    This paper considers the challenges that face the widespread adoption of E-government in developing countries, using Saudi Arabian our case study. E-government can be defined based on an existing set of requirements. In this paper we define E-government as a matrix of stakeholders; governments to governments, governments to business and governments to citizens using information and communications technology to deliver and consume services. E-government has been implemented for a considerable time in developed countries. However E-government services still faces many challenges their implemented and general adoption in developing countries. Therefore, this paper presents an integrated model for ascertaining the intention to adopt E-government services and thereby aid governments in accessing what is required to increase adoption

    Determinant Factors of E-commerce Adoption by SMEs in Developing Country: Evidence from Indonesia

    The aim of this study is to investigate those factors that influence SMEs in developing countries in adopting e-commerce. This study is motivated by the fact that the adoption of e-commerce by SMEs, especially in developing countries, is still very far behind the adoption by large companies. Yet to be able to survive in the new economic era, which is the information era; businesses, including SMEs, are forced to adopt e-commerce. Non-adopters will be left behind by the adopters. In addition, studies regarding e-commerce adoption by SMEs are rarely found. Therefore, the results of this study provide a timely understanding of e-commerce adoption by SMEs in developing countries. The model developed in this study is based on the TOE framework. Eleven variables are proposed as the factors that influence SMEs in adopting of e-commerce. These are organized into four groups, namely: technological factors, organizational factors, environmental factors and individual factors. Based on a survey of 292 Indonesian SMEs, it was found that perceived benefits, technology readiness, owners’ innovativeness, owners’ IT ability and owners’ IT experience are the determinant factors that influence Indonesian SMEs in their adopting e-commerce

Copyright @ 2012 Elsevier B.V.Adoption of IT in organizations is influenced by a wide range of factors in technology, organization, environment, and individuals. Researchers have identified several factors that either facilitate or hinder innovation adoption. Studies have produced inconsistent and contradictory outcomes. We performed a meta-analysis of ten organizational factors to determine their relative impact and strength. We aggregated their findings to determine the magnitude and direction of the relationship between organizational factors and IT innovation adoption. We found organizational readiness to be the most significant attribute and also found a moderately significant relationship between IT adoption and IS department size. Our study found weak significance of IS infrastructure, top management support, IT expertise, resources, and organizational size on IT adoption of technology while formalization, centralization, and product champion were found to be insignificant attributes. We also examined stage of innovation, type of innovation, type of organization, and size of organization as moderator conditions affecting the relationship between the organizational variables and IT adoption

    Executive summary When The Global Information Technology Report (GITR) and the Networked Readiness Index (NRI) were created more than 13 years ago, the attention of decision makers was focused on how to develop strategies that would allow them to benefit from what Time Magazine had described as “the new economy”: a new way of organizing and managing economic activity based on the new opportunities that the Internet provided for businesses. At present, the world is slowly emerging from one of the worst financial and economic crises in decades, and policymakers, business leaders, and civil society are looking into new opportunities that can consolidate growth, generate new employment, and create business opportunities. Information and communication technologies (ICTs) continue to rank high on the list as one of the key sources of new opportunities to foster innovation and boost economic and social prosperity, for both advanced and emerging economies. For more than 13 years, the NRI has provided decision makers with a useful conceptual framework to evaluate the impact of ICTs at a global level and to benchmark the ICT readiness and usage of their economies

    IT Infusion and its Performance Impacts: An Empirical Analysis of eProcurement in the Service Industry

    This paper examines the infusion of e-procurement applications along two dimensions of usage – intensity and organizational acceptance – and tests the relationship between use and procurement performance. Drawing upon the resource-based view of the firm, this paper tests the relationship between select organizational resources and e-procurement infusion in the context of procurement of indirect materials and services. The research model is estimated with survey data obtained on 193 organizations from the service sector. Data are analyzed using structural equation modeling. The results suggest that while organizational integration and business knowledge of IT managers are significantly related to only organizational acceptance of e-procurement, procurement process readiness and organizational slack resources are related to both the dimensions of e-procurement infusion. Our results also show that both dimensions of e-procurement infusion are positively related to procurement performance while their interaction effect on performance is negative. Theoretical and practical implications of these results are discussed
