    Incentives for the adoption of e-government by Greek municipalities

    Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe

This paper presents an approach for managing data and its "tacit" organizational knowledge, as the originating data context, improving the interpretation of data meaning. By analyzing a Digital Libray system, we prototyped a method for turning data management into a "semantic data management", where local system knowledge is managed as a data, and natively foreseen as a Linked Data.     Towards A Taxonomy of Emerging Topics in Open Government Data: A Bibliometric Mapping Approach

    The purpose of this paper is to capture the emerging research topics in Open Government Data (OGD) through a bibliometric mapping approach. Previous OGD research has covered the evolution of the discipline with the application of bibliometric mapping tools. However, none of these studies have extended the bibliometric mapping approach for taxonomy building. Realizing this potential, we used a bibliometric tool to perform keyword analysis as a foundation for taxonomy construction. A set of keyword clusters was constructed, and qualitative analysis software was used for taxonomy creation. Emerging topics were identified in a taxonomy form. This study contributes towards the development of an OGD taxonomy. This study contributes to the procedural realignment of a past study by incorporating taxonomy building elements for taxonomy creation. These contributions are significant because there is insufficient taxonomy research in the OGD discipline. The taxonomy building procedures extended in this study are applicable to other fields

    Acceptability of medical digital libraries

    Evidenced-based medicine has increased the importance of quick accessibility to reputable, upto-date information. Web-accessible digital libraries (DLs) on the wards can address the demand for such information. The use and acceptability of these resources has, however, been lower than expected due to a poor understanding of the context of use. To appreciate the social and organizational impacts of ward-accessible DLs for clinicians, results of a study within a large London-based hospital are presented. In-depth interviews and focus groups with 73 clinicians (from pre-registration nurses to surgeons) were conducted, and the data analysed using the grounded theory method. It was found that clinical social structures interact with inadequate training provision (for senior clinicians), technical support and DL usability to produce a knowledge gap between junior and senior staff, resulting in information – and technology – hoarding behaviours. Findings also detail the perceived effectiveness of traditional and digital libraries and the impact of clinician status on information control and access. One important conclusion is that increased DL usability and adequate support and training for senior clinicians would increase perceptions of DLs as support for, rather than replacement of, their clinical expertise. © 2002, The Continuum Publishing Group Ltd.     Exploring Strategies in Website Development in Human-Computer Interaction for Older Adults Over 65: A Case Study

    Human-computer interaction (HCI) website developers often lack the understanding necessary to build interfaces to meet accessibility requirements for older adults over 65. Adults over 65 often have difficulty using computer technology to access information over the Internet and are slow to adapt because websites are not fully accessible to older adults. Grounded in the technology acceptance model, the purpose of this qualitative multiple-case study was to explore strategies that HCI website developers use to build interfaces to meet accessibility requirements for older adults over 65. The participants were four HCI website developers from four website development companies in the New York City metropolitan area of the United States. Data were collected using semi-structured interviews and organizational documents. Using thematic analysis, the major themes found were ease of readability and accessibility, ease of navigation and simplicity, and the importance of feedback. A key recommendation is for web designers and developers to use best practices and guidelines identified by the World Wide Web Consortium to create accessible websites for adults over 65. The implications for positive social change include the potential to improve the number of websites that are easier to use for older adults, thus providing benefits to older adults by enriching their worlds, allowing their families to use distance communication to interact with them, and affording health providers with an avenue to have more contact with the older adults
