    The governance of Singapore’s knowledge clusters: off shore marine business and waterhub

    Based on two case studies of knowledge clusters (off shore marine/rig business and water hub) in Singapore, the paper illustrates the importance of good knowledge governance in creating robust and value-creating knowledge clusters. We begin by defining key terms used such as knowledge clusters, hubs and governance, followed by a short historical account of good knowledge governance for Singapore’s development. The two cases studies of knowledge clusters presented here include (i) the offshore oil rig business (Keppel) which we posit as an example of innovative value creation based on sophisticated fabrication methods and R&D as well as (ii) the island republic’s dynamic and rapidly emerging, global hydrohub called ‘WaterHub’. We examine the structural characteristics of both clusters, assess their progress based on the cluster lifecycle literature, highlight key governance enablers required to create and sustain such competitive hubs and draw conclusions for K4D latecomers

The interest is in the value created and delivered. Previous studies have suggested the importance of identity and trust in these types of collaborative projects. The approach used a single case study to explore indepth the development of identity and trust, and the subsequent movement of the project participants to the creation of value. The results of the study revealed important action learning and knowledge management developments. A strong focus at the beginning on identifying key propositional knowledge needs, later led to more opportunities to co-create value for both parties. The understanding of the processes and importance of trust in these significant knowledge exchange projects reveals both a strength and weakness in these university-business collaborative projects. The indepth undersrtanding and interpretation of the value derived in-action and on-action speaks highly of the role of these university-business collaborative projects.     Realising benefits in primary healthcare infrastructures

    Purpose: This paper focuses upon the requirements to manage change, tangible and intangible benefits in a joint approach to deliver outputs on time, to quality and cost without failing to realise the benefits of the change. The aim of the paper is to demonstrate the need for benefits driven programme/project management as well as the importance of identifying the stakeholders’ level of involvement and contribution throughout the process, and manage their expectations. Design/methodology/approach: The methodology used is based on an action research approach, combining findings from a literature review and case studies within UK’s primary healthcare sector. Findings: Findings demonstrate development of a Benefits Realisation (BeReal) approach in healthcare through looking at case studies taking place within UK’s primary and acute healthcare sector Research limitations/implications: The framework development is based upon theoretical evidence and further research is needed to test and validate its robustness. Originality/value: The application of Benefits Realisation and Management in developing and delivering primary healthcare facilities.     Observational Study Design in Veterinary Pathology, Part 1: Study Design

    Observational studies are the basis for much of our knowledge of veterinary pathology and are highly relevant to the daily practice of pathology. However, recommendations for conducting pathology-based observational studies are not readily available. In part 1 of this series, we offer advice on planning and conducting an observational study with examples from the veterinary pathology literature. Investigators should recognize the importance of creativity, insight, and innovation in devising studies that solve problems and fill important gaps in knowledge. Studies should focus on specific and testable hypotheses, questions, or objectives. The methodology is developed to support these goals. We consider the merits and limitations of different types of analytic and descriptive studies, as well as of prospective vs retrospective enrollment. Investigators should define clear inclusion and exclusion criteria and select adequate numbers of study subjects, including careful selection of the most appropriate controls. Studies of causality must consider the temporal relationships between variables and the advantages of measuring incident cases rather than prevalent cases. Investigators must consider unique aspects of studies based on archived laboratory case material and take particular care to consider and mitigate the potential for selection bias and information bias. We close by discussing approaches to adding value and impact to observational studies. Part 2 of the series focuses on methodology and validation of methods

    The evolution of networks and interaction in the co-creation of value : a case study of the development of a city museum

    Vargo and Lusch (2004) proposed that marketing is moving to a new dominant logic where service is exchanged for service. Central to their proposal were eight foundational premises (Vargo and Lusch, 2004), subsequently extended to ten (Vargo and Lusch, 2008a). Key amongst them are: service is deemed to be the fundamental basis of exchange (FP1); operant resources are the fundamental source of competitive advantage (FP4); the customer is always a co-creator of value (FP6); the enterprise can only offer value propositions, it cannot deliver value (FP7); value creation occurs in networks through actors who are resource integrators (FP9); and value itself is ‘idiosyncratic, experiential, contextual and meaning-laden’ (FP10) (Vargo and Lusch, 2008a, p.375). Much discussion on S-D logic has focused on developing this theoretical context (see for example: Lusch and Vargo, 2006, 2009; Vargo and Lusch, 2008b, 2008c; Gummesson, Lusch, Vargo, 2010; Brodie et al., 2011). Alongside this, the debate has developed through studies which explore how the tenets of S-D logic operate in practical contexts such as financial services (Auh et al., 2007), art experiences (White, Hede and Rentschler, 2009), opera (Lund, 2010), the travel industry (Fyrberg and Juriado, 2009), electronic services (Blazevic and Lievens, 2008) and the Harry Potter phenomenon (Brown and Patterson, 2009) amongst others. Central to much of this work is the effort to understand how value is cocreated within varying contexts. Of particular interest to the current research is the work of Fryberg and Juriado (2009) who highlight the importance of networks in the co-creation of value, paying particular attention to the importance of interaction between network actors. Further, defining value and value propositions has received increasing attention (Gronroos, 2008; Kowalkowski, 2011). Through a case study of the Cardiff Story, a new museum for the people of Cardiff, this paper builds on previous work on S-D logic by exploring how networks and interaction evolve over time and the role they play in the evolving nature of value co-creation. The unique site of the work, the development from inception of a city museum, allows us to explore S-D logic in the public sector while taking into consideration the specific nature of arts and heritage in that context. The paper begins by reviewing pertinent S-D logic constructs to provide context for the current work. The methods section details the research position adopted before providing a justification for the single case study nature of this work. Context for the Cardiff Story is provided before the data collection methods are outlined. Findings are subsequently discussed before a conclusion is offered and areas for future research outlined

    Although there is a growing awareness of the value of temporary ponds in Europe, there is still remarkably little information available to help guide their conservation and management. General principles which can be used to guide the management of temporary ponds as a whole have yet to be established. The aim of this article, therefore, is to give a broader overview of the main principles of temporary pond conservation, particularly by building on a number of general principles for managing ponds previously described by Biggs et al. (1994) and Williams et al. The authors emphasise the importance of surveys in order to get data on which to base management strategies. The main principles of temporary pond management are described, and examples of three case studies of ponds in England are given

    A new library in Bloomsbury: relocating the UCL SSEES Library

    Purpose – The paper seeks to describe the processes involved in an academic library building project, from the choice of site and appointment of the architects to the move itself. The focus is on finding solutions to problems caused by limited space, fixed deadlines and innovative design, and ensuring that the Library needs are fully understood throughout a complex project involving other interest groups over a number of years. Design/methodology/approach – The experience of the UCL School of Slavonic and East European Studies Library is used as a case study to describe various issues around library design, working with architects and project managers, and managing a library move. Reference is made to the impact of the 7 July bombings in London on library staff. Findings – The case study outlines the importance of Library involvement in every aspect of the design, the impact of decisions about internal layout on library capacity, the adaptability of library staff to unusual and difficult working conditions, the possibility of providing a limited service in an incomplete building, the importance of balancing aesthetic and functional considerations in the final design, and the impact of those design decisions on the long-term functioning and use of the Library. Originality/value – The paper describes most of the processes and problems likely to be encountered in a major library building project and will be useful to any library setting out on such a project
