    Networking research funding agencies in the USA, Europe, Japan, and other countries are encouraging research on revolutionary networking architectures that may or may not be bound by the restrictions of the current TCP/IP based Internet. We present a comprehensive survey of such research projects and activities. The topics covered include various testbeds for experimentations for new architectures, new security mechanisms, content delivery mechanisms, management and control frameworks, service architectures, and routing mechanisms. Delay/Disruption tolerant networks, which allow communications even when complete end-to-end path is not available, are also discussed

    Charting the Constellation of Science Reform

    Over the past decade, a sense of urgency has been building in the scientific community. They have discovered that much of the literature body is unreliable and possibly invalid thanks to weak theory, flawed methods, and shoddy statistics. This is driven by a widespread competitive, secretive approach to research, which, in turn, is fueled by toxic academic incentive structures. Many in the community have decided to address these issues, coming together in what has become known as the ‘scientific reform movement’. While these ‘reformers’ are often spoken of a single, homogeneous entity, my findings underscore the heterogeneity of the reform community. In my dissertation, I explore the scientific reform group using ethnography and social network analysis tools. I primarily studied their online Twitter engagements to understand their culture, practices, and structure. With Wenger’s Community of Practice theory as an interpretive framework, I analyze scientific reform discourse playing out between reformers on Twitter. Using quantitative Twitter friend/follow data, I investigate which reform members engage online, using following behavior to understand aspects of their social structure. I link the quantitative exploration with my qualitative analysis, to conclude that while the reformers are united by their interest in improving science, they are better characterized as a constellation of small communities of practice, each with their own norms, priorities, and unique approach to the group enterprise of scientific reform. Due to the difficulty of this task, for the last few decades the majority of AI researchers have focused on what has been called narrow AI – the production of AI systems displaying intelligence regarding specific, highly constrained tasks.     Report from Dagstuhl Seminar 23031: Frontiers of Information Access Experimentation for Research and Education

    This report documents the program and the outcomes of Dagstuhl Seminar 23031 ``Frontiers of Information Access Experimentation for Research and Education'', which brought together 37 participants from 12 countries. The seminar addressed technology-enhanced information access (information retrieval, recommender systems, natural language processing) and specifically focused on developing more responsible experimental practices leading to more valid results, both for research as well as for scientific education. The seminar brought together experts from various sub-fields of information access, namely IR, RS, NLP, information science, and human-computer interaction to create a joint understanding of the problems and challenges presented by next generation information access systems, from both the research and the experimentation point of views, to discuss existing solutions and impediments, and to propose next steps to be pursued in the area in order to improve not also our research methods and findings but also the education of the new generation of researchers and developers. The seminar featured a series of long and short talks delivered by participants, who helped in setting a common ground and in letting emerge topics of interest to be explored as the main output of the seminar. This led to the definition of five groups which investigated challenges, opportunities, and next steps in the following areas: reality check, i.e. conducting real-world studies, human-machine-collaborative relevance judgment frameworks, overcoming methodological challenges in information retrieval and recommender systems through awareness and education, results-blind reviewing, and guidance for authors.Comment: Dagstuhl Seminar 23031, report

    Information technology, contract and knowledge in the networked economy: a biography of packaged software for contract management

    In this research I investigate the intersection of information and communication technology (ICT), contract and knowledge in the networked economy as illuminated by the “life” of contract management software (CMS). The failure of CMS to fulfill market expectations provides the motivating question for this study. Based on interview, survey and archival data, I construct a “biography” of CMS from a market perspective informed by the theory of commoditization as well as studies of markets from economic sociology. From the latter, I draw upon the theory of performativity in markets to identify in the failure of CMS a series of breakdowns in performative assumptions and operations normally at work in the making of a packaged software market, ranging from a failure in classification performativity to a detachment of marketized criteria, in the form of analyst ratings, from the underlying software product and vendors. This catalog of breakdown indicates that packaged software production implicates multiple levels of commoditization, including financialized meta-commodities and marketized criteria, in a dynamic I theorize as substitution of performance. I explore the implications of my findings for packaged software and for process commodities more generally, suggesting, inter alia, that process commoditization may revolve around contract and information exchange rather than product definition. I go on to propose an open theorization of contract as a technology of connectedness, in a relationship of potential convergence, complementarity and substitution with ICT, interpenetrating and performative. My contributions are to information systems and organizations research on the topics of packaged software and the relationship of ICT, contract and organizational knowledge; and to economic sociology on the topics of performativity in markets and product qualification in process commoditization
