, eEducation, eHealth, Infomobility and eProcurement. We examined 751 articles appeared in 2000-2010 in the top international academic journals listed in the Social Science Citation Index (SSCI) of the Institute for Scientific Information (ISI), as classified in the following fields: Communication, Economics, Education, Environmental Studies, Geography, Health Policy & Services, Information Science & Library Science, Law, Management, Planning & Development, Public Administration, Transportation and Urban Studies. We highlight a significant heterogeneity in scientific production across service domains, countries covered by empirical analyses, indicators used, and affiliation of authors. We also show an increasing diffusion of quantitative methods applied to different research fields which still appears to be constrained by data limitations. The overall picture emerging from the analysis is one characterized by largely unexplored service domains as well as scarcely analyzed issues both across and within individual service platforms (e.g. front vs. back office issues).     University Knowledge Management Tool for Academic Research Activity Evaluation

    The implementation of an efficient university knowledge management system involves the de-velopment of several software tools that assist the decision making process for the three main activities of a university: teaching, research, and management. Artificial intelligence provides a variety of techniques that can be used by such tools: machine learning, data mining, text mining, knowledge based systems, expert systems, case-based reasoning, decision support systems, intelligent agents etc. In this paper it is proposed a generic structure of a university knowledge management system, and it is presented an expert system, ACDI_UPG, developed for academic research activity evaluation, that can be used as a decision support tool by the university knowledge management system for planning future research activities according to the main objectives of the university and of the national / international academic research funding organizations.University Knowledge Management, Research Activity Evaluation, Artificial Intelligence, Expert Systems, Decision Support System

    This manuscript is a preprint version of Part 1 (General Introduction and Synopsis) of the book Applied Evaluative Informetrics, to be published by Springer in the summer of 2017. This book presents an introduction to the field of applied evaluative informetrics, and is written for interested scholars and students from all domains of science and scholarship. It sketches the field's history, recent achievements, and its potential and limits. It explains the notion of multi-dimensional research performance, and discusses the pros and cons of 28 citation-, patent-, reputation- and altmetrics-based indicators. In addition, it presents quantitative research assessment as an evaluation science, and focuses on the role of extra-informetric factors in the development of indicators, and on the policy context of their application.     The Sustainable Approach to Corporate Social Responsibility: A Global Analysis and Future Trends

    Due to the process of globalization, companies are obligated to observe corporate social responsibility and best practices from a sustainability approach towards their stakeholders and society. The explicit aim is to determine the relevance of the corporate social responsibility (CSR) and its relationship with sustainability, in order to establish trends and future lines of research. The evolution of global research on this subject has been studied from 2001 to 2018. For this purpose, a bibliometric analysis of 1832 articles has been applied, obtaining results of the scientific productivity of the journals, authors, institutions, and countries that contribute to this research. Evidence shows a growing interest in studying the relationship between socially responsible practices and the dimension of sustainability. The main category is Business, Management, and Accounting. The most productive journals are the Journal of Business Ethics and Sustainability. The authors with the most articles are GarcĂ­a-SĂĄnchez, Moneva, and Moratis, while Kolk is the most cited. The most prolific institution is the University of Salamanca. The United States is the country with the most publications and quotes. France and China are the countries with the largest number of international collaborations in their work. Global research has been on an upward trend with optimal publication rates in recent years

    Using a bibliometric approach to support research policy decisions: The case of the Flemish BOF-key.

    In this paper, we describe the development of a methodology and an instrument to support a major research funding allocation decision by the Flemish government. Over the last decade, and in parallel with the decentralization and the devolution of the Belgian federal policy authority towards the various regions and communities in the country, science and technology policy have become a major component of regional policy making. In the Flemish region, there has been an increasing focus on basing the funding allocation decisions that originate from this policy decentralization on 'objective, quantifiable and repeatable' decision parameters. One of the data sources and indicator bases that have received ample attention in this evolution is the use of bibliometric data and indicators. This has now led to the creation of a dedicated research and policy support staff, called 'Steunpunt O&O Statistieken,' and the first time application of bibliometric data and methods to support a major inter-university funding allocation decision. In this paper, we analyze this evolution. We show how bibliometric data have for the first time been used to allocate 93 million Euro of public research money between 6 Flemish universities for the fiscal year 2003, based on Web-of-Science SCI data provided to 'Steunpunt O&O Statistieken' via a license agreement with Thomson-ISI. We also discuss the limitations of the current approach that was based on inter-university publication and citation counts. We provide insights into future adaptations that might make it more representative of the total research activity at the universities involved (e.g. by including data for the humanities) and of its visibility (e.g. by including impact measures). Finally, based on our current experience and interactions with the universities involved, we speculate on the future of the specific bibliometric approach that has now been adopted. More specifically, we hypothesize that the allocation method now developed and under further improvement will become more criticized if it turns out that it (1) also starts influencing intra-university research allocation decisions and, as a consequence (2) introduces adverse publication and citation behaviors at the universities involved.Policy; Decisions; Decision;
