    Silence, Please!: Interrupting In-Car Phone Conversations

    Holding phone conversations while driving is dangerous not only because it occupies the hands, but also because it requires attention. Where driver and passenger can adapt their conversational behavior to the demands of the situation, and e.g. interrupt themselves when more attention is needed, an interlocutor on the phone cannot adjust as easily. We present a dialogue assistant which acts as \u27bystander\u27 in phone conversations between a driver and an interlocutor, interrupting them and temporarily cutting the line during potentially dangerous situations. The assistant also informs both conversation partners when the line has been cut, as well as when it has been reestablished. We show that this intervention improves drivers\u27 performance in a standard driving task

    Security in northeast Asia: structuring a settlement

    A potential pathway exists for a Northeast Asian settlement where the Koreas, the United States, China, and Japan can each live within the status quo. Sustaining a settlement will require reining in foreign policy hawks reluctant to allow the Democratic People’s Republic of Korea (DPRK) to retain a nuclear arsenal. The United States will also need to engage allies fearful of conflict with North Korea but also disinclined to let a neighboring state enjoy a local nuclear monopoly. The United States should continue outreach to North Korea with the objective of establishing a process that links sanctions relief and security guarantees to a plan for eventual denuclearization. The future China-DPRK relationship must be considered and isolated from the US-China relationship— notably, economic tensions and disputes in the South and East China Seas. It should facilitate Chinese leverage over North Korea and encourage China to reinforce its economic and security ties with North Korea to influence and restrain Pyongyang’s decision making. The Trump administration must earn the support of stakeholders across the policy-making and procedural spectrum and facilitate a domestic political consensus in favor of the emerging settlement. Securing a settlement in Northeast Asia may be a productive way of reducing one of the most troublesome spots in US foreign relations.1Published versio

    Language, Education and the Peace Process in Myanmar

    This article analyses the relationship between the politics of education and language, and armed conflict and ongoing peace process in Myanmar. It discusses the state education system, which since the military coup of 1962 has promoted the idea of the country based on the language and culture of the Bamar (Burman) majority community, and the school systems developed by ethnic armed groups which oppose the military government. Ethnic opposition education regimes have developed mother tongue-based school systems. In some cases, the Mon for example, these broadly follow the government curriculum, while being locally owned and delivered in ethnic languages; in others, such as the Karen, the local education system diverges significantly from the Myanmar government curriculum, making it difficult for students to transition between the two systems. This article explores the consequences of these developments, and how reforms in Myanmar since 2011 — including the peace process, which remains incomplete and contested — have opened the space for educational reform, and the possible “convergence” of state and non-state education regimes. Ethnic nationality communities remain determined to conserve and [End Page 128] reproduce their own languages and cultures, adopting positions in relation to language and education which reflect broader state-society relations in Myanmar, and in particular ethnic politicians’ demands for a federal political settlement to decades of armed conflict. The article concludes that sustainable resolution to Myanmar’s protracted state-society conflict is unlikely to be achieved until elites can negotiate agreement on ethnic language and teaching policies

    Throughout years of uprising and Israeli military actions, siege of West Bank cities and President Arafat's de facto house arrest, it was hard to imagine the situation getting worse for Palestinians. It has. On all fronts -- Palestinian/Palestinian, Palestinian/Israeli and Palestinian/ international -- prevailing dynamics are leading to a dangerous breakdown. Subjected to the cumulative effects of a military occupation in its 40th year and now what is effectively an international sanctions regime, the Hamas-led Palestinian Authority (PA) government cannot pay salaries or deliver basic services. Diplomacy is frozen, with scant prospect of thaw -- and none at all of breakthrough. And Hamas's electoral victory and the reactions it provoked among Fatah loyalists have intensified chaos and brought the nation near civil war.     From "Adjuncts" to "Subjects" parental involvement in a working-class community

    This paper focuses on a project of parental involvement in a state primary school located in a predominantly working-class area in Malta. The authors are two of the project's coordinators. The paper reviews the international literature on parental participation in schools, gives an account of the socio-economic context of the school, and foregrounds, through empirical data culled from transcribed semi-structured interviews, the voices of parents, administrators, school-council members and teachers. The paper argues that, if this project is to develop into a genuine exercise in democratic participation, parents must begin to be conceived of not as 'adjuncts', but 'subjects'. The parents interviewed in this empirical work see themselves as such, and derive confidence from the fact that their claims and recommendations are translating into concrete developments.peer-reviewe

    Human-human multi-threaded spoken dialogs in the presence of driving

    The problem addressed in this research is that engineers looking for interface designs do not have enough data about the interaction between multi-threaded dialogs and manual-visual tasks. Our goal was to investigate this interaction. We proposed to analyze how humans handle multi-threaded dialogs while engaged in a manual-visual task. More specifically, we looked at the interaction between performance on two spoken tasks and driving. The novelty of this dissertation is in its focus on the intersection between a manual-visual task and a multi-threaded speech communication between two humans. We proposed an experiment setup that is suitable for investigating multi-threaded spoken dialogs while subjects are involved in a manual-visual task. In our experiments one participant drove a simulated vehicle while talking with another participant located in a different room. The participants communicated using headphones and microphones. Both participants performed an ongoing task, which was interrupted by an interrupting task. Both tasks, the ongoing task and the interrupting task, were done using speech. We collected corpora of annotated data from our experiments and analyzed the data to verify the suitability of the proposed experiment setup. We found that, as expected, driving and our spoken tasks influenced each other. We also found that the timing of interruption influenced the spoken tasks. Unexpectedly, the data indicate that the ongoing task was more influenced by driving than the interrupting task. On the other hand, the interrupting task influenced driving more than the ongoing task. This suggests that the multiple resource model [1] does not capture the complexity of the interactions between the manual-visual and spoken tasks. We proposed that the perceived urgency or the perceived task difficulty plays a role in how the tasks influence each other

Seattle, Washington, USA; 2014: 7:1-7:7.It is established that driver distraction is the result of sharing cognitive resources between the primary task (driving) and any other secondary task. In the case of holding conversations, a human passenger who is aware of the driving conditions can choose to interrupt his speech in situations potentially requiring more attention from the driver, but in-car information systems typically do not exhibit such sensitivity. We have designed and tested such a system in a driving simulation environment. Unlike other systems, our system delivers infor- mation via speech (calendar entries with scheduled meetings) but is able to react to signals from the environment to interrupt when the driver needs to be fully attentive to the driving task and subsequently resume its delivery. Distraction is measured by a secondary short-term memory task. In both tasks, drivers perform significantly worse when the system does not adapt its speech, while they perform equally well to control conditions (no concurrent task) when the system intelligently interrupts and resumes
