    Strategy for the development of digital competence in the national education system of Ukrainian socety

    The article examines the issue of the strategy for the development of digital competence in the national education system of Ukrainian society under the influence of intensive development of ICT and in the context of practical recommendations provided by UNESCO regarding the structure of ICT competence of teachers. It was determined that there is no uniform policy of ICT education transformation in public institutions of Ukraine and there are no ICT standards - competences of participants in the educational process. The conceptual vision of informatization of the national education system of Ukraine is described, in the context of strengthening the role of digital competences and technologies. A comparative analysis of the large-scale informatization of the global education system, which led to the emergence of new methods and forms of education, was carried out. It is emphasized that the national education system of Ukraine is slowly introducing new methods and forms of education, which leads to a decrease in the competitiveness of Ukrainian education in the globalized educational space, and as a result leads to a decrease in the country's competitiveness in socio-economic and scientific and technical progress as a whole

Societies and communities must take part in this new global communication as they have no other choice; although, their way of participation depends on their specific social, cultural, economical and political environment. Nowadays, we have a global commercial communication system which is dominated by a small number of very powerful transnational companies. Until now, the companies from the communication field have sold information and entertainment to the people. Now they prefer to sell consumers (readers, listeners, TV spectators, internet users).     BackgroundThe wave of education information based on the “Internet+” has swept the world, and the traditional teaching mode can no longer meet the new needs of education teaching, so the teaching mode of “MOOC+ flipped classroom” has attracted widespread attention educators.ObjectiveThis study explores the effect of “MOOC+ flipped classroom” on the teaching design and application of basketball courses in colleges and universities from the perspective of education modernization in order to promote the development of students’ core literacy and provide a more theoretical basis and practical support for the in-depth research and promotion of “MOOC+ flipped classroom” teaching mode.MethodsThis study adopts a quasi-experimental design to study the teaching of basketball courses in colleges and universities based on “MOOC +flipped classroom.” The experimental class adopted “MOOC+ flipped classroom” teaching (34 students), and the control group adopted traditional classroom teaching (30 students). Before and after the 16-week intervention, the student’s learning effects were measured by basketball skill level assessment, Cooperation Ability Scale for University Students, Utrecht Work Engagement Scale-student, and Self-regulated Learning Scale, and the data were analyzed by independent sample t-test and repeated-measures ANOVA.Conclusion(1) Compared with the traditional classroom teaching mode, the “MOOC+ flipped Classroom” teaching mode is innovative in terms of teaching philosophy, teaching resources, and teaching methods, which promotes the change of education informatization and further promotes the realization of education modernization. (2) The “MOOC+ flipped classroom”-based teaching design for basketball courses benefits students’ basketball skill level, study engagement, cooperation ability, and self-regulated learning ability, thus effectively promoting the students’ core literacy

    Quality Enhancement of Physical Education in Chinese Universities from the Perspective of the Supply-side Structural Reform

    The overall characteristics of higher education in China have been transformed from extensible development to connotative development, which is consistent with the core content of improving quality and effect in the strategy of supply-side structural reform. In response to the current dilemma of the supply-side output of physical education in Chinese universities, it calls for a balance between the demand and supply for higher physical education. In terms of exploring factors that contribute to a high-quality education system from the perspective of supply-side structural reform, the supplier, the content, the mode, and the conditions of the supply side is supposed to be optimized by improving the teaching abilities of the leading suppliers, optimizing the output of the supply content, facilitating a collaborative supply model, and expanding the online supply field. Accordingly, the coordinated and unified development of the supply and demand of physical education for college students can be promoted, to enhance the quality of physical education in Chinese universities

    The myth of cyberdemocracy in China\u27s information society

    The explosive development of the Internet in China has catalyzed the emergence of the information society. It is a commonly held view that the Internet provides an online public sphere which provides citizens real opportunities for the democratization of public life. This common sense creates a myth of cyberdemocracy. My thesis tests whether this myth can be justified with respect to China\u27s information society. First, the nature of the myth is analyzed. I examine how the Chinese people understand and interpret the myth . Second, I focus on whether the myth of cyberdemocracy can be justified, especially in the context of China\u27s information society. Based on the analysis of China\u27s information society background, I also explore how the myth works to eliminate social contradictions and to obscure the power relations underlying the discourse. I hypothesize that the contradiction between the market-oriented economy and political control impairs the Internet\u27s democratic potential, and power relations in China\u27s information society have not been changed
