    How Effective are Toll Roads in Improving Operational Performance?

    The main focus of this research is to develop a systematic analytical framework and evaluate the effect of a toll road on region’s traffic using travel time and travel time reliability measures. The travel time data for the Triangle Expressway in Raleigh, North Carolina, United States was employed for the assessment process. The spatial and temporal variations in the travel time distributions on the toll road, parallel alternate route, and near-vicinity cross-streets were analyzed using various travel time reliability measures. The results indicate that the Triangle Expressway showed a positive trend in reliability over the years of its operation. The parallel route reliability decreased significantly during the analysis period, whereas the travel time reliability of cross-streets showed a consistent trend. The stabilization of travel time distributions and the reliability measures over different years of toll road operation are good indicators, suggesting that further reduction in performance measures may not be seen on the near vicinity corridors. The findings from link-level and corridor-level analysis may help with transportation system management, assessing the influence of travel demand patterns, and evaluating the effect of planned implementation of similar projects

    An Empirical Study of Operational Performance Parity Following Enterprise System Deployment

    This paper presents an empirical investigation into whether the implementation of packaged Enterprise Systems (ES) leads to parity in operational performance. Performance change and parity in operational performance are investigated in three geographically defined operating regions of a single firm. Order lead time, the elapsed time between receipt of an order and shipment to a customer, is used as a measure of operational performance. A single ES installation was deployed across all regions of the subject firm\u27s operations.Findings illustrate parity as an immediate consequence of ES deployment. However, differences in rates of performance improvement following deployment eventually result in significant (albeit smaller than pre-deployment) performance differences. An additional consequence of deployment seems to be an increased synchronization of performance across the formerly independent regions

    Strategic grain reserves in Ethiopia: Institutional design and operational performance

    Holding strategic grain reserves to address food price hikes has received renewed attentions in recent years. This paper examines such a program in Ethiopia that has been successful in addressing several emergencies since the 1990s. The analysis suggests that the key ingredients behind the success are a unique institutional design, coordination during emergencies with food-based safety net programs, and keeping the grain stocks to a minimum. Institutional design is unique because, unlike similar agencies in other countries, Ethiopia's Emergency Food Security Reserve Administration (EFSRA) is independent of price stabilization and hence is not engaged in buying and selling of grain. The paper also demonstrates that scaling up school feeding programs will generate additional food demand and an effective outlet for stock rotation; and that increasing the stock level for price stabilization will adversely affect both grain markets and the performance of the EFSRA.strategic grain reserves, agricultural price policies, safety net programs,

    We are able to shed light on the black box of restructuring tools private equity investors use to improve the operational performance of their portfolio companies. By building on previous work considering performance evaluation of PE backed companies, we analyze whether private equity improves operating efficiency and which of the typical restructuring tools are the main performance drivers. Using a set of over 300 international leveraged buyout transactions of the last thirty years, we find that while there is vast improvement in operational efficiency, these gains vary considerably. Our top performing transactions are subject to strong equity incentives, frequent asset restructuring and tight control by the investor. Furthermore, investors’ experience has a positive influence while financial leverage has no influence on operational performance
