    The suitability of PRINCE2 for engineering infrastructure

    The view that PRINCE2 was not suitable for application to infrastructure was identified in a study done for a separate purpose, namely, to examine project governance and methodology, which is not reported in this paper. It was asserted by several participants in interviews conducted with a sample of experienced practitioners across a range of industries and disciplines. This paper follows up on those comments by conducting an examination of PRINCE2 from an engineering infrastructure perspective to investigate the validity of this assertion. It takes a deductive, definitional approach to determine if there are any features in it that would cause difficulty for engineering infrastructure use. Seventeen features were examined, and 15 were found to have difficulty in application to the project management of engineering infrastructure. The remaining two found inconsistencies that were unlikely to cause too much difficulty. The features causing difficulty include non-generic terminology for the terms project, lifecycle and stage, using a product rather than a project-based process, use of an iterative product delivery process unsuited to predictive projects, use of a delivery process for all project phases, assumption of a board governance model with inappropriate accountabilities, lack of clarity around the use of the project plan, and absence of a lifecycle appropriate for engineering infrastructure, with PRINCE2 effectively self-declaring its need for a higher-level project lifecycle/ methodology from somewhere else. The paper concludes that PRINCE2 is quite poorly suited to managing engineering infrastructure projects and identifies that some of the reasons for this are likely to also cause difficulty for many ICT projects as well

    The RFID PIA – developed by industry, agreed by regulators

    This chapter discusses the privacy impact assessment (PIA) framework endorsed by the European Commission on February 11th, 2011. This PIA, the first to receive the Commission's endorsement, was developed to deal with privacy challenges associated with the deployment of radio frequency identification (RFID) technology, a key building block of the Internet of Things. The goal of this chapter is to present the methodology and key constructs of the RFID PIA Framework in more detail than was possible in the official text. RFID operators can use this article as a support document when they conduct PIAs and need to interpret the PIA Framework. The chapter begins with a history of why and how the PIA Framework for RFID came about. It then proceeds with a description of the endorsed PIA process for RFID applications and explains in detail how this process is supposed to function. It provides examples discussed during the development of the PIA Framework. These examples reflect the rationale behind and evolution of the text's methods and definitions.     Thyroid ultrasonography (US) is the gold standard for thyroid imaging and its widespread use is due to an optimal spatial resolution for superficial anatomic structures, a low cost and the lack of health risks. Thyroid US is a pivotal tool for the diagnosis and follow-up of autoimmune thyroid diseases, for assessing nodule size and echostructure and defining the risk of malignancy in thyroid nodules. The main limitation of US is the poor reproducibility, due to the variable experience of the operators and the different performance and settings of the equipments. Aim of this consensus statement is to standardize the report of thyroid US through the definition of common minimum requirements and a correct terminology. US patterns of autoimmune thyroid diseases are defined. US signs of malignancy in thyroid nodules are classified and scored in each nodule. We also propose a simplified nodule risk stratification, based on the predictive value of each US sign, classified and scored according to the strength of association with malignancy, but also to the estimated reproducibility among different operators

    A model for digital preservation repository risk relationships

    The paper introduces the Preserved Object and Repository Risk Ontology (PORRO), a model that relates preservation functionality with associated risks and opportunities for their mitigation. Building on work undertaken in a range of EU and UK funded research projects (including the Digital Curation Centre , DigitalPreservationEurope and DELOS ), this ontology illustrates relationships between fundamental digital library goals and their parameters; associated rights and responsibilities; practical activities and resources involved in their accomplishment; and risks facing digital libraries and their collections. Its purpose is to facilitate a comprehensive understanding of risk causality and to illustrate opportunities for mitigation and avoidance. The ontology reflects evidence accumulated from a series of institutional audits and evaluations, including a specific subset of digital libraries in the DELOS project which led to the definition of a digital library preservation risk profile. Its applicability is intended to be widespread, and its coverage expected to evolve to reflect developments within the community. Attendees will gain an understanding of the model and learn how they can utilize this online resource to inform their own risk management activities

    Risk management standards for project management

    The purpose of this paper is to present and compare the main standards for project risk management that are currently available today. Four international standards recognized world- wide were selected for comparison: PMI, PRINCE2, IPMA, ISO 31000 and IEC 62198. Project management has evolved over recent years into a mature professional discipline characterized by a formalized body of knowledge and the definition of systematic processes for the execution of a project. All these and possibly other factors as well, have resulted in growing numbers of books, articles and conferences being devoted to project risk management. This level of activity has also led to the development of a number of standards that prescribe for and advise organizations on the best way to manage their risks.     A framework for effective management of condition based maintenance programs in the context of industrial development of E-Maintenance strategies

    CBM (Condition Based Maintenance) solutions are increasingly present in industrial systems due to two main circumstances: rapid evolution, without precedents, in the capture and analysis of data and significant cost reduction of supporting technologies. CBM programs in industrial systems can become extremely complex, especially when considering the effective introduction of new capabilities provided by PHM (Prognostics and Health Management) and E-maintenance disciplines. In this scenario, any CBM solution involves the management of numerous technical aspects, that the maintenance manager needs to understand, in order to be implemented properly and effectively, according to the company’s strategy. This paper provides a comprehensive representation of the key components of a generic CBM solution, this is presented using a framework or supporting structure for an effective management of the CBM programs. The concept “symptom of failure”, its corresponding analysis techniques (introduced by ISO 13379-1 and linked with RCM/FMEA analysis), and other international standard for CBM open-software application development (for instance, ISO 13374 and OSA-CBM), are used in the paper for the development of the framework. An original template has been developed, adopting the formal structure of RCM analysis templates, to integrate the information of the PHM techniques used to capture the failure mode behaviour and to manage maintenance.
