    Next Generation Satellite Systems for Aeronautical Communications

    The US airspace is reaching its capacity with the current Air Traffic Control system and a number of flights that is constantly rising, and estimated to be over 54 million per year by 2002. The FAA has undertaken several projects to modernize the National Airspace System (NAS) to ensure the safety of the increasing number of flights. Of special importance is the modernization of the Air-Ground (A/G) Communications infrastructure, which is the heart of the air traffic control (ATC). The current plan in the modernization of the A/G communications is to migrate from analog voice only system to integrated digital voice and data system. The next generation satellite systems can be an alternative to the terrestrial A/G systems by their low propagation and transmission delays, global coverage, high capacity, and free flight suitable characteristics. In this paper, we give an overview of the current and the future ATC architectures, describe the systems and the communications issues in these systems, and develop a framework in which LEO/MEO next generation satellite systems can be integrated to the future ATC systems

    Advancing the Standards for Unmanned Air System Communications, Navigation and Surveillance

    Under NASA program NNA16BD84C, new architectures were identified and developed for supporting reliable and secure Communications, Navigation and Surveillance (CNS) needs for Unmanned Air Systems (UAS) operating in both controlled and uncontrolled airspace. An analysis of architectures for the two categories of airspace and an implementation technology readiness analysis were performed. These studies produced NASA reports that have been made available in the public domain and have been briefed in previous conferences. We now consider how the products of the study are influencing emerging directions in the aviation standards communities. The International Civil Aviation Organization (ICAO) Communications Panel (CP), Working Group I (WG-I) is currently developing a communications network architecture known as the Aeronautical Telecommunications Network with Internet Protocol Services (ATN/IPS). The target use case for this service is secure and reliable Air Traffic Management (ATM) for manned aircraft operating in controlled airspace. However, the work is more and more also considering the emerging class of airspace users known as Remotely Piloted Aircraft Systems (RPAS), which refers to certain UAS classes. In addition, two Special Committees (SCs) in the Radio Technical Commission for Aeronautics (RTCA) are developing Minimum Aviation System Performance Standards (MASPS) and Minimum Operational Performance Standards (MOPS) for UAS. RTCA SC-223 is investigating an Internet Protocol Suite (IPS) and AeroMACS aviation data link for interoperable (INTEROP) UAS communications. Meanwhile, RTCA SC-228 is working to develop Detect And Avoid (DAA) equipment and a Command and Control (C2) Data Link MOPS establishing LBand and C-Band solutions. These RTCA Special Committees along with ICAO CP WG/I are therefore overlapping in terms of the Communication, Navigation and Surveillance (CNS) alternatives they are seeking to provide for an integrated manned- and unmanned air traffic management service as well as remote pilot command and control. This paper presents UAS CNS architecture concepts developed under the NASA program that apply to all three of the aforementioned committees. It discusses the similarities and differences in the problem spaces under consideration in each committee, and considers the application of a common set of CNS alternatives that can be widely applied. As the works of these committees progress, it is clear that the overlap will need to be addressed to ensure a consistent and safe framework for worldwide aviation. In this study, we discuss similarities and differences in the various operational models and show how the CNS architectures developed under the NASA program apply

    Satellite system performance assessment for in-flight entertainment and air traffic control

    Concurrent satellite systems have been proposed for IFE (In-Flight Entertainment) communications, thus demonstrating the capability of satellites to provide multimedia access to users in aircraft cabin. At the same time, an increasing interest in the use of satellite communications for ATC (Air Traffic Control) has been motivated by the increasing load of traditional radio links mainly in the VHF band, and uses the extended capacities the satellite may provide. However, the development of a dedicated satellite system for ATS (Air Traffic Services) and AOC (Airline Operational Communications) seems to be a long-term perspective. The objective of the presented system design is to provide both passenger application traffic access (Internet, GSM) and a high-reliability channel for aeronautical applications using the same satellite links. Due to the constraints in capacity and radio bandwidth allocation, very high frequencies (above 20 GHz) are considered here. The corresponding design implications for the air interface are taken into account and access performances are derived using a dedicated simulation model. Some preliminary results are shown in this paper to demonstrate the technical feasibility of such system design with increased capacity. More details and the open issues will be studied in the future of this research work

    Telest Mobile Inc. (TMI) and the American Mobile Satellite Corporation (AMSC) are authorized to provide mobile satellite services (MSS) in Canada and the United States respectively. They are developing compatible systems and are undertaking joint specification and procurement of spacecraft and ground segment with the aim of operational systems by late 1993. Early entry (phase 1) mobile data services are offered in 1990 using space segment capacity leased from Inmarsat. Here, an overview is given of these domestic MSS with an emphasis on the TMI component of the MSAT systen

    Very shortly aeronautical satellite communications will be introduced on a world wide basis. By the end of the year, voice communications (both to the cabin and cockpit) and packet data communications will be available to both airlines and executive aircraft. During the decade following the introduction of the system, there will be many enhancements and developments which will increase the range of applications, expand the potential number of users, and reduce costs. A number of ways in which the system is expected to evolve over this period are presented. Among the issues which are covered are the impact of spot beam satellites, spectrum and power conservation techniques, and the expanding range of user services

    The various activities and findings of a NASA/FAA/COMSAT/INMARSAT collaborative aeronautical mobile satellite experiment are detailed. The primary objective of the experiment was to demonstrate and evaluate an advanced digital mobile satellite terminal developed at the Jet Propulsion Laboratory under the NASA Mobile Satellite Program. The experiment was a significant milestone for NASA/JPL, since it was the first test of the mobile terminal in a true mobile satellite environment. The results were also of interest to the general mobile satellite community because of the advanced nature of the technologies employed in the terminal
