    Reducing ATFM delays through strategic flight planning

    This paper presents an integer programming model for strategic redistribution of flights so as to respect nominal sector capacities, in short computation times for large-scale instances. The main contribution lies in the combination of tackling large-scale strategic flight planning using hard capacity constraints, while considering the whole network (i.e., both airports and sectors). Real historic data for network and traffic description are used for our test instance. Strategic and tactical impact assessments show that early flight planning can lead to the reduction of delays and their costs, showing potential for actual implementation

    ABSTRAKSI: Kata Kunci : ABSTRACT: Long Term Evolution (LTE) Technology is a technology that bridge to fourth generation (4G) or it call pre-4G (3,9G) which is a development of previous technologies, namely UMTS (3G) and HSPA (4G). Long Term Evolution (LTE) is a technology under 3GPP standard. Reason of the Long Term Evolution (LTE) is a requirement of human needs in communication with hidh sped data access. Base on 3GPP standart LTE can provide 100 Mbps in downlink with OFDMA multiple access and 50 Mbps in uplink with SC-FDMA multiple access. LTE also can support scalable bandwith from 1,25 up to 20 MHz. In final project will discuss about LTE network planning case study in Bandung city. Final project will be focused in access network, one of part that responsibility to connect UE (User Equitment) and eNodeB.The stages that used in this plan is area planning estimation, bandwidth and frequency estimation that use, number of user estimation, the capacity that given by LTE system, calculation link budget, calculation of radius of the site in according to eNodeB capability, and the placement of an e Node B on existing networks and simulated signal quality at each coverage. After that make transmission link between nodes. Thus obtained a cellular network of Long Term Evolution (LTE) is reliable with optimum capacity and be able to providing various types of services.Getted maximum capacity in LTE at 20 MHz bandwidth, there is 100,2 Mbps. And to implementation LTE network in Bandung city needs 51 eNodeB with each cell radius 1,13 km. and link transmission between nodes use mesh topology in node that possible occur handover.     Extracting Maritime Traffic Networks from AIS Data Using Evolutionary Algorithm

    The presented method reconstructs a network (a graph) from AIS data, which reflects vessel traffic and can be used for route planning. The approach consists of three main steps: maneuvering points detection, waypoints discovery, and edge construction. The maneuvering points detection uses the CUSUM method and reduces the amount of data for further processing. The genetic algorithm with spatial partitioning is used for waypoints discovery. Finally, edges connecting these waypoints form the final maritime traffic network. The approach aims at advancing the practice of maritime voyage planning, which is typically done manually by a ship’s navigation officer. The authors demonstrate the results of the implementation using Apache Spark, a popular distributed and parallel computing framework. The method is evaluated by comparing the results with an on-line voyage planning application. The evaluation shows that the approach has the capacity to generate a graph which resembles the real-world maritime traffic network

The assessment and planning processes will provide the foundation for implementation of evidence-based practices, including medication assisted treatment (MAT) of opioid use disorders (OUD).     A hyper-heuristic for adaptive scheduling in computational grids

    In this paper we present the design and implementation of an hyper-heuristic for efficiently scheduling independent jobs in computational grids. An efficient scheduling of jobs to grid resources depends on many parameters, among others, the characteristics of the resources and jobs (such as computing capacity, consistency of computing, workload, etc.). Moreover, these characteristics change over time due to the dynamic nature of grid environment, therefore the planning of jobs to resources should be adaptively done. Existing ad hoc scheduling methods (batch and immediate mode) have shown their efficacy for certain types of resource and job characteristics. However, as stand alone methods, they are not able to produce the best planning of jobs to resources for different types of Grid resources and job characteristics. In this work we have designed and implemented a hyper-heuristic that uses a set of ad hoc (immediate and batch mode) scheduling methods to provide the scheduling of jobs to Grid resources according to the Grid and job characteristics. The hyper-heuristic is a high level algorithm, which examines the state and characteristics of the Grid system (jobs and resources), and selects and applies the ad hoc method that yields the best planning of jobs. The resulting hyper-heuristic based scheduler can be thus used to develop network-aware applications that need efficient planning of jobs to resources. The hyper-heuristic has been tested and evaluated in a dynamic setting through a prototype of a Grid simulator. The experimental evaluation showed the usefulness of the hyper-heuristic for planning of jobs to resources as compared to planning without knowledge of the resource and job characteristics.Peer ReviewedPostprint (author's final draft

    A GPU-Based Parallel-Agent Optimization Approach for the Service Coverage Problem in UMTS Networks

    In the context of coverage planning and control, the power of the common pilot channel signal determines the coverage area of a network cell. It also impacts the network capacity and thus the quality of service. We consider the problem of minimizing the total amount of pilot power subject to a full coverage constraint. Our optimization approach, based on parallel autonomous agents, gives very good solutions within an acceptable amount of time. The parallel implementation takes full advantage of GPU hardware in order to achieve impressive speed-up. We report the results of our experiments for three UMTS networks of different sizes based on a real network currently deployed in Slovenia

