    Romania -- Systematic Country Diagnostic: background note-agriculture (English)

    Agriculture plays a significant socio-economic role in Romania and its transformation to a modern, vibrant, and market-oriented sector is central to fighting poverty, promoting social inclusion, and reducing the urban/rural development divide. Most of Romania\u27s poor live in rural areas and earn their living from agriculture or agriculture-related activities. In 2016, eight out of ten people who were at risk of poverty or social exclusion lived either in rural areas or in towns and suburbs that were predominately rural. Using microdata from the 2013 Household Budget Survey (HBS), this report finds that individuals living in rural areas are 16.5 percent more likely to be poor than those who live in urban areas. Also, those living in rural areas and working in agriculture are 27 percent more likely to be poor. There are large variations in poverty rates and in the risk of poverty or social exclusion across regions in Romania. The risk of poverty or social exclusion is significantly higher in the northeast, southeast, west Oltenia, south Mutenia, and the west regions compared to that in Bucharest-Ilfov, the northwest, and center regions

    The European Institute for Innovation through Health Data (i~HD, www.i-hd.eu) has been formed as one of the key sustainable entities arising from the Electronic Health Records for Clinical Research (IMI-JU-115189) and SemanticHealthNet (FP7-288408) projects, in collaboration with several other European projects and initiatives supported by the European Commission. i~HD is a European not-for-profit body, registered in Belgium through Royal Assent. i~HD has been established to tackle areas of challenge in the successful scaling up of innovations that critically rely on high-quality and interoperable health data. It will specifically address obstacles and opportunities to using health data by collating, developing, and promoting best practices in information governance and in semantic interoperability. It will help to sustain and propagate the results of health information and communication technology (ICT) research that enables better use of health data, assessing and optimizing their novel value wherever possible. i~HD has been formed after wide consultation and engagement of many stakeholders to develop methods, solutions, and services that can help to maximize the value obtained by all stakeholders from health data. It will support innovations in health maintenance, health care delivery, and knowledge discovery while ensuring compliance with all legal prerequisites, especially regarding the insurance of patient's privacy protection. It is bringing multiple stakeholder groups together so as to ensure that future solutions serve their collective needs and can be readily adopted affordably and at scale

In a shrinking world, social innovation at requisite institutional levels can do much to foster smart, sustainable globalization. In consequence of successive scientific revolutions, mankind has changed its conditions and capacities with increasing speed. Globalization is a given: today, mankind’s activities are affecting the entire planet—and thereby mankind itself—for good and ill.     The growth-poverty convergence agenda: Optimizing social expenditures to maximize their impact on agricultural labor productivity, growth, and poverty reduction in Africa

    The need to achieve the Millennium Development Goals (MDGs) has raised the profile of social sector investments in Africa and other developing countries. As a result, many African countries are pressured to emphasize short-term concerns related to the symptoms of poverty at the expense of the longer-term needs to raise productivity and incomes, and thereby tackle the real roots of poverty. Because of scarce budget resources, there is a major challenge for African governments in terms of ensuring the necessary consistency of policies and strategies to promote long-term economic growth, raise smallholder productivity, achieve food security, and reduce poverty, while providing the social services that respond to immediate welfare requirements. The main objective of the convergence agenda exposed in this paper is to identify strategies that would allow developing countries to improve the management of public expenditures so as to raise the chances of meeting the income growth and social needs of their populations under tight budget constraints. In this paper we have (1) discussed the terminology used in describing the problem being studied and formulated the assumptions and hypotheses underlying the research; (2) defined a typology of growth–poverty pathways; (3) developed metrics to measure the strength of the relationship between growth and poverty reduction; (4) laid out the theory for the measurement of the degree of convergence of public expenditures on social services, that is, the extent to which they are optimized with respect to their impact on labor productivity and growth; and (5) outlined models for (a) the quantification of social services availability at the local level using a single-score concept, (b) the evaluation of the quality and efficiency of public expenditures in social services sectors in rural areas, and (c) the optimization of public expenditures allocation to maximize the impact on growth and poverty reduction; as well as (6) provided initial evidence proving the validity of the theory of convergence.Poverty, Expenditure, Social services, Convergence, Agriculture, Poverty overhang, Growth deficit, Public investment,

    Towards the adoption of technological innovations: decision processes in transport policy definition

    The widespread of technological innovations is rapidly changing the way modern societies are organized. Such phenomenon highly affects the economy of most developed countries (and, more recently, of developing countries, too), influencing work organization and habits. Besides, technological innovations modify the way in which transport systems are organized, by introducing new transport solutions as well as by upgrading the performances of the existing transport systems, in accordance to a more efficient organization. Several tools have been designed to predict the effects of the adoption of technological innovations in transport. The aim of this paper is to deal with the decision processes involved in the definition of the transport policies for the introduction of such technological solutions. To do this the way in which the new transport solutions affect the local context is analysed. In particular, this work aim to identify the most relevant attributes which influence the decision processes on the adoption of such technological solutions, with reference to their impact on the territory and on the economic activities. To do this, the analysis focuses on the effects involved by the use of wireless technologies and radio frequency identification into seaport infrastructures. Such technologies enable an easier identification of goods in transport terminals; this implies advantages in the organization of the terminal activities, allowing lower time and costs for handling, and at the same time it ensures a greater compliance to security requirements, thus upgrading the level of the performances in these transport systems. On the other hand, the effects of the improvements in transport systems affect the economic context in which transport infrastructures are set. Thus, the adoption of such a technological innovation can represent the chance for local development of the region, due to the better performances of the transport system and to the consequent increased territorial accessibility.
