Participation Space Studies: a socio-technical exploration of activist and community groups’ use of online and offline spaces to support their work
Participation Space Studies explore eParticipation in the day-to-day activities of local, citizen-led groups, working to improve their communities. The focus is the relationship between activities and contexts. The concept of a participation space is introduced in order to reify online and offline contexts where people participate in democracy. Participation spaces include websites, blogs, email, social media presences, paper media, and physical spaces. They are understood as sociotechnical systems: assemblages of heterogeneous elements, with relevant histories and trajectories of development and use. This approach enables the parallel study of diverse spaces, on and offline. Participation spaces are investigated within three case studies, centred on interviews and participant observation. Each case concerns a community or activist group, in Scotland. The participation spaces are then modelled using a Socio-Technical Interaction Network (STIN) framework (Kling, McKim and King, 2003). The participation space concept effectively supports the parallel investigation of the diverse social and technical contexts of grassroots democracy and the relationship between the case-study groups and the technologies they use to support their work. Participants’ democratic participation is supported by online technologies, especially email, and they create online communities and networks around their goals. The studies illustrate the mutual shaping relationship between technology and democracy. Participants’ choice of technologies can be understood in spatial terms: boundaries, inhabitants, access, ownership, and cost. Participation spaces and infrastructures are used together and shared with other groups. Non-public online spaces, such as Facebook groups, are vital contexts for eParticipation; further, the majority of participants’ work is non-public, on and offline. It is informational, potentially invisible, work that supports public outputs. The groups involve people and influence events through emotional and symbolic impact, as well as rational argument. Images are powerful vehicles for this and digital images become an increasingly evident and important feature of participation spaces throughout the consecutively conducted case studies. Do social networking groups support online petitions?

Copyright @ Emerald Group Publishing LimitedEPetitioning has been emerging as arguably the most important eParticipation institutional activity. This paper aims to provide some insights into how ePetitions are perceived and supported by social networking sites. The connection between the UK government’s ePetitioning system and social networking groups linking to governmental petitions was investigated. Online data from Facebook were collected and analysed with respect to numbers of supporters compared to official signatures. The results indicate that although the process of signing an official petition is not more complex than joining a Facebook group, the membership of respective Facebook groups can be much higher. In particular, certain topics experienced very high support on Facebook which did not convert to signatures. The paper raises interesting questions about the potential uptake of citizen-government interactions in policy making mechanisms.The online research tool used for data collection in this paper was developed by Steven Sams who acknowledges support by the World Class University (WCU) program through the National Research Foundation of Korea. Online engagement from the grassroots: Reflecting on over a decade of ePetitioning experience in Europe and the UK

Those engagement tools seem to be consistent with the ambition of many networked citizens to influence policy making through ad hoc and mostly single-issue movements. Therefore, certain interesting questions emerge: can authorities organise their engagement activities to respond and act upon this call? Can citizens in-deed influence policy making in a few clicks? This chapter draws together material from different uses of ePetitioning tools in Europe, mainly focusing on the integrated UK experience at national and local level. The analysis suggests that those initiatives can provide valuable feedback to authorities and be effectively complemented by other forms of deeper engagement. Yet, political organisations should pay close attention on how the public views such exercises and be prepared to support partici-pants in different ways and on a regular basis
Making Sense of Gov 2.0 Strategies: "No Citizens, No Party"
One of the main factors contributing to the limited impact of eParticipation projects is the presence of a high level of social complexity that has been identified by Macintosh as one of the five challenges in the implementation of eParticipation practices. How to make sense of social complexity is still an open issue as well as the way governments can take benefit from the wealth of information that is already available on their constituencies' collective behaviour. In this paper, we contend that the presence of a considerable variance in terms of political interests, educational level and technological skills makes it very difficult to design workable and effective systems to support participation. A modular strategy is then recommended requiring policy designers to make a step towards citizens rather than expecting the citizenry to move their content production activity onto the "official" spaces created for ad hoc participation
Making eParticipation policy - a European analysis: social and political trends in eParticipation: the public policy and the civil society perspectives
The creative and disruptive characteristics of digital networks have profound consequences for the production of citizenship, which has always been technologically constructed, but now derives its significance from a tension between elite intentions and network flows. Our aim in this paper is to explore this tension empirically by interrogating the process of policy-making with regard to eParticipation in six European countries
Creating personas for political and social consciousness in HCI design
Personas have become an important tool for Human-Computer Interaction professionals. However, they are not immune to limitations and critique, including stereotyping. We suggest that while some of the criticisms to personas are important, the use of personas is open to them in part because of an unquestioned focus on explicating user needs and goals in traditional persona research and creation. This focus, while helping designers, obscures some other potentially relevant aspects. In particular, when the goal of the product or software being designed is associated with social and political goals rather than with bringing a product to the market, it may be relevant to focus personas on political aspirations, social values and the will or capacity of personas to take action. We argue that it is possible when producing personas (and associated scenarios) to partially move away from representing needs and embrace personas which more explicitly represent political or social beliefs and values. We also suggest that a phenomenographic approach to user data analysis is one way to achieve this. We provide empirical evidence for our position from two large-scale European projects, the first one in the area of Social Innovation and the second in the area of eParticipation
‘Probing with the prototype’:using a prototype e-participation platform as a digital cultural probe to investigate youth engagement with the environment
This study describes how we used a prototype e-participation plat-form as a digital cultural probe to investigate youth motivation and engagement strategies. This is a novel way of considering digital cultural probes which can contribute to the better creation of e-participation platforms. This probe has been conducted as part of the research project STEP which aims at creating an e-participation platform to engage young European Citizens in environmental decision making. Our probe technique has given an insight into the environ-mental issues concerning young people across Europe as well as possible strat-egies for encouraging participation. How the e-participation platform can be utilised to support youth engagement through opportunities for social interac-tion and leadership is discussed. This study leads to a better understanding of how young people can co-operate with each other to provide collective intelli-gence and how this knowledge could contribute to effective e-participation of young people
