A Decentralised Digital Identity Architecture
Current architectures to validate, certify, and manage identity are based on
centralised, top-down approaches that rely on trusted authorities and
third-party operators. We approach the problem of digital identity starting
from a human rights perspective, with a primary focus on identity systems in
the developed world. We assert that individual persons must be allowed to
manage their personal information in a multitude of different ways in different
contexts and that to do so, each individual must be able to create multiple
unrelated identities. Therefore, we first define a set of fundamental
constraints that digital identity systems must satisfy to preserve and promote
privacy as required for individual autonomy. With these constraints in mind, we
then propose a decentralised, standards-based approach, using a combination of
distributed ledger technology and thoughtful regulation, to facilitate
many-to-many relationships among providers of key services. Our proposal for
digital identity differs from others in its approach to trust in that we do not
seek to bind credentials to each other or to a mutually trusted authority to
achieve strong non-transferability. Because the system does not implicitly
encourage its users to maintain a single aggregated identity that can
potentially be constrained or reconstructed against their interests,
individuals and organisations are free to embrace the system and share in its

Searching for Ground Truth: a stepping stone in automating genre classification
This paper examines genre classification of documents and
its role in enabling the effective automated management of digital documents by digital libraries and other repositories. We have previously presented genre classification as a valuable step toward achieving automated extraction of descriptive metadata for digital material. Here, we present results from experiments using human labellers, conducted to assist in genre characterisation and the prediction of obstacles which need to be overcome by an automated system, and to contribute to the process of creating a solid testbed corpus for extending automated genre classification and testing metadata extraction tools across genres. We also describe the performance of two classifiers based on image and stylistic modeling features in labelling the data resulting from the agreement of three human labellers across fifteen genre classes.
Economic valuation of marine and coastal ecosystems: is it currently fit for purpose?
In this paper, we consider whether the current āstate of the artā of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic ātoolboxā and scientific evidence is up to the task of meeting the demand for more evidence-based policy. Finally, three case studies are used to explore the nature of the valuation task and review what is currently known. These case studies are of salt-marsh restoration, marine renewable energy investments, and deep sea conservation
Regulating Data as Property: A New Construct for Moving Forward
The global community urgently needs precise, clear rules that define ownership of data and express the attendant rights to license, transfer, use, modify, and destroy digital information assets. In response, this article proposes a new approach for regulating data as an entirely new class of property. Recently, European and Asian public officials and industries have called for data ownership principles to be developed, above and beyond current privacy and data protection laws. In addition, official policy guidances and legal proposals have been published that offer to accelerate realization of a property rights structure for digital information. But how can ownership of digital information be achieved? How can those rights be transferred and enforced? Those calls for data ownership emphasize the impact of ownership on the automotive industry and the vast quantities of operational data which smart automobiles and self-driving vehicles will produce. We looked at how, if at all, the issue was being considered in consumer-facing statements addressing the data being collected by their vehicles. To formulate our proposal, we also considered continued advances in scientific research, quantum mechanics, and quantum computing which confirm that information in any digital or electronic medium is, and always has been, physical, tangible matter. Yet, to date, data regulation has sought to adapt legal constructs for āintangibleā intellectual property or to express a series of permissions and constraints tied to specific classifications of data (such as personally identifiable information). We examined legal reforms that were recently approved by the United Nations Commission on International Trade Law to enable transactions involving electronic transferable records, as well as prior reforms adopted in the United States Uniform Commercial Code and Federal law to enable similar transactions involving digital records that were, historically, physical assets (such as promissory notes or chattel paper). Finally, we surveyed prior academic scholarship in the U.S. and Europe to determine if the physical attributes of digital data had been previously considered in the vigorous debates on how to regulate personal information or the extent, if at all, that the solutions developed for transferable records had been considered for larger classes of digital assets. Based on the preceding, we propose that regulation of digital information assets, and clear concepts of ownership, can be built on existing legal constructs that have enabled electronic commercial practices. We propose a property rules construct that clearly defines a right to own digital information arises upon creation (whether by keystroke or machine), and suggest when and how that right attaches to specific data though the exercise of technological controls. This construct will enable faster, better adaptations of new rules for the ever-evolving portfolio of data assets being created around the world. This approach will also create more predictable, scalable, and extensible mechanisms for regulating data and is consistent with, and may improve the exercise and enforcement of, rights regarding personal information. We conclude by highlighting existing technologies and their potential to support this construct and begin an inventory of the steps necessary to further proceed with this process

Curriculum managersā perspectives on managing the curriculum in schools at King Cetshwayo district.
Masters Degree. University of KwaZulu-Natal, Durban.This case study explored curriculum managersā perspectives of managing the curriculum at a school in King Cetshwayo district. The study employed the qualitative case-study style grounded within the interpretivist paradigm. Consistent with qualitative studies, purposive with convenience sampling informed the selection of the seven curriculum managers of schools in King Cetshwayo district around Empangeni. Convenience sampling was also employed in selection of data-generation methods such as document analysis, participant observation, one-on-one semi-structured interviews, and focus-group discussions. The guided analysis was utilised as the appropriate strategy for analysing data. From a theoretical perspective, the Cultural Historical Activity Theory (CHAT) framed the study.
The findings of the study indicated that instructional leadership is a good definition of curriculum managers who are driven per disciplinary perspective in managing CAPS curricula in schools. The study findings also indicated that CAPS is a performance curriculum. Therefore, the study suggests that a specific curriculum content should be taught in full scope in an operational content to ensure that the good performance of learners is a measurement for curriculum management. The study recommends that curriculum managers should possess both theoretical or conceptual and operational contents understanding of the curriculum. Such will inform their curriculum-management experiences to achieve maximum performance

A Real World Identity Management System with Master Secret Revocation
Cybersecurity mechanisms have become increasingly important as online and offline worlds converge. Strong authentication and accountability are key tools for dealing with online attacks, and we would like to realize them through a token-based, centralized identity management system. In this report, we present a privacy-preserving group of protocols comprising a unique per user digital identity card, with which its owner is able to authenticate himself, prove possession of attributes, register himself to multiple online organizations (anonymously or not) and provide proof of membership. Unlike existing credential-based identity management systems, this card is revocable, i.e., its legal owner may invalidate it if physically lost, and still recover its content and registrations into a new credential. This card will protect an honest individual's anonymity when applicable as well as ensure his activity is known only to appropriate users
