    Defining Process Performance Indicators: an Ontological Approach

    It is increasingly important to evaluate the performance of business processes. A key instrument to carry out this evaluation is by means of Process Performance Indicators (PPIs) as suggested in many methodologies and frameworks like, for instance, COBIT, ITIL or EFQM. As a consequence, it is convenient to integrate the management of PPIs into the whole business process lifecycle from its design to its evaluation. in this paper, we focus on the definition of PPIs as a necessary step to achieve that integration. Unfortunately, current proposals are not able to specify several usual types of PPIs, specially those related to data, and are not well designed to enable the automated analysis of PPIs at design-time. in this paper, we present an ontology for the definition of process performance indicators that overcomes this issue, explicitly defines the relationships between the indicators and the elements defined in a business process modelled in BPMN, and enables the analysis of PPIs at design-time. Furthermore, this ontology has been validated by means of several real-world scenarios

Process Performance Indicators (PPIs) are a key asset to carry out this evaluation, and, therefore, the management of these PPIs throughout the whole BP lifecycle is crucial. in this demo we present PPINOT Tool Suite, a set of tools aimed at facilitating and automating the PPI management.     Information sharing performance management: a semantic interoperability assessment in the maritime surveillance domain

    Information Sharing (IS) is essential for organizations to obtain information in a cost-effective way. If the existing information is not shared among the organizations that hold it, the alternative is to develop the necessary capabilities to acquire, store, process and manage it, which will lead to duplicated costs, especially unwanted if governmental organizations are concerned. The European Commission has elected IS among public administrations as a priority, has launched several IS initiatives, such as the EUCISE2020 project within the roadmap for developing the maritime Common Information Sharing Environment (CISE), and has defined the levels of interoperability essential for IS, which entail Semantic Interoperability (SI). An open question is how can IS performance be managed? Specifically, how can IS as-is, and to-be states and targets be defined, and how can organizations progress be monitored and controlled? In this paper, we propose 11 indicators for assessing SI that contribute to answering these questions. They have been demonstrated and evaluated with the data collected through a questionnaire, based on the CISE information model proposed during the CoopP project, which was answered by five public authorities that require maritime surveillance information and are committed to share information with each other.Postprint (published version

    Innovation Indicators: for a critical reflection on their use in Low- and Middle-Income Countries (LMICs)

    It has been widely recognized that innovation is an important driver of economic growth. Many Low- and Middle-Income Countries (LMICs) have adopted innovation indicators to monitor innovation performance and to evaluate the impact of innovation policies. This paper argues that innovation indicators should be customized to the different socio-economic structures of LMICs. For this, the definition of innovation needs to be relevant to the multitude of innovation actors and processes in LMICs. LMICs also need to build competences not only in the construction of innovation indicators within their statistical systems, but also in the use of these indicators by among others policy makers.     A critical aspect in operations management is to represent the firm goals properly. This is usually done by translating the organisational results and objectives in ‘performance measurements'. The scientific literature shows many applications in different fields such as quality, production, logistics, marketing, etc. Nevertheless, a general theory formalising basic and application concepts is still lacking. This paper shows a classification of ‘performance indicators' in manufacturing, providing a mathematical structure to the concept of ‘indicator'.     A Methodology for the Selection of Multi-Criteria Decision Analysis Methods in Real Estate and Land Management Processes

    Real estate and land management are characterised by a complex, elaborate combination of technical, regulatory and governmental factors. In Europe, Public Administrators must address the complex decision-making problems that need to be resolved, while also acting in consideration of the expectations of the different stakeholders involved in settlement transformation. In complex situations (e.g., with different aspects to be considered and multilevel actors involved), decision-making processes are often used to solve multidisciplinary and multidimensional analyses, which support the choices of those who are making the decision. Multi-Criteria Decision Analysis (MCDA) methods are included among the examination and evaluation techniques considered useful by the European Community. Such analyses and techniques are performed using methods, which aim to reach a synthesis of the various forms of input data needed to define decision-making problems of a similar complexity. Thus, one or more of the conclusions reached allow for informed, well thought-out, strategic decisions. According to the technical literature on MCDA, numerous methods are applicable in different decision-making situations, however, advice for selecting the most appropriate for the specific field of application and problem have not been thoroughly investigated. In land and real estate management, numerous queries regarding evaluations often arise. In brief, the objective of this paper is to outline a procedure with which to select the method best suited to the specific queries of evaluation, which commonly arise while addressing decision-making problems. In particular issues of land and real estate management, representing the so-called “settlement sector”.     Linking objective and subjective modeling in engineering design through arc-elastic dominance

    Engineering design in mechanics is a complex activity taking into account both objective modeling processes derived from physical analysis and designers’ subjective reasoning. This paper introduces arc-elastic dominance as a suitable concept for ranking design solutions according to a combination of objective and subjective models. Objective models lead to the aggregation of information derived from physics, economics or eco-environmental analysis into a performance indicator. Subjective models result in a confidence indicator for the solutions’ feasibility. Arc-elastic dominant design solutions achieve an optimal compromise between gain in performance and degradation in confidence. Due to the definition of arc-elasticity, this compromise value is expressive and easy for designers to interpret despite the difference in the nature of the objective and subjective models. From the investigation of arc-elasticity mathematical properties, a filtering algorithm of Pareto-efficient solutions is proposed and illustrated through a design knowledge modeling framework. This framework notably takes into account Harrington’s desirability functions and Derringer’s aggregation method. It is carried out through the re-design of a geothermal air conditioning system

    In Europe, the operating context in which initiatives of settlement transformation are currently initiated is characterized by a complex, elaborate combination of technical, regulatory and governance-related factors. A similar set of considerations makes it necessary to address the complex decision-making problems to be resolved through multidisciplinary, comparative approaches designed to rationalize the process and treat the elements to be considered in systematic fashion with respect to the range of alternatives available as solutions. Within a context defined in this manner, decision-making processes must often be used to obtain multidisciplinary and multidimensional analyses to support the choices made by the decision-makers. Such analyses are carried out using multi-criteria tools designed to arrive at syntheses of the numerous forms of input data needed to describe decision-making problems of similar complexity, so that one or more outcomes of the synthesis make possible informed, well thought-out, strategic decisions. The technical literature on the topic proposes numerous tools of multi-criteria analysis for application in different decision-making contexts. Still, no specific contributions have been drawn up to date on the approach to take in selecting the tool best suited to providing adequate responses to the queries of evaluation that arise most frequently in the various fields of application, and especially in the settlement sector. The objective of this paper is to propose, by formulating a taxonomy of the endogenous and exogenous variables of tools of multi-criteria analysis, a methodology capable of selecting the tool best suited to the queries of evaluation which arise regarding the chief categories of decision-making problems, and particularly in the settlement sector
