    Investigation of an Optimum Detection Scheme for a Star-Field Mapping System

    An investigation was made to determine the optimum detection scheme for a star-field mapping system that uses coded detection resulting from starlight shining through specially arranged multiple slits of a reticle. The computer solution of equations derived from a theoretical model showed that the greatest probability of detection for a given star and background intensity occurred with the use of a single transparent slit. However, use of multiple slits improved the system's ability to reject the detection of undesirable lower intensity stars, but only by decreasing the probability of detection for lower intensity stars to be mapped. Also, it was found that the coding arrangement affected the root-mean-square star-position error and that detection is possible with error in the system's detected spin rate, though at a reduced probability

    The deregulation of the European energy market, combined with emerging advanced capabilities of information technology, provides strategic opportunities for new knowledge-oriented services on the power grid. HOMEBOTS is the namewe have coined for one of these innovative services: decentralized power load management at the customer side, automatically carried out by a `society' of interactive household, industrial and utility equipment. They act as independent intelligent agents that communicate and negotiate in a computational market economy. The knowledge and competence aspects of this application are discussed, using an improved \ud version of task analysis according to the COMMONKADS knowledge methodology. Illustrated by simulation results, we indicate how customer knowledge can be mobilized to achieve joint goals of cost and energy savings. General implications for knowledge creation and its management are discussed

    Making a decision is a complex process which must be based upon a method that is able to establish the optimum criteria in choosing an alternative, in evaluating the main effects of implementing the decision which was taken and in estimating the risks involved. The optimizing methods and techniques fall into several groups. Thus, judging by the number of criteria that was taken into consideration when making decisions, the optimization methods and techniques can be identified as uni-criterial decisions and multi-criterial decisions; considering the objective condition state which affects the problem that needs decisional solution, there can be decisional methods and techniques used in optimizing decisions in conditions of certainty, decisional methods and techniques used in optimizing decisions in conditions of uncertainty and decisional methods and techniques used in optimizing decisions in risky conditions. The continuous improvement of the decisional subsystem - an important component of the firm’s management - represents a necessity under the circumstances that the latest decades reveal a development of the decisional elements, both in the theoretic-methodological field and in the application field.     In Hungary and the Central-European region, state regulation has been at the forefront of interest since the beginning of the economic transition. Among the many interesting questions raised, we would like to analyze the problem of building an appropriate regulatory system allowing the industry to operate efficiently from a social point of view. We use the term "regulatory system" for the description of decision rights. A particular regulatory system amounts to the allocation of decision rights between the different actors in a regulatory game (regulatory agency, government, courts, consumer organizations, competition office).     Energy efficiency parametric design tool in the framework of holistic ship design optimization

    Recent International Maritime Organization (IMO) decisions with respect to measures to reduce the emissions from maritime greenhouse gases (GHGs) suggest that the collaboration of all major stakeholders of shipbuilding and ship operations is required to address this complex techno-economical and highly political problem efficiently. This calls eventually for the development of proper design, operational knowledge, and assessment tools for the energy-efficient design and operation of ships, as suggested by the Second IMO GHG Study (2009). This type of coordination of the efforts of many maritime stakeholders, with often conflicting professional interests but ultimately commonly aiming at optimal ship design and operation solutions, has been addressed within a methodology developed in the EU-funded Logistics-Based (LOGBASED) Design Project (2004–2007). Based on the knowledge base developed within this project, a new parametric design software tool (PDT) has been developed by the National Technical University of Athens, Ship Design Laboratory (NTUA-SDL), for implementing an energy efficiency design and management procedure. The PDT is an integral part of an earlier developed holistic ship design optimization approach by NTUA-SDL that addresses the multi-objective ship design optimization problem. It provides Pareto-optimum solutions and a complete mapping of the design space in a comprehensive way for the final assessment and decision by all the involved stakeholders.     Optimization models of the supply of power structures’ organizational units with centralized procurement

    Management of the state power structures’ organizational units for materiel and technical support requires the use of effective tools for supporting decisions, due to the complexity, interdependence, and dynamism of supply in the market economy. The corporate nature of power structures is of particular interest to centralized procurement management, as it provides significant advantages through coordination, eliminating duplication, and economy of scale. This article presents optimization models of the supply of state power structures’ organizational units with centralized procurement, for different levels of simulated materiel and technical support processes. The models allow us to find the most profitable options for state power structures’ organizational supply units in a centre-oriented logistics system in conditions of the changing needs, volume of allocated funds, and logistics costs that accompany the process of supply, by maximizing the provision level of organizational units with necessary material and technical resources for the entire planning period of supply by minimizing the total logistical costs, taking into account the diverse nature and the different priorities of organizational units and material and technical resources
