    A grassroots sustainable energy niche? Reflections on community energy case studies

    System changing innovations for sustainability transitions are proposed to emerge in radical innovative niches. ‘Strategic Niche Management’ theory predicts that niche level actors and networks will aggregate learning from local projects, distilling and disseminating best practice. This should lower the bar for new projects to form and establish, thereby encouraging the innovation to diffuse through replication. Within this literature, grassroots innovations emerging from civil society are an under researched site of sociotechnical innovation for sustainable energy transitions. We consider the emerging community energy sector in the UK, in order to empirically test this model. Community energy is a diverse grassroots led sector including both demand and supply side initiatives for sustainable energy such as community owned renewable energy generation, village hall refurbishments, behaviour change initiatives and energy efficiency projects. Our analysis draws on in depth qualitative case study research with twelve local projects, and a study of how intermediary organisations aim to support local projects and encourage replication. This rich data allows us to examine the extent and nature of interactions between projects and intermediary actors in order to evaluate the utility of niche theories in the civil society context. In particular, we investigate which types of knowledge, support and resources were needed by our case study projects to become established and thrive, and compare and contrast this with those offered by the emerging community energy niche. Our findings indicate that while networking and intermediary organisations can effectively collate and spread some types of learning and information necessary for replication, this is not sufficient: tacit knowledge, trust and confidence are essential to these projects’ success, but are more difficult to abstract and translate to new settings. We draw out the implications of our findings for niche theory, for community energy and other grassroots practitioners aiming to build robust influential niches, and for policymakers eager to harness civil society’s innovative potential for sustainability

    The Role of NGOs in Human Security

    Human security is fundamentally concerned with helping people to deal with unforeseeable threats and sudden downturns, whether international financial crises, environmental disasters or incapacitating illnesses. In this paper I argue that NGOs, as one of the most visible sets of actors in the related fields of human development and human rights, can play a significant role in helping to achieve human security. NGOs are especially well suited to action for human security because of their size and reach, closeness to local populations, willingness to confront the status quo, and ability to address transnational threats through coalition-building. While NGOs face many obstacles in reorienting their activities explicitly towards human security, including the cyclical nature of the aid monies on which many of them depend and the high costs of networking, I argue that the human security framework will nonetheless attract many NGOs to its approach.This publication is Hauser Center Working Paper No. 12.     The Potential of an Enhanced Cooperation Measure in the EAFRD (2014-2020): the case of Ireland

    This report was funded by the Department of Agriculture, Food and the Marine (DAFM) through the National Rural Network (February-May, 2012).The current Proposal for a Regulation of the European Parliament and of the Council on support for Rural Development by the European Agricultural Fund for Rural Development (EAFRD) includes Article (36) Cooperation that is potentially instrumental for realising the objectives of FOOD HARVEST 20204. The purpose of this report is to assess the scope and potential of Article 36 in the context of Irish agriculture and its findings have four key aspects. First, the main areas of confluence between Article 36 and primary policy objectives as set out in Food Harvest 2020 are identified. Second, a range of cooperation categories and types relevant to Article 36, many of which are operational in Ireland, are profiled. Third, drawing from case-studies of these co-operation types5, the operational characteristics of each type are presented, focusing on compatibility with Article 36. Possible supports that would encourage and assist the formation and operation of the cooperation types on a broad scale into the future, and also any possible constraints that would prevent success, are indicated.     Sustainable Participation? Mapping out and reflecting on the field of public dialogue on science and technology

    The field of public participation in issues relating to science, technology and the environment is booming. To date much effort has gone into developing new participatory approaches and their evaluation, while most of what we know comes from individual case studies of engagement. This report builds on one of the first ever studies of public participation experts, their networks, roles and relations, to present a broader analysis of the UK public dialogue field as a whole. It draws on a recent project that involved 21 of the UK’s leading thinkers, practitioners, and policy makers in this area reflecting on the following critical questions. • What is the nature of participatory governance networks and the roles and relations of different actors within them? • Who counts as an expert on public participation and how are these meanings changing over time? • What are the implications of increasing institutionalisation, commercialisation and professionalisation of public dialogue? • To what extent are UK science and policy institutions learning about and learning from public dialogue? Taken together, these insights indicate that the field of public dialogue on science and technology has reached a critical moment and highlight a series of challenges and recommendations for its future sustainability

    Understanding the System Context of Alternative Food Supply Chains

    This paper focuses upon the case of alternative food supply chains (AFSCs) as a "laboratory" for the implementation of sustainability concepts on a larger scale. To realize this type of upscaling, two important conditions should be fulfilled: the initiatives have to combine a performing internal organisation with the ability to understand and interact with the larger food system. To explore these concepts, the theory of hybrid organisations and the system innovation policy approach are discussed.
