    VIKOR Technique:A Systematic Review of the State of the Art Literature on Methodologies and Applications

    The main objective of this paper is to present a systematic review of the VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) method in several application areas such as sustainability and renewable energy. This study reviewed a total of 176 papers, published in 2004 to 2015, from 83 high-ranking journals; most of which were related to Operational Research, Management Sciences, decision making, sustainability and renewable energy and were extracted from the “Web of Science and Scopus” databases. Papers were classified into 15 main application areas. Furthermore, papers were categorized based on the nationalities of authors, dates of publications, techniques and methods, type of studies, the names of the journals and studies purposes. The results of this study indicated that more papers on VIKOR technique were published in 2013 than in any other year. In addition, 13 papers were published about sustainability and renewable energy fields. Furthermore, VIKOR and fuzzy VIKOR methods, had the first rank in use. Additionally, the Journal of Expert Systems with Applications was the most significant journal in this study, with 27 publications on the topic. Finally, Taiwan had the first rank from 22 nationalities which used VIKOR technique

    Fuzzy multi-criteria decision making for carbon dioxide geological storage in Turkey

    The problem of choosing the best location for CO2 storage is a crucial and challenging multi-criteria decision problem for some companies. This study compares the performance of three fuzzy-based multi-criteria decision making (MCDM) methods, including Fuzzy TOPSIS, Fuzzy ELECTRE I and Fuzzy VIKOR for solving the carbon dioxide geological storage location selection problem in Turkey. The results show that MCDM approach is a useful tool for decision makers in the selection of potential sites for CO2 geological storage

    Although considerable technical preventive measures have been taken in marine diesel engine and auxiliary systems, it is possible to observe unexpected faults in the course of the operating conditions. These faults can become so severe that they can cause losses which can be irreversible. This study aims to present Fuzzy Analytic Hierarchy Process (AHP) and VIKOR (Vise Kriterijumska Optimizacija I Kompromisno Resenje) methods applied for the expert failure detection of marine diesel engine and auxiliary systems. In this study, the failures of marine diesel engine have been revealed and prioritized. Accordingly, the section of the machine from which the failures primarily arise has been determined. At the same time, the importance of the effective use of time in determining and responding to the failures has been indicated. By means of the evaluation of decision-making groups, the system most severely affected by failures has been decided

    Wrong decisions in manufacturing systems can jeopardize the continuity of production and reduce productivity and efficiency. The ref ore, it is ess ential to mak e the rig ht dec isions in solving the problems encountered in manufacturing environments. In the literature, there are many methods developed to be used in solving decision-making problems. The results of different methods used in solving the same problem are different from each other. Thus, the rankings obtained by the different methods to solve the same decision-making problem in the manufacturing environment are different. Different rankings obtained for the same problem cause inconsistencies and it is not easy to determine which sort of order is better. In this study, the use ofthe technique ofprecise order preference (TPOP) is proposed to solve the decision-making problems in manufacturing systems. Three case studies a re p resented t o illustrate the use o f the TPOP method to solve decision-making problems in manufacturing systems. The c ase studies show that the TPOP method can be used easily to solve decision-making problems in manufacturing systems. Furthermore, the consistencies of the multi-criteria decision-making methods used in this study are analyzed using Spearman's correlation coefficient values. TPOP method has the highest Spearman's correlation value for three case studies

    Fit between humanitarian professionals and project requirements: hybrid group decision procedure to reduce uncertainty in decision-making

