Once-and-for-All Costs and Exhaustible Resource Markets

    Get PDF
This paper analyzes the impact on exhaustible resource markets of setup or shutdown costs, a sparsely analyzed category of nonconvex production technologies. This paper proves that, even under idealized circumstances for competition, a competitive equilibrium will fail to exist in the presence of setup costs, for any utility and cost functions such that a planner would exploit exhaustible resource pools sequentially.

    Dequantizing read-once quantum formulas

    Get PDF
Quantum formulas, defined by Yao [FOCS '93], are the quantum analogs of classical formulas, i.e., classical circuits in which all gates have fanout one. We show that any read-once quantum formula over a gate set that contains all single-qubit gates is equivalent to a read-once classical formula of the same size and depth over an analogous classical gate set. For example, any read-once quantum formula over Toffoli and single-qubit gates is equivalent to a read-once classical formula over Toffoli and NOT gates. We then show that the equivalence does not hold if the read-once restriction is removed. To show the power of quantum formulas without the read-once restriction, we define a new model of computation called the one-qubit model and show that it can compute all boolean functions. This model may also be of independent interest.Comment: 14 pages, 8 figures, to appear in proceedings of TQC 201

Reconciliation Once and For All: Economic Impact Evaluation and Social Cost Benefit Analysis

    Get PDF
This paper makes two contributions to the debate on the compatibility of social cost benefit analysis and economic impact analysis. First we argue that benefits estimated through economic impact analysis are amenable to subsequent analysis in a social cost benefit framework when household utility is used as the measure of welfare. Second, economic impact analysis and social cost benefit analysis of investment loans may be evaluated from the perspective of the multilateral lender and from that of the beneficiary government. While the first is straightforward to implement, this paper develops an approach to evaluating the investment from the perspective of the beneficiary government which internalizes the repayment of the loan within the economic impact model itself. We compare these two perspectives by undertaking an economic impact and social cost benefit analysis of a US$6.25 million tourism investment in Uruguay.Centro de Estudios Distributivos, Laborales y Sociales (CEDLAS

Once and for all: The Spanish Civil War and the Nationalist Concentration Camps

    Get PDF
This project examines the Nationalist concentration camps of the Spanish Civil War (1936-1939). First, it outlines the ideological origins of the war. Second, it covers how the Nationalists\u27 ideological beliefs translated into extreme violence during the early months of the war. Third, it analyzes how an increasing number of Republican prisoners of war during the campaigns of 1937 led to the creation of the Inspección de Campos de Concentración de Prisioneros (ICCP), the bureaucratic department designed to administer the expanded camp system and classify Republican prisoners. Finally, this project examines the system of reeducation in the camps, the psychobiological studies conducted on the prisoners and the results of these studies. Ultimately, this study uncovers why and how the Nationalists attempted to create a new Spain
