The Impact of Corporatisation and National Competition Policy: An Exploratory Study of Organisational Change and Leadership Style
Category Research Paper Purpose This study surveys managers of an Australian government owned enterprise undergoing organisational change as a result of public sector reform, specifically, National Competition Policy and Corporatisation. The purpose of the study is to examine the extent/type of organisational change and leadership style adopted to implement this change. Approach To understand the effect of reforms, the researcher explored the extent of change and leadership style through the use of an intraorganisational survey in a government owned Electricity Supply Corporation in Queensland, Australia. The instrument also included qualitatitive components to enable the researcher to qualify the statistical results. Findings Within the public sector, there is an uneasy tension between the need for a revolution of outdated bureaucracies in order to enhance flexibility and innovation on the one hand, and the desire to maintain the standards and procedures that are necessary for quality civic service for a broad range of stakeholders on the other. The results of this study indicate that there was significant organisational change and, according to responses, a change of leadership style indicative of this dilemma. Research limitations/implications The implications for reform setters, managers and politicians suggest the consideration of embedded factors whilst determining the processes and directions of change. Furthermore, it is necessary to choose a leadership style that is indicative of the type of change to be implemented. Additionally, greater participation by organisational members can increase the success of organisational change. The limitations of the study include the measurement of organisational change and leadership style. This instrument was originally used in structured interviews, however, measures were taken validate the instrument in its altered setting. Further, the study is confined to a single electricity organisation. Fertile fields for future research projects could include a larger quantitative study conducted with multiple States or nation wide electricity distribution companies. Originality/Value The study provides empirical evidence of the extent of change as a result of public sector reform. In doing so the study utilises organisational change and leadership style models within a public sector environment

Understanding the changing nature of sports organisations in transforming societies
The paper examined the process of changing in three Bulgarian national sport organisations (NSO) in swimming, weightlifting and field hockey, as the country is undergoing fundamental political, economic and social transformations from state socialism (1945-1989) to democratisation (1990-present). Drawing on the contextualist approach to organisational change (Pettigrew, 1985) the study was concerned with understanding long-term processes in their context. Analysed were NSOsâ conceptual orientation, structures, resources, capabilities and outcomes. Changing was unveiled through the interplay between three levels of analysis - wider political and economic, sport sector, and organisation-specific. The history of changing unfolded over a 25 years period and followed three stages of crisis of governability (1980-1989), crisis displacement (1989-1997) and identity search (1998-2004). Changing was determined by tensions generated in the previous socialist sport system, the new forces in the NSOsâ context, and by managersâ interpretation of events, and was a discovery process. The three NSOs followed different change patterns of shrinking, insulation and expansion. Two key reasons were responsible for those differences - the institualisation of the broader political and sport sector contexts, and NSOsâ choice to pursue narrow elitism (specialism) or the broader aims of sports development (generalism). The contextualist approach allowed us to appreciate the historical, contextual and processual nature of changing and to discuss the role of managers and various forces in shaping its course and outcomes

Cultural Orientations of sport managers
Various interpretations of sport management are cultural constructs underpinned by core assumptions and values held by members of professional communities. Sport managers world wide share common problems, but differ in how they resolve them. These universal differences emerge from the relationships they form with other people, and their attitude to time, activities and the natural environment. This paper examines the role of sport managersâ cultural orientations in the interpretation and practice of sport management. Using a multiple dimension model (Hampden-Turner and Trompenaars, 2000) it sketches the cultural profiles of fifteen sport managers from seven countries. A combination of methods was employed including questionnaires, interviews and participant observation. It is contended that the culture of sport management concerns a social process by which managers get involved in reconciling seven fundamental cultural dilemmas in order to perform tasks and achieve certain ends. Thus, a knowledge of the cultural meaning of sport management in a particular country would equip sport managers with a valuable tool in managing both the cultural diversity of their own work forces and in developing appropriate cross-cultural skills needed for running international events, marketing campaigns, sponsorship deals and joint ventures
