    Constructions of Success in Broadband and Organizational Networks: A Multiple Stakeholder Investigation

    This abstract describes an interpretive, qualitative study designed to investigate two networks, one a broadband communication network, the other an organizational network. The organizational network is responsible for developing and maintaining the broadband communication network. This broadband network provides community information, messaging, entertain- ment, medical and educational services to a residential neighbourhood. Broadband communication networks are in place in business and residential settings across North America. Although current technologies make it relatively easy to implement broadband networks, this has not always been the case. The development and operation of existing broadband networks has frequently been realized only by means of extensive collaboration and cooperation among a wide variety of public and private sector organizations. In working together these diverse collaborators form an organizational network. Thus the organizational network is not simply a social network enabled by the broadband communication technologies it provides, rather it is an organizational form that serves to coordinate activities among the organizations developing the broadband network.     This paper takes a broad perspective on ambient, intelligent technologies in the context of contemporary European society at the turn of the 21st century. The underlying ideas and expectations of ambient intelligence in a period when Europe focuses progressively on the various social, economic, and ethical challenges facing the Information Society are discussed. The use of information and communication technologies in different organizational and economic settings are explored, with an illustrative focus on eHealth. It is particularly argued that more space, effort and facilities need to be created for a public social and ethical debate among European‟s citizens with regard to information and communication technologies development

    eLabs – platform for online laboratory management

    We observe, today, an unprecedented development of information technologies in various organizational, social and economic fields. The Web is the main driver of this evolution from a simple display system of linked pages to a powerful platform for information and communication, having the interaction, the dynamism and multimedia resources their main features. At the organizational level, the Web has introduced several improvements, turning the business processes more effective and centered on users. The deployment of portals to support management and communication in organizations was the first step in the integration of information technologies in several fields of organizations. One of the most relevant technologies to support business process management is workflow, representing the most significant solution for process automation and information management inside an organization. According to Hales (1997) workflow is a proactive management system that manages the workflow among the participants (users or other systems), according to predefined procedures that define the tasks. This article discusses the development of a platform for online laboratory management based on workflow technologies, with the main goals to improve communication, cooperation and integrated management of resources, promoting greater efficiency in laboratory management. The eLabs platform is been used in Instituto Politécnico de Bragança for laboratory management, integrating the management of internal and external services, equipment, resources and tasks. The results obtained demonstrate an improvement in the efficiency of resources management and the enhancement of quality of services realized inside the institution and to the community

    The theoretical aspects of application of information and communication mechanism in the field of public transport are defined. The object of study is the field of public land transport services. The purpose of the article is to analyze the world experience in implementing information and communication mechanism and substantiate the need for the use of appropriate technologies in the public administration of the sphere of services in the land public transport in the capital city. The conceptual foundations of creating smart-cities are revealed. The attention is focused on the information and communication technologies as one of the areas of smart-specialization of the city of Kyiv. The world tendencies of introduction of the information-communication or smart-technologies are presented. The problems of functioning of urban transport system are revealed. The feasibility of introducing an intelligent transport system has been proved. The key issues that need to be addressed to improve the current situation in the field of the land public transport in the city of Kyiv are outlined. There is also an emphasis on improving the performance of the carrier-company. The relationship between the information- communication, regulatory, organizational, financial mechanisms is revealed.     E-commerce and territorial development in the Objective-1 spanish regions

    The information and communication technologies constitute one of the main forces of the globalization. In this framework, the e-commerce takes advantage of Internet to improve the competitiveness of the companies and territories. In the nowadays scenario, the e-commerce opens development posibilities for the regions fewer developed, creating a virtual space that saves the geographical barriers. However, the use of its advantages requires infrastructures and equipment, organizational capacity and high formation in new technologies. In spite of the deficit that the objetive 1 spanish regions show in these fields to develop the their own Information Society, the attitude and the efforts of the public and private agents in improving their position in the national and international context, they open optimistic expectations on the future use of the advantages that the e-commerce offers for the growth and the improvement of the regional competitiveness in Spain. Nevertheless, one cannot hope the e-commerce is a decisive element to eliminate the territorial inequalities, not even the technologies of the information in its group, but rather it can be that they originate a restructuring of the spanish and european territorial pattern, where some regions will be able to improve thanks to the extension and deeping of the digital economy and others will worsen its position in the territorial system. In any event, the developed regions leave of a better position. All the analysts coincide in pointing out that the e-commerce is in an incipient phase, for what es expected that its growth in next years is very important. In this sense, this communication seeks to analyze the use of the possibilities that the e-commerce offers as tool of improvement of the competitiveness in the objetive 1 spanish regions in the framework of the regional development. To get this objetive, the theoretical linkings are revised among the new information and communication technologies, that allow the use of Internet like a trade channel, and the territorial development, showing the different focuses with those that are come approaching the influences of the Information Society on the regional competitiveness. Also, the current situation and perspectives of the objetive one spanish regions are rewied to face the challenges that outline the technological advances in this field in three environments: infrastructures and equipment; organization, support institutions and administration initiatives; and innovation, knowledge and formation.

The analysis of the problem of using information and communication technologies in the educational process confirms that the transition to computer-oriented learning technologies, creation of conditions for their development, testing and implementation, a rational combination of the newest means of teaching with the traditional ones - a complex educational task that needs to be solved A whole complex of psychological and pedagogical, organizational, educational, methodological, logistical and other issues. And among them - the development of appropriate educational and methodological support for the use of information retrieval systems, hypermedia, multimedia, telecommunication and network technologies; The formation of information culture of teachers and students, their preparation for the practical use of information and communication technologies in their professional activities. The use of information and communication technologies and the possibilities of Internet resources in the educational process of higher educational institutions has an innovative, progressive character and a tendency to develop and spread to all educational institutions in Ukraine. The use of electronic learning systems provides an opportunity for flexible learning of students in the interactive educational environment, the formation of skills for independent work, conscious attitude to learning. The article is devoted to the consideration of ways to increase the efficiency of the process of teaching students in higher educational institutions through the introduction of modern information and communication technologies. The urgency and necessity of application of information and communication technologies in the educational process as requirements of the present are considered.
