    Ready To Roll: Southeastern Pennsylvania's Regional Electric Vehicle Action Plan

    On-road internal combustion engine (ICE) vehicles are responsible for nearly one-third of energy use and one-quarter of greenhouse gas (GHG) emissions in southeastern Pennsylvania.1 Electric vehicles (EVs), including plug-in hybrid electric vehicles (PHEVs) and all-electric vehicles (AEVs), present an opportunity to serve a significant portion of the region's mobility needs while simultaneously reducing energy use, petroleum dependence, fueling costs, and GHG emissions. As a national leader in EV readiness, the region can serve as an example for other efforts around the country."Ready to Roll! Southeastern Pennsylvania's Regional EV Action Plan (Ready to Roll!)" is a comprehensive, regionally coordinated approach to introducing EVs and electric vehicle supply equipment (EVSE) into the five counties of southeastern Pennsylvania (Bucks, Chester, Delaware, Montgomery, and Philadelphia). This plan is the product of a partnership between the Delaware Valley Regional Planning Commission (DVRPC), the City of Philadelphia, PECO Energy Company (PECO; the region's electricity provider), and Greater Philadelphia Clean Cities (GPCC). Additionally, ICF International provided assistance to DVRPC with the preparation of this plan. The plan incorporates feedback from key regional stakeholders, national best practices, and research to assess the southeastern Pennsylvania EV market, identify current market barriers, and develop strategies to facilitate vehicle and infrastructure deployment

    Estimating the Benefits of Electric Vehicle Smart Charging at Non-Residential Locations: A Data-Driven Approach

    In this paper, we use data collected from over 2000 non-residential electric vehicle supply equipments (EVSEs) located in Northern California for the year of 2013 to estimate the potential benefits of smart electric vehicle (EV) charging. We develop a smart charging framework to identify the benefits of non-residential EV charging to the load aggregators and the distribution grid. Using this extensive dataset, we aim to improve upon past studies focusing on the benefits of smart EV charging by relaxing the assumptions made in these studies regarding: (i) driving patterns, driver behavior and driver types; (ii) the scalability of a limited number of simulated vehicles to represent different load aggregation points in the power system with different customer characteristics; and (iii) the charging profile of EVs. First, we study the benefits of EV aggregations behind-the-meter, where a time-of-use pricing schema is used to understand the benefits to the owner when EV aggregations shift load from high cost periods to lower cost periods. For the year of 2013, we show a reduction of up to 24.8% in the monthly bill is possible. Then, following a similar aggregation strategy, we show that EV aggregations decrease their contribution to the system peak load by approximately 40% when charging is controlled within arrival and departure times. Our results also show that it could be expected to shift approximately 0.25kWh (~2.8%) of energy per non-residential EV charging session from peak periods (12PM-6PM) to off-peak periods (after 6PM) in Northern California for the year of 2013.Comment: Pre-print, under review at Applied Energ

    A multi-objective optimization model for EVSE deployment at workplaces with smart charging strategies and scheduling policies.

    This study proposes a multi-objective optimization model to determine the optimal charging infrastructure for a transition to plug-in electric vehicles (PEVs) at workplaces. The developed model considers all cost aspects of a workplace charging station, i.e. daily levelized electric vehicle supply equipment (EVSE) infrastructure cost, PEV energy and demand charges. These single-objective functions are aggregated in a multi-objective optimization framework to find the Pareto optimal solutions. Smart charging strategies with interrupted and uninterrupted power profiles are proposed to maximize the use of EVSE units. The charging behavior model is developed based on collected workplace charging data. The model is tested with various scheduling policies to investigate their impact on the behaviors of EVSE types from different perspectives. Finally, a sensitivity analysis is performed to assess the impacts of battery sizes and onboard charger ratings on cost behavior. It is shown that the proposed model can achieve up to 7.8% and 14.6% cost savings as compared to single-objective optimal models and the current charging practice, respectively. The unit cost is found to be more sensitive to scheduling policies than the charging strategies. It is also found that the flexibility ratio policy gives the best PEV scheduling with the lowest unit cost and the most efficient use of the grid assets

    Planning and operation objectives of public electric vehicle charging infrastructures: a review

    Planning public electric vehicle (EV) charging infrastructure has gradually become a key factor in the electrification of mobility and decarbonization of the transport sector. In order to achieve a high level of electrification in mobility, in recent years, different studies have been presented, proposing novel practices and methodologies for the planning and operation of electric vehicles charging infrastructure. In this paper, the authors present an up-to-date analysis of the existing literature in this research field, organized by considering the perspectives and objectives of the principal actors/operators of the EV public charging infrastructure value chain. Among these actors, the electric vehicle, the charging operators and service providers, and the power system infrastructure (transmission and distribution system) are analyzed in depth.     Bi-directional coordination of plug-in electric vehicles with economic model predictive control

The emergence of plug-in electric vehicles (PEVs) is unveiling new opportunities to de-carbonise the vehicle parcs and promote sustainability in different parts of the globe. As battery technologies and PEV efficiency continue to improve, the use of electric cars as distributed energy resources is fast becoming a reality. While the distribution network operators (DNOs) strive to ensure grid balancing and reliability, the PEV owners primarily aim at maximising their economic benefits. However, given that the PEV batteries have limited capacities and the distribution network is constrained, smart techniques are required to coordinate the charging/discharging of the PEVs. Using the economic model predictive control (EMPC) technique, this paper proposes a decentralised optimisation algorithm for PEVs during the grid-To-vehicle (G2V) and vehicle-To-grid (V2G) operations. To capture the operational dynamics of the batteries, it considers the state-of-charge (SoC) at a given time as a discrete state space and investigates PEVs performance in V2G and G2V operations. In particular, this study exploits the variability in the energy tariff across different periods of the day to schedule V2G/G2V cycles using real data from the university's PEV infrastructure. The results show that by charging/discharging the vehicles during optimal time partitions, prosumers can take advantage of the price elasticity of supply to achieve net savings of about 63%
