‘A Europe without walls, without fences, without borders’: a desecuritisation of migration doomed to fail
It has been commonly argued that amid the so-called ‘migration crisis’ in 2015, Greece ignored its Dublin Regulation obligations due to unprecedentedly high migration flows, structural weaknesses, fears and uncertainty. However, this narrative deprives the Greek government of agency. In contrast, this article puts forward an alternative analysis of Greece’s attitude. It argues that the Greek government’s policy choices in the realms of border controls, migration and asylum in 2015, prior to the ‘EU–Turkey deal’, manifested a well-calculated desecuritisation strategy with a twofold aim. In this respect, this article provides an analysis of why and how the newly elected SYRIZA-led coalition government embarked on a desecuritising move and assesses the success/effectiveness of this move and the desecuritisation strategy. It argues that although the government’s desecuritising move was successful, overall, its desecuritisation strategy failed to produce the anticipated results vis-à -vis the government’s twofold aim and intended outcomes
Gender, Violence and Peace: A Post-2015 Development Agenda
Gender has increasingly become a part of the international peace and security agenda, particularly since the passage of UN Security Council Resolution (UNSCR) 1325 and subsequent resolutions on women, peace and security. Yet little attention has been given to examining how the resources and political will generated by the post-2015 framework could help move this agenda forward.In this paper, Saferworld and Conciliation Resources set out a vision for including gender, peace and security in the post-2015 framework. A gender, peace and security approach to post-2015 includes, but also goes beyond a focus on women's empowerment. Inter alia, it means paying attention to the relationships between gender, violence and inclusive decision-making. Building on our previous recommendations for including peacebuilding commitments in the post-2015 development agenda, we suggest targets and indicators that illustrate how gender, peace and security can best be integrated into the framework
Electric dipole polarizability: from few- to many-body systems
We review the Lorentz integral transform coupled-cluster method for the
calculation of the electric dipole polarizability. We benchmark our results
with exact hyperspherical harmonics calculations for 4He and then we move to a
heavier nucleus studying 16O. We observe that the implemented chiral
nucleon-nucleon interaction at next-to-next-to-next-to-leading order

Cross-Device Tracking: Matching Devices and Cookies
The number of computers, tablets and smartphones is increasing rapidly, which
entails the ownership and use of multiple devices to perform online tasks. As
people move across devices to complete these tasks, their identities becomes
fragmented. Understanding the usage and transition between those devices is
essential to develop efficient applications in a multi-device world. In this
paper we present a solution to deal with the cross-device identification of
users based on semi-supervised machine learning methods to identify which
cookies belong to an individual using a device. The method proposed in this
paper scored third in the ICDM 2015 Drawbridge Cross-Device Connections
challenge proving its good performance
Memo to the New Digital Agenda Commissioner
Senior Resident Fellows Reinhilde Veugelers and Bruno van Pottelsberghe provide recommendations for the term of new Digital Agenda Commissioner Neelie Kroes in this supplement to Bruegel's Memos to the New Commission: Europe's Economic Priorities 2010-2015. They argue that Kroes should move past a focus on infrastructure and concentrate more on ICT's potential to contribute to growth in the European Union. This should include a focus on emerging ICT products and services to helpl foster an ICT single market and more public support for R&D and innovation, through tailored programmes designed to aid high-risk innovative projects conceived by new ICT companies.
