Effective auction design recognizes the importance of competition, not only in the auction, but in the downstream market for wireless communications. This paper examines several instruments regulators can use to enhance competition and thereby improve market outcomes.

    Spectrum scarcity demands thinking new ways to manage the distribution of radio frequency bands so that its use is more effective. The emerging technology that can enable this paradigm shift is the cognitive radio. Different models for organizing and managing cognitive radios have emerged, all with specific strategic purposes. In this article we review the allocation spectrum patterns of cognitive radio networks and analyse which are the common basis of each model.We expose the vulnerabilities and open challenges that still threaten the adoption and exploitation of cognitive radios for open civil networks.L'escassetat de demandes d'espectre fan pensar en noves formes de gestionar la distribució de les bandes de freqüència de ràdio perquè el seu ús sigui més efectiu. La tecnologia emergent que pot permetre aquest canvi de paradigma és la ràdio cognitiva. Han sorgit diferents models d'organització i gestió de les ràdios cognitives, tots amb determinats fins estratègics. En aquest article es revisen els patrons d'assignació de l'espectre de les xarxes de ràdio cognitiva i s'analitzen quals són la base comuna de cada model. S'exposen les vulnerabilitats i els desafiaments oberts que segueixen amenaçant l'adopció i l'explotació de les ràdios cognitives per obrir les xarxes civils.La escasez de demandas de espectro hacen pensar en nuevas formas de gestionar la distribución de las bandas de frecuencia de radio para que su uso sea más efectivo. La tecnología emergente que puede permitir este cambio de paradigma es la radio cognitiva. Han surgido diferentes modelos de organización y gestión de las radios cognitivas, todos con determinados fines estratégicos. En este artículo se revisan los patrones de asignación del espectro de las redes de radio cognitiva y se analizan cuales son la base común de cada modelo. Se exponen las vulnerabilidades y los desafíos abiertos que siguen amenazando la adopción y la explotación de las radios cognitivas para abrir las redes civiles

    A Welfare Analysis of Spectrum Allocation Policies

    Analysis of spectrum allocation policies in the economics literature focuses on competitive bidding for wireless licenses. Auctions generating high bids, as in Germany and the UK, are identified as "successful," while those producing lower receipts, as in Switzerland and the Netherlands, are deemed "fiascoes." Yet, even full and costless extraction of license rents does not map directly to social welfare, because spectrum policies creating rents impose social costs. For example, rules favoring monopoly market structure predictably increase license values, but reduce welfare. This paper attempts to shift analytical focus to the relationship between spectrum policy (including license auctions) and efficiency in output markets. In cross-country comparisons of performance metrics in mobile telephone service markets, empirical estimates suggest that countries that auction licenses do not achieve lower prices or higher levels of output than other nations. Rather, countries allocating greater bandwidth to licensed operators and achieving more competitive market structures realize demonstrable social welfare benefits. These gains generally dominate efficiencies associated with license sales. Policies to increase auction revenues, such as reservation prices and subsidies for weak bidders, should be evaluated in this light.

    An Analysis of Next Generation Access Networks Deployment in rural areas

    Next generation access networks (NGAN) will support a renewed electronic communication market where main opportunities lie in the provision of ubiquitous broadband connectivity, applications and content. From their deployment it is expected a wealth of innovations. Within this framework, the project reviews the variety of NGAN deployment options available for rural environments, derives a simple method for approximate cost calculations, and then discusses and compares the results obtained. Data for Spain are used for practical calculations, but the model is applicable with minor modifications to most of the rural areas of European countries. The final part of the paper is devoted to review the techno-economic implications of a network deployment in a rural environment as well as the adequacy and possible developments of the regulatory framework involve

    COMPETITION AT LAST? AN ECONOMIC ANALYSIS OF CURRENT MOBILE DATA ROAMING REGULATIONS IN EUROPE

    The mobile data roaming market in the European Union is characterized by a lack of competition which is one of the main reasons for wholesale and retail prices being well above cost-based prices. In 2012, the European Commission has enacted new regulatory measures such as allowing for more players competing in the wholesale data roaming market and forcing mobile network operators to unbundle roaming services from domestic offers by 2014. Moreover, the European Commission recently proposed the elimination of roaming charges by 2016. Nevertheless, it remains unclear whether these measures will ultimately result in more competition and, thus, in increased social welfare. Drawing on existing research from IS, telecommunications and regulation domains, we propose the development of an analytical model to evaluate the economic implications of these regulatory measures
