    On Facilitating Regional Integration and Economic Development with Collaborative Technologies in the South Pacific

    The current global economic instability and the vulnerability of small island nations are providing the impetus for greater integration between the countries of the South Pacific region. This exercise is critical for their survival in today’s turbulent economic environment. Past efforts of regional integration in the South Pacific have not been very successful. Reasons attributed to this outcome include issues related to damage of sovereignty, and lack of a shared integration infrastructure. Today, the IT resources with collaborative capacities provide the opportunity to develop a shared IT infrastructure to facilitate integration in the South Pacific. In an attempt to develop a model of regional integration with an IT-backed infrastructure, we identify and report on the antecedents of the current stage of regional integration, and the stakeholders’ perceived benefits of an IT resources backed regional integration in the South Pacific. Employing a case study based approach, the study finds that while most stakeholders were positive about the potential of IT-backed regional integration, significant challenges exist that hinder the realisation of this model. The study finds that facilitating IT-backed regional integration requires enabling IT infrastructure, equitable IT development in the region, greater awareness on the potential of the modern IT resources, market liberalisation of the information and telecommunications sector and greater political support for IT initiatives.     Regional integration 2.0 : facilitating regional integration and development with collaborative technologies

    The current global economic instability and the vulnerability of small nations provide the impetus for greater integration between the countries of the South Pacific region. This exercise is critical for their survival. Past efforts of regional integration in the South Pacific have mostly failed. However, today&rsquo;s IT collaborative capabilities provide the opportunity to develop a shared IT infrastructure to facilitate integration in the South Pacific. In developing an IT-backed model of regional integration, this study identifies and reports on the antecedents of the current stage for integration in the Pacific. We conducted interviews with twenty five individuals from various sectors and find that while most respondents were optimistic about the potential of IT-backed regional integration, significant challenges exists. The study identifies and discusses these challenges providing policy implications to stakeholders in the regional integration process. The findings will assist in suggesting a model of regional integration 2.0 for the Pacific region.<br /

    The ACMA’s international engagement - regulating in a globalised communications and media environment

    The ACMA’s overriding purpose is to make communications and media work in the public interest, and its international engagement is central to achieving this. The role of international engagement in both protecting and promoting Australia’s communications and media interests is reflected in the legislation the ACMA administers - particularly for spectrum management, telecommunications and radiocommunications standards-setting, unsolicited communications and cybersecurity, and online content. These areas of the ACMA’s work span jurisdictional boundaries, often making it necessary to engage with international bodies and overseas regulators to develop effective responses to the challenges they raise. The ACMA and its predecessors have been engaging with overseas organisations and in international fora for many years. However, the continued global integration of communications and media markets and services, and the disruptive impacts of digital technologies is driving the need for greater collaboration and cooperation between countries. The ACMA is one of many communications and media regulators around the world looking to maximise the social and economic benefits of digital technologies through developing best-practice responses to these challenges. International engagement is an important way the ACMA advances policies and programs that will help to reduce harms and promote outcomes in the interests of Australian business and the community. For example, the ACMA’s international engagement aims to prevent cybersecurity threats and unsolicited communications at the source country through entering bilateral and multilateral arrangements to support a safer networked environment. And, along with other international regulators, the ACMA is looking to ensure that sufficient spectrum is available to cater for the expected growth in mobile broadband services through regional and global harmonisation to foster innovation and productivity within the Australian communications sector. Through engaging with overseas regulators and other international bodies, the ACMA can learn from their experiences and enhance its own regulatory practice. In so doing, the ACMA ensures its decisions and approaches reflect world’s best practice, and as an organisation it is well positioned to respond to the pressures and demands of the evolving environment in which it operates

    Key issues in trade facilitation : summary of World Bank/European Union workshops in Dhaka and Shanghai in 2004

    Trade facilitation is the ability of countries to deliver goods and services on time at the lowest possible cost. It has emerged as an important issue in unilateral, bilateral, and multilateral trade liberalization. Most countries have embarked on heroic reforms aimed at reducing transaction costs of trade. Thus, among the four new Singapore issues, there was least resistance from World Trade Organization (WTO) member countries to include trade facilitation in the Doha Round discussions. However, all countries are not equally placed in initiating reforms in the complex areas of customs procedures, transport and port logistics, harmonization of standards, and simplification of procedures. Trade facilitation reforms require a large volume of technical assistance for national capacity building. To facilitate what these reforms entail and what can be learned from cross-country experiences, the EU and the World Bank organized two workshops in Dhaka (South Asian countries) and Shanghai (East Asian countries) in 2004. Jointly they succeeded in bringing together renowned experts from multilateral organizations, selected bilateral donor community, the private sector, ex civil servants, and scholars. The participants were largely drawn from the relevant government departments and chambers of commerce and industry. This paper summarizes the main presentations in the workshops. It also indicates the areas that need more focus in future events. The paper should serve as a reference document for national policymakers and for future seminars and workshops on trade facilitation.     Western Australia and the evolving regional order: challenges and opportunities

    Executive Summary: 21st century Asia is a powerhouse in the contemporary global economy. In a short period of time it has closed the development gap between the Region and the rest of the world. All indications suggest that this growth performance will continue into the foreseeable future.Australia’s high levels of economic growth over the last decade are directly related to Asia’s ‘economic miracle,’ with Western Australia playing a lead role in Australia’s regional economic engagement. Indeed, the State has accounted for nearly 50 per cent of Australia’s commodity export trade in recent years, concentrated overwhelmingly in Asia. In this sense Australia, and Western Australia in particular, are becoming increasingly ‘hard wired’ into the Region. This presents many opportunities but also challenges.The First Murdoch Commission was established to identify how these opportunities may be pursued and how the challenges may be addressed. The initial impetus was that future prosperity required well-informed strategies and policy settings to optimise potential benefits and sustainable gains.The broad context of the inquiry was the contemporary rise of Asia. This rise is a story of success, yet it is success accompanied by significant challenges. Deepening regional integration is an essential part of the story, with the effect of distributing risks as well as benefits. The ongoing performance of the Region is thus also a question about addressing major problems including rapid urbanisation, resources security, demographic burdens and environmental pressures.This insight underpinned the deliberations of the Commission and its investigation of how economic engagement and the growing interdependency of Western Australia, Australia and the Region can be pursued to enhance mutual benefit and long-term resilience.A distinct feature of the Commission’s investigations was its regional approach. This included the composition of the Commission’s membership, and a series of meetings and consultations with various stakeholder groups and individuals in major regional centres. This approach was taken precisely because Australia’s core interests are now closely intertwined with Asia’s continuing prosperity and stability.The Commission found that there is a strategic choice to be taken by Australia: whether to remain a mere exporter to the Region or to become a more active participant engaging in the Region. The former choice leaves Australia susceptible to the volatilities of a game that it has little capacity to influence. By contrast, the latter offers Australia far greater potential influence, opportunity and long-term benefit for its economic prosperity and wider future. Efforts in this space should not underestimate the major challenges confronting both the Region and the Australian economy, and how regional cooperation can provide ways to address these challenges.Western Australia provided a fertile case for the Commission to examine regional opportunities and challenges from the standpoint of a sub-national unit. There is potential for Western Australia to develop a more prominent role in the Region, and the Commission identified various possibilities at hand.The Commission concluded that greater regional engagement offered many benefits. This includes opportunities for Australia to contribute to addressing some of the major challenges in the Region, especially in areas such as food security and capacity building. Western Australia in particular has a lot to offer and a lot to gain in this respect
