    Managing ubiquitous eco cities: the role of urban telecommunication infrastructure networks and convergence technologies

    A successful urban management system for a Ubiquitous Eco City requires an integrated approach. This integration includes bringing together economic, socio-cultural and urban development with a well orchestrated, transparent and open decision making mechanism and necessary infrastructure and technologies. Rapidly developing information and telecommunication technologies and their platforms in the late 20th Century improves urban management and enhances the quality of life and place. Telecommunication technologies provide an important base for monitoring and managing activities over wired, wireless or fibre-optic networks. Particularly technology convergence creates new ways in which the information and telecommunication technologies are used. The 21st Century is an era where information has converged, in which people are able to access a variety of services, including internet and location based services, through multi-functional devices such as mobile phones and provides opportunities in the management of Ubiquitous Eco Cities. This paper discusses the recent developments in telecommunication networks and trends in convergence technologies and their implications on the management of Ubiquitous Eco Cities and how this technological shift is likely to be beneficial in improving the quality of life and place. The paper also introduces recent approaches on urban management systems, such as intelligent urban management systems, that are suitable for Ubiquitous Eco Cities

    Do market failures hamper the perspectives of broadband?

    This report analyses the broadband market and asks whether a specific role of government is necessary. As broadband telecommunication is seen as a source of productivity gains, the European Union and other regions are encouraging the deployment of a secure broadband infrastructure. In the Netherlands, there is some concern whether the supply of broadband capacity will meet the strongly increasing demand. The main conclusions are that presently, given current broadband policy, no considerable market failures exist. Firms have adequate incentives to invest in broadband, partly induced by specific regulation of access to the local copper loop. Hence, there is no need for changes in current broadband policy. Market failures in terms of knowledge spillovers are taken care of by other policies. As the broadband markets are very dynamic, unforeseen developments may emerge such as the appearance of new dominant techniques and market players. The best strategy for the government, in particular the competition authority, is to continuously monitor these markets, making timely intervention easier when needed.

A review of some representative experiences suggests that thinking about public utility reforms in this part of the world is quite a challenging exercise.     Australian local governments and the early national broadband network roll-out: an online survey

    A recent decision by the Australian Federal Government to reassess the scale of the National Broadband Network (NBN) will leave the country with a patchwork of different levels of access to the infrastructure. This intensifies the need to investigate and evaluate the implications of telecommunication at the local level. The paper opens a discussion on the different approaches taken by local government authorities towards the NBN in the early roll-out localities. Building upon the international literature, it analyses the empirical data collected from the Australian local governments involved with the early NBN roll-out using an online survey. The findings reveal an interesting diversity in the approaches taken at the local level, and show how decision-making at higher levels of government can impact local outcomes

    Broadband infrastructure: The regulatory framework, market transparency and risk-sharing partnerships are the key factors

    Around the globe countries are attempting to forge ahead with the expansion and upgrading of advanced communications networks. In most cases they are setting very ambitious goals with regard to technology and coverage. However, the specific cost structure for broadband projects results in the private-sector-driven, competitive market for network upgrading being primarily focused on densely populated urban areas. By contrast, major progress in rolling out broadband to unserved rural areas will not be made in the foreseeable future without state subsidies. Without having to steer a course towards the return of a monopoly in the telecommunications sector, which would have a detrimental long-term impact, the public sector can in this situation promote sustainable progress in telecommunication by merging projects, entering into risk-sharing partnerships, setting realistic broadband targets, providing essential market information to market participants, offering e-government digital services itself and, on top of that, further enhancing investment incentives with a regulatory framework in a competitive environment.broadband; telecommunications; Infrastructure; investment; financing

    Electric Telegraph to e-Scotland: Networking remote and rural communities

    There are said to be parallels in the impact that the advent of the telegraph and the internet had on their respective societies. This chapter looks at two examples of state intervention and subsidy in the development of those two communications infrastructures in remote and rural areas of Scotland, at either end of the revolution in electric communications. Both applied the technology of the day to break down geographical barriers, to increase connectivity, to spread information, and to enhance social and business links. Both initiatives grew in part out of a government concern that Scotland should not fall behind the level of technological provision available in other European countries, thereby disadvantaging Scottish business as well as citizens (a comparison with the state-owned telegraph systems in Belgium, Switzerland and France informed the 1868 Telegraph Act, and the development of a broadband infrastructure across a range of European Union countries has been quoted by the Scottish Government). The emphasis in both cases was on affordable wide-ranging availability to benefit individuals as much as business, though with an understanding that business needs would be the driver and would provide the bulk of the finance to establish and maintain the infrastructure. The first was a product of nationalisation with the expansion of the telegraph network from 1870 to 1872 driven by demand. Following is an analysis of that demand and its impact, alongside a description of the development of the network across remote and rural areas over the two years of the scheme. The second examines the rationales behind Scottish Government initiatives since 2001 to extend broadband provision and outlines the technical solutions devised in partnership with commercial operators and funding bodies to reach non-commercially viable areas and to stimulate take up