    Choosing the right professional that has to meet indeterminate requirements is a critical aspect in humanitarian development and implementation projects. This paper proposes a hybrid evaluation methodology for some non-governmental organizations enabling them to select the most competent expert who can properly and adequately develop and implement humanitarian projects. This methodology accommodates various stakeholders’ perspectives in satisfying the unique requirements of humanitarian projects that are capable of handling a range of uncertain issues from both stakeholders and project requirements. The criteria weights are calculated using a two-step multi-criteria decision-making method: (1) Fuzzy Analytical Hierarchy Process for the evaluation of the decision maker weights coupled with (2) Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to rank the alternatives which provide the ability to take into account both quantitative and qualitative evaluations. Sensitivity analysis have been developed and discussed by means of a real case of expert selection problem for a non-profit organisation. The results show that the approach allows a decrease in the uncertainty associated with decision-making, which proves that the approach provides robust solutions in terms of sensitivity analysis

    Türkiye’deki ticari bankaların web sitesi performansları

    The purpose of this paper is to measure the performances of commercial banks’ websites in Turkey by using “MultiCriteria Decision Making” (MCDM). The use of three MCDM methods (AHP, TOPSIS, VIKOR) consecutively constitutes the originality of this study. Based on the literature and expert opinions, 6 performance criteria (load time, page speed, markup, speed index, visitors, pageviews) and 5 website analysis tools were determined. First, the significance weights of the criteria were calculated with AHP (Analytical Hierarchy Process). Second, the data obtained in the 2-month period were analyzed by TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and VIKOR (Vise Kriterijumska Optimizacija I Kompromisno Resenje) methods. “Page speed” was found to be the most important criterion in performance of banks’ websites. Most successful banks in terms of website efficiency are Garanti BBVA, Isbank and QNB Finansbank according to TOPSIS whereas QNB Finansbank, Garanti BBVA and Halkbank according to VIKOR results. It is observed that banks with high deposits and number of branches and employees do not show the same success in website performance. The results are expected to shed light on managers who want to set policies and strategies for digital banking applications.Bu çalışmanın amacı, “Çok Kriterli Karar Verme” (ÇKKV) yöntemlerini kullanarak, Türkiye’deki ticari bankaların web sitesi performanslarını ölçmektir. Bu kapsamda üç ÇKKV yönteminin (AHP, TOPSIS, VIKOR) bir arada kullanılması, çalışmanın özgünlüğünü oluşturmaktadır. Literatüre ve uzmanların görüşlerine dayanarak, 6 performans kriteri (yükleme süresi, sayfa hızı, biçimlendirme, hız endeksi, ziyaretçiler, sayfa görünümleri) ve 5 web sitesi analiz aracı belirlenmiştir. Çalışmanın ilk aşamasında AHP (Analitik Hiyerarşi Süreci) yöntemi ile kriterlerin önem ağırlıkları hesaplanmıştır. İkinci aşamada, 2 aylık periyotta elde edilen verilerin TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) ve VIKOR (Vise Kriterijumska Optimizacija I Kompromisno Resenje) yöntemleri ile analizi yapılmıştır. Bulgulara göre, “sayfa hızı” değişkeninin, banka web sitelerinin performans değerlendirmesinde en önemli kriter olduğu saptanmıştır. TOPSIS yönteminde Garanti BBVA, İş Bankası ve QNB Finansbank web sitesi performansında en başarılı Türk ticari bankaları olmuştur. VIKOR yöntemine göre ise QNB Finansbank, Garanti BBVA ve Halkbank en başarılı bankalardır. Mevduat hacmi büyük, şube ve çalışan sayısı yüksek olan bankaların, web sitesi performansında aynı başarıyı göstermedikleri gözlemlenmiştir. Elde edilen sonuçların, dijital bankacılık uygulamalarına yönelik politika ve strateji belirlemek isteyen yöneticilere ışık tutması beklenmektedir

    Location selection is one of the most important decisions of the operations manager. One of the effectiveness criteria of the organizations is the correct location. And the appropriate location for the banking sector means better network to the customers and a competitive advantage in the market. The present paper investigates the best location as using the fuzzy AHP and VIKOR analysis in the Kurdistan Region of Iraq. The research revealed that “security in the region” and “willingness to work with the bank” have been the most important criterions in location strategy. These results show contrast with the developed countries
