    Advance reservation games

    Advance reservation (AR) services form a pillar of several branches of the economy, including transportation, lodging, dining, and, more recently, cloud computing. In this work, we use game theory to analyze a slotted AR system in which customers differ in their lead times. For each given time slot, the number of customers requesting service is a random variable following a general probability distribution. Based on statistical information, the customers decide whether or not to make an advance reservation of server resources in future slots for a fee. We prove that only two types of equilibria are possible: either none of the customers makes AR or only customers with lead time greater than some threshold make AR. Our analysis further shows that the fee that maximizes the provider’s profit may lead to other equilibria, one of which yields zero profit. In order to prevent ending up with no profit, the provider can elect to advertise a lower fee yielding a guaranteed but smaller profit. We refer to the ratio of the maximum possible profit to the maximum guaranteed profit as the price of conservatism.     Reaching Out to Tribal Communities: Lessons Learned and Approaches to Consider

    When transportation safety decision-making is desired, the involvement and engagement with a community is essential. A streamlined delivery of a project or program is more likely to occur when active dialogue and an exchange of ideas occurs in advance and occurs frequently. This is particularly important in tribal communities, who value sustained relationships and represent the focus population of this study. The research team, on six separate occasions, met with local and regional tribal leaders to explore and discuss transportation safety needs within and outside tribal communities, as well as discern the recommended approaches to foster ongoing dialogue about these needs. In all cases these discussions closely correlated with existing research studies or activities; transportation safety and equity is not seen as separate from other tribal foci and community needs. Specific recommendations to consider, in no particular order, included the following: invest respectfully enough time for people to talk; tribes think long-term and consider the impact of any decision from a long-term viewpoint so an iterative process and re-sharing of ideas is critical; the power of decision is in the hands of the tribe and its members; do not lump tribes together as each tribe is sovereign and unique and every community should be expected to think differently; all tribes are unique as is the environmental and social context; to disseminate information widely and iteratively, do so when there is a large group or event; be sure to understand the Tribal governance, decision making, and organizational structure; know who is the tribal Chairman or Chairwoman; and develop an emic and etic understanding of the community

    Robust execution of service workflows using redundancy and advance reservations

    In this paper, we develop a novel algorithm that allows service consumers to execute business processes (or workflows) of interdependent services in a dependable manner within tight time-constraints. In particular, we consider large inter-organisational service-oriented systems, where services are offered by external organisations that demand financial remuneration and where their use has to be negotiated in advance using explicit service-level agreements (as is common in Grids and cloud computing). Here, different providers often offer the same type of service at varying levels of quality and price. Furthermore, some providers may be less trustworthy than others, possibly failing to meet their agreements. To control this unreliability and ensure end-to-end dependability while maximising the profit obtained from completing a business process, our algorithm automatically selects the most suitable providers. Moreover, unlike existing work, it reasons about the dependability properties of a workflow, and it controls these by using service redundancy for critical tasks and by planning for contingencies. Finally, our algorithm reserves services for only parts of its workflow at any time, in order to retain flexibility when failures occur. We show empirically that our algorithm consistently outperforms existing approaches, achieving up to a 35-fold increase in profit and successfully completing most workflows, even when the majority of providers fail

    Mitigating risk in computerized bureaucracy

    This paper presents an important aspect of the pragmatic dimensions of mitigating the risks that stem from computerized bureaucracy, and thereby, preserving the organizational integrity of a firm. A case study is used to provide valuable insights into the mechanics of such mitigation. The case refers to the problematic implementation and use of a computerized reservation system in a large budget hotel in London, United Kingdom. Following the empirical findings, Ciborra’s notions of bricolage, improvisation and tinkering are examined as practical and useful ways of addressing the downsides of computerized bureaucracy

    Computerized Reservation Systems for Air Transport: Remarks on the European Community Legislation

    This Essay points out the major legal issues related to the development of the Computerized Reservation Systems (“CRS”) and evaluates whether the EC approach has achieved satisfactory results, mainly from the standpoint of consumer protection. My critique is essentially that the EC has ruled the CRS by means of legislation that tends to be hyper-technical, difficult to interpret, and, at the same time, extremely vague when it comes to defining unlawful conduct and potential sanctions. This Essay argues that more in-depth regulatory reform should be undertaken by the EC, in order to enhance competition and benefit travellers. This Essay is structured in two conceptually interdependent sections. Part I focuses on a synthetic description of CRS and evaluates its potential to adversely impact a market based on free competition, specifically by violating the antitrust rules of the Treaty of Rome (“EEC Treaty”). Part II is devoted to an analysis of the most recent EC regulations in this area, with particular reference to Commission Regulation No. 83/91 of December 5, 1990. Regulation No. 83/91 gives a basic description of the CRS system within the framework of EC legislation. The minimal action undertaken thus far by the EC has been guided by two considerations. First, the area of Computerized Reservation Systems is still legally unstable and is characterized by gray areas and gaps in the rules that should be resolved by future EC legislation. Second, in the absence of a line of judicial precedents within the EC, a theoretical debate appears fruitless in light of the lack of a substantially consolidated position within the EC
