Synthesis about a collaborative project on “Technology Assessment of Autonomous Systems”
The project started in 2009 with the support of DAAD in Germany and CRUP in Portugal under the “Collaborative German-Portuguese University Actions” programme. One central goal is the further development of a theory of technology assessment applied to robotics and autonomous systems in general that reflects in its methodology the changing conditions of knowledge production in modern societies and the emergence of new robotic technologies and of associated disruptive changes. Relevant topics here are handling broadened future horizons and new clusters of science and technology (medicine, engineering, interfaces, industrial automation, micro-devices, security and safety), as well as new governance structures in policy decision making concerning research and development (R&D).Robotic systems, Autonomous systems, Technology assessment, Germany, Portugal
Multi-robot team formation control in the GUARDIANS project
Purpose
The GUARDIANS multi-robot team is to be deployed in a large warehouse in smoke. The team is to assist firefighters search the warehouse in the event or danger of a fire. The large dimensions of the environment together with development of smoke which drastically reduces visibility, represent major challenges for search and rescue operations. The GUARDIANS robots guide and accompany
the firefighters on site whilst indicating possible obstacles and the locations of danger and maintaining communications links.
Design/methodology/approach
In order to fulfill the aforementioned tasks the robots need to exhibit certain behaviours. Among the basic behaviours are capabilities to stay together as a
group, that is, generate a formation and navigate while keeping this formation.
The control model used to generate these behaviours is based on the so-called social potential field framework, which we adapt to the specific tasks required for the GUARDIANS scenario. All tasks can be achieved without central control, and some of the behaviours can be performed without explicit communication between the robots.
Findings
The GUARDIANS environment requires flexible formations of the robot team: the formation has to adapt itself to the circumstances. Thus the application has forced us to redefine the concept of a formation. Using the graph-theoretic terminology, we can say that a formation may be stretched out as a path or be compact as a star or wheel. We have implemented the developed behaviours in simulation environments as well as on real ERA-MOBI robots commonly referred to as Erratics. We discuss advantages and shortcomings of our model, based on the simulations as
well as on the implementation with a team of Erratics.</p

World leaders, CEOs, and academics have suggested that a revolution in artificial intelligence is upon us. Are they right, and what will advances in artificial intelligence mean for international competition and the balance of power? This article evaluates how developments in artificial intelligence (AI) — advanced, narrow applications in particular — are poised to influence military power and international politics. It describes how AI more closely resembles “enabling” technologies such as the combustion engine or electricity than a specific weapon. AI’s still-emerging developments make it harder to assess than many technological changes, especially since many of the organizational decisions about the adoption and uses of new technology that generally shape the impact of that technology are in their infancy. The article then explores the possibility that key drivers of AI development in the private sector could cause the rapid diffusion of military applications of AI, limiting first-mover advantages for innovators. Alternatively, given uncertainty about the technological trajectory of AI, it is also possible that military uses of AI will be harder to develop based on private-sector AI technologies than many expect, generating more potential first-mover advantages for existing powers such as China and the United States, as well as larger consequences for relative power if a country fails to adapt. Finally, the article discusses the extent to which U.S. military rhetoric about the importance of AI matches the reality of U.S. investments.LBJ School of Public Affair

Lethal Autonomous Weapons: Designing War Machines with Values
Lethal Autonomous Weapons (LAWs) have becomes the subject of continuous debate both at national and international levels. Arguments have been proposed both for the development and use of LAWs as well as their prohibition from combat landscapes. Regardless, the development of LAWs continues in numerous nation-states. This paper builds upon previous philosophical arguments for the development and use of LAWs and proposes a design framework that can be used to ethically direct their development. The conclusion is that the philosophical arguments that underpin the adoption of LAWs rather than not, although prima facie insufficient, can be actualized through the proposed Value Sensitive Design (VSD) approach. Hence, what is proposed is a principled design approach that can be used to embed stakeholder values into a design, encourage stakeholder cooperation and coordination and as a result promote social acceptance of LAWs as a preferable future fact of war
