    Operational performance of low-cost carriers and international airlines: New evidence using a bootstrap truncated regression

    Between 2001 and 2005, the US airline industry faced financial turmoil. At the same time, the European airline industry entered a period of substantive deregulation. This period witnessed opportunities for low-cost carriers to become more competitive in the market as a result of these combined events. To help assess airline performance in the aftermath of these events, this paper provides new evidence of technical efficiency for 42 national and international airlines in 2006 using the data envelopment analysis (DEA) bootstrap approach first proposed by Simar and Wilson (J Econ, 136:31-64, 2007). In the first stage, technical efficiency scores are estimated using a bootstrap DEA model. In the second stage, a truncated regression is employed to quantify the economic drivers underlying measured technical efficiency.     Efficiency of Research Performance of Australian Universities: A Reappraisal using a Bootstrap Truncated Regression Approach

    The motivation of the study stems from the results reported in the Excellence in Research for Australia (ERA) 2010 report. The report showed that only 12 universities performed research at or above international standards, of which, the Group of Eight (G8) universities filled the top eight spots. While performance of universities was based on number of research outputs, total amount of research income and other quantitative indicators, the measure of efficiency or productivity was not considered. The objectives of paper are twofold. First, to provide a review of the research performance of 37 Australian universities using the data envelopment analysis (DEA) bootstrap approach of Simar and Wilson (J Econ, 136:31–64, 2007).     The Inclusion of Stocks in Multi-species Fisheries: The Case of Danish Seiners

    Efficiency analysis in fisheries has become an area of increased research. However, setting up models to perform such analyses is complicated and several important modeling issues, including choice of inputs and outputs, level of aggregation and inclusion of stock indices, have only briefly been addressed in the literature. The latter issue is addressed in this paper, using data on Danish seiners and Data Envelopment Analysis (DEA) to estimate efficiency. Production in fisheries is obviously dependent on the fish stocks, and comparing vessel efficiency, therefore, needs to account for stock developments. Three methods to include fish stocks are analyzed.     Efficiency Measurement in the Local Public Sector: Econometric and Mathematical Programming Frontier Techniques

    Local government in advanced economies is undergoing a period of rapid reform aimed at enhancing its efficiency and effectiveness. Accordingly, the definition, measurement and improvement of organisational performance is crucial. Despite the importance of efficiency measurement in local government it is only relatively recently that econometric and mathematical frontier techniques have been applied to local public services. This paper attempts to provide a synoptic survey of the comparatively few empirical analyses of efficiency measurement in local government. We examine both the measurement of inefficiency in local public services and the determinants of local public sector efficiency. The implications of efficiency measurement for practitioners in local government are examined by way of conclusion.

    Are Hospital Pharmacies More Efficient if They Employ Nurses?

    This paper assesses the efficiency of utilizing nurses in Washington State hospital pharmacies. We take the perspective of a pharmacy department manager and model an input oriented hospital pharmacy production process. Data envelopment analysis (DEA) is used to examine both scale efficiency and technical efficiency, and differences across hospital pharmacies that use and do not use nurse staffing are analyzed using cross-tabulations and nonparametric hypothesis tests. The results indicate that the use of nurse staffing does not significantly impact either scale or technical efficiency. Thus, permitting nurses to play a greater role in hospital pharmacies does not adversely affect efficiency. This paper has important policy implications for hospital administrators and pharmacists.

    The state of service management practice and the developments in IT-efficiency research prompt the call for managerial relevance, normative theory building and the conceptualization and measurement of the impact of Information Technology (IT) on service efficiency. Drawing on theoretical insights from economic and behavioral literature, this article deduces a work system centered model of the service outlet and proposes a measurement methodology (ITIMPACT) geared towards the development of a business intelligence tool. The measurement follows a two-step methodology that first assesses compared-to-best efficiency, using Data Envelopment Analysis (DEA), and subsequently explains efficiency differences using a regression framework. An inter-disciplinary approach bases the first step on econometric logic, while the second takes its foundation in behavioral sciences, and information system research.Service industry;

    Using Data Envelopment Analysis (DEA), we provide a framework to analyze the potential gains from quota trading. We compare the industry profit and structure before and after a free trade reallocation of production quotas.     Assessing and Explaining the Relative Efficiency of Local Government: Evidence for Portuguese Municipalities

    In this paper we measure the relative efficiency of Portuguese local municipalities in a non-parametric framework approach using Data Envelopment Analysis. As an output measure we compute a composite local government output indicator of municipal performance. This allows assessing the extent of municipal spending that seems to be “wasted” relative to the “best-practice” frontier. Our results suggest that most municipalities could achieve, on average, the same level of output using fewer resources, improving performance without necessarily increasing municipal spending.     Cross-country Efficiency of Secondary Education Provision: a Semi-parametric Analysis with Nondiscretionary Inputs

    We address the efficiency of expenditure in education provision by comparing the output (PISA results) from the educational system of 25, mostly OECD, countries with resources employed (teachers per student, time spent at school). We estimate a semi-parametric model of the education production process using a two-stage procedure. By regressing data envelopment analysis output scores on nondiscretionary variables, both using Tobit and a single and double bootstrap procedure, we show that inefficiency is strongly related to GDP per head and adult educational attainment.education; technical efficiency; DEA; bootstrap; semi-parametric
