    Applying trait-based models to achieve functional targets for theory-driven ecological restoration

    Manipulating community assemblages to achieve functional targets is a key component of restoring degraded ecosystems. The response-and-effect trait framework provides a conceptual foundation for translating restoration goals into functional trait targets, but a quantitative framework has been lacking for translating trait targets into assemblages of species that practitioners can actually manipulate. This study describes new trait-based models that can be used to generate ranges of species abundances to test theories about which traits, which trait values and which species assemblages are most effective for achieving functional outcomes. These models are generalisable, flexible tools that can be widely applied across many terrestrial ecosystems. Examples illustrate how the framework generates assemblages of indigenous species to (1) achieve desired community responses by applying the theories of environmental filtering, limiting similarity and competitive hierarchies, or (2) achieve desired effects on ecosystem functions by applying the theories of mass ratios and niche complementarity. Experimental applications of this framework will advance our understanding of how to set functional trait targets to achieve the desired restoration goals.     Information and communication on the designation and management of Natura2000 sites. Main Report 3: Towards Integrated Management

    Following the selection of Special Protection Areas (SPA) and Sites of Community Importance (SCI) according to the Birds and the Habitats Directives, most European Member States are now in process of formally designating SPAs and SCIs as Special Areas of Conservation (SAC) or Natura2000 sites. These protected areas collectively form the European Union’s Natura2000 network. Member States are also selecting and implementing adequate management approaches and instruments to maintain and restore the favourable conservation status of protected species and habitat types and to prevent damage to the integrity of the sites. Both actions follow Articles 6.1 and 6.2 of the Habitats Directive. To help the Member States, the European Commission wishes to improve the knowledge and exchange of information and good practice both on the designation process of SPAs and SACs and on the establishment of conservation measures and instruments for these areas. Furthermore, the Commission wants to stress the importance of the sites and their management by involving a wider group of stakeholders in the development of so-called integrated management, in accordance with Article 2 of the Habitats Directive. The project ‘PREPARATORY ACTIONS- Lot 2: Information and communication on the designation and management of sites’ (tender ENV.B.2/SER/2007/0076) is intended to help the Commission to achieve these objectives. In this report we will elaborate on the concept of integrated management as an option for managing the sites. In the first part the meaning of integrated management will be explored. In a second part we give some examples of management approaches that we think illustrate best the concept of integrated management and its potential to achieve the Natura2000 goals

    Spatial forest management models recognize that nontimber benefits cat1 be influenced by the status of adjacent land. For instance, contiguous old growth provides habitat, aesthetic value, and environmental services. Conversely, edge areas provide forage and cover habitat for game and non-game wildlife. However, adjacency externalities are not limited to nontimber concerns. Larger harvest areas generate average cost savings as fixed harvesting costs are spread across greater acreage, a problem excluded from most literature on optimal harvesting. Hence, it is typical that economies and diseconomies of adjacency in harvesting occur simultaneously. This complicates the determination of optimal ecosystem management behavior, which recognizes timber, aesthetic, wildlife protection, and hunting values.     Making water policy and water laws democratic: lessons from South Indian states

    The present attempt is to propose local people’s involvement in Water Policy and Water Law formulation in Indian sub continent on the growing realization that policies and laws the state governments have so far either visualized or implemented seems remain paper tigers. It examines the existing water laws and its implementation from 3 south Indian states viz., Kerala, Karnataka and Tamil Nadu for this purpose. Analysis shows that water laws mainly are centered on participatory irrigation management and water user associations. Groundwater laws are given lowest emphasis by the state governments where as majority of the Indian population depends upon it especially for domestic use. Indiscriminate sand mining is seen an emerging threat for river hydrological system that has accentuated by income tax rebates and gaps of housing policies. It indicates that the entire process of evolving water policy and laws is devoid of its stakeholders’ participation particularly from the grassroots level. Institutional framework to facilitate local people’s participation like Gram Sabha and Panchayati Raj Institutions are grossly underutilised for this purpose.     The Assignment of Property Rights on the Western Frontier: Lessons for Contemporary Environmental and Resource Policy

    In addressing environmental and natural resource problems, there is a move away from primary reliance upon centralized regulation toward assignment of property rights to mitigate the losses of open-access. I examine the assignment of private property rights during the 19th and early 20th centuries to five natural resources, mineral land, timberland, grazing and farm land, and water on federal government lands in the Far West. The region was richly endowed with natural resources, but assigning property rights to them required adaptation from established, eastern practices as defined by the federal land laws. The property rights that emerged and their long-term welfare effects provide a laboratory for examining current questions of institutional design to address over-fishing, excessive air pollution, and other natural resource and environmental problems. A major lesson is that property rights allocations based on local conditions, prior use, and unconstrained by outside government mandates were most effective in addressing not only the immediate threat of open-access, but in providing a longer-term basis for production, investment, and trade. Another lesson is how hard it is to repair initial faulty property allocations. Accordingly, path dependencies in property rules are real, and they have dominated the economic history of resource use in the West.
