    Performance Measures to Assess Resiliency and Efficiency of Transit Systems

    Transit agencies are interested in assessing the short-, mid-, and long-term performance of infrastructure with the objective of enhancing resiliency and efficiency. This report addresses three distinct aspects of New Jersey’s Transit System: 1) resiliency of bridge infrastructure, 2) resiliency of public transit systems, and 3) efficiency of transit systems with an emphasis on paratransit service. This project proposed a conceptual framework to assess the performance and resiliency for bridge structures in a transit network before and after disasters utilizing structural health monitoring (SHM), finite element (FE) modeling and remote sensing using Interferometric Synthetic Aperture Radar (InSAR). The public transit systems in NY/NJ were analyzed based on their vulnerability, resiliency, and efficiency in recovery following a major natural disaster

    The “Program on the Analysis of Education Systems“ (PASEC) was launched in 1991 at the conference of francophone education ministers (CONFEMEN) in Djibouti and carried out its first country evaluation one year later in the same country. Since then, 13 individual country evaluations have been carried out in francophone sub-Saharan Africa, including panel studies following primary students from 2nd to 6th grade within a given country. The primary objective of PASEC evaluations is not the comparison of student achievement across countries, but the analysis of key factors relevant to foster educational quality. Created at the initiative of education ministers with the clear objective to inform educational decision making, the translation of PASEC results into actual education policy has yet not been automatic. This paper will discuss specific procedures and measures adopted in order to ensure that PASEC results are actually taken into account by policy makers and other target groups within the education sector.     Strengthening Organizations to Mobilize Californians: Lessons Learned from a Major Initiative to Build the Capacity of Civic Engagement Nonprofits

    From 2008 to 2010, twenty-seven community organizing nonprofits in California took part in an unusual and ambitious statewide initiative, Strengthening Organizations to Mobilize Californians (the "Initiative"). Funded by three leading foundations -- The James Irvine Foundation, The William and Flora Hewlett Foundation and David and Lucile Packard Foundation -- the Initiative sought to help nonprofits strengthen their organizations by focusing on such key areas as leadership, decision-making, communication and fundraising.The premise was that stronger organizations could better meet the needs of communities and give their residents more of a voice in civic life. Thus, through the Initiative each foundation sought to support its broader purpose, from improving educational opportunities and access to health care to increasing civic engagement and reforming California's governance system to better reflect the state's diversity.The Initiative specifically explored how different approaches to working with organizations supported change. How did peer exchanges compare with trainings that relied more on expert input? Would convenings enable the kind of networking that organizations need to develop and build momentum for their ideas? How much additional benefit would nonprofits derive from additional coaching time? Findings from the Initiative hold implications for other philanthropic staff members who seek to design, implement and improve capacity building.The insights and lessons presented in this report were distilled through an assessment process that included:A review of data gathered through Event Feedback Forms completed by participants at each activity and event over the course of the InitiativeA post-Initiative survey administered online to all participating organizations, with a response rate of 39 individuals representing 24 out of 27 organizations (89%)Two focus groups attended by 10 executive directors and senior staff from participating organizationsReflective conversations with the foundation partner

    Is there a regulatory trade-off between stability and performance? Evidence from italian banks.

    Disentangling the direct causal effect that sanctions exert on bank performance from the indirect through default risk, we show that a trade-off exists for regulators between banks’ performance and stability in Italy. Two key findings provide evidence for the nontriviality of the return-risk nexus: (i) banks’ liquidations are concentrated at the lower-end of the profitability distribution, resulting in (attrition) biased estimates; (ii) the drop-out is informative since it depends on the unobserved measurements of profitability. Despite this evidence, while returns are affected by sanctions and regulatory requirements, default risk is not. However, looking at growth of gross loans, enforcement actions reduce default risk though at a cost of a significant fall in lending, creating a regulatory tradeoff. In fact, through loans’ growth, we account for the key dynamics of intermediaries’ soundness, namely higher profits and less non-performing loans