    Developing social capital in implementing a complex intervention: a process evaluation of the early implementation of a suicide prevention intervention in four European countries

    <p>Background: Variation in the implementation of complex multilevel interventions can impact on their delivery and outcomes. Few suicide prevention interventions, especially multilevel interventions, have included evaluation of both the process of implementation as well as outcomes. Such evaluation is essential for the replication of interventions, for interpreting and understanding outcomes, and for improving implementation science. This paper reports on a process evaluation of the early implementation stage of an optimised suicide prevention programme (OSPI-Europe) implemented in four European countries.</p> <p>Methods: The process analysis was conducted within the framework of a realist evaluation methodology, and involved case studies of the process of implementation in four European countries. Datasets include: repeated questionnaires to track progress of implementation including delivery of individual activities and their intensity; serial interviews and focus groups with stakeholder groups; and detailed observations at OSPI implementation team meetings.</p> <p>Results: Analysis of local contexts in each of the four countries revealed that the advisory group was a key mechanism that had a substantial impact on the ease of implementation of OSPI interventions, particularly on their ability to recruit to training interventions. However, simply recruiting representatives of key organisations into an advisory group is not sufficient to achieve impact on the delivery of interventions. In order to maximise the potential of high level ‘gatekeepers’, it is necessary to first transform them into OSPI stakeholders. Motivations for OSPI participation as a stakeholder included: personal affinity with the shared goals and target groups within OSPI; the complementary and participatory nature of OSPI that adds value to pre-existing suicide prevention initiatives; and reciprocal reward for participants through access to the extended network capacity that organisations could accrue for themselves and their organisations from participation in OSPI.</p> <p>Conclusions: Exploring the role of advisory groups and the meaning of participation for these participants revealed some key areas for best practice in implementation: careful planning of the composition of the advisory group to access target groups; the importance of establishing common goals; the importance of acknowledging and complementing existing experience and activity; and facilitating an equivalence of benefit from network participation.</p&gt

    ABSTRAKSI: Adanya kemajuan teknologi dan tuntutan efisiensi dalam penyediaan layanan telekomunikasi, mendorong terjadinya konvergensi menuju aplikasi berbasis paket IP. Penerapan teknologi softswitch merupakan intermediasi antara jaringan TDM dan jaringan IP. Jaringan Softswitch menawarkan skalabilitas layanan yang lebih besar, kesederhanaan struktur jaringan, fleksibilitas pengembangan, efisiensi pemakaian bandwidth. biaya investasi dan operasional yang lebih rendah dibandingkan jaringan TDM.Perencanaan migrasi dari jaringan TDM menuju jaringan softswitch class 4 harus dilakukan dengan memperhatikan perencanaan kapasitas dan perkiraan jumlah beban yang harus dilayani. Untuk itu perencanaan kapasitas jaringan diawali dengan pengukuran dan peramalan trafik, perhitungan jumlah panggilan dan beban trafik, perencanaan konfigurasi dan kapasitas jaringan yang dapat memenuhi kebutuhan. Dengan referensi rincian biaya investasi dan operasional, maka dapat dihitung perkiraan keseluruhan biaya implementasi jaringan sampai tahun 2012. Untuk mendapatkan konfigurasi jaringan yang optimal, diperlukan beberapa alternatif konfigurasi dengan memperhatikan aspek kondisi eksisting, rencana dan kebijakan dari Penyedia layanan.Kata Kunci : Softswitch, kapasitas, perencanaan. biaya.ABSTRACT: Impact of technology advancement and efficiency demands on providing of telecommunication services, it conduct the convergence to the applications based on IP packet data. Softswitch technology implementation is mediator between TDM network and IP network. Softswitch network promises bigger scalability on services, simplifying on network structure, flexibility of development, efficiency of bandwidth usage, lower cost on investment and operational than TDM network.Migration planning from TDM network to softswitch network must observe capacity planning and load forecasting of services. Therefore network capacity planning must be innitiated with measuring and forecasting of traffic, calculating call attempts dan traffic load, configuration and capacity planning of the network designed. Estimatng of totally implementation cost of the network until 2012 can be reached by detail references of investment dan operational cost.     Strengthening Integrated Primary Health Care in Sofala, Mozambique

    Background: Large increases in health sector investment and policies favoring upgrading and expanding the public sector health network have prioritized maternal and child health in Mozambique and, over the past decade, Mozambique has achieved substantial improvements in maternal and child health indicators. Over this same period, the government of Mozambique has continued to decentralize the management of public sector resources to the district level, including in the health sector, with the aim of bringing decision-making and resources closer to service beneficiaries. Weak district level management capacity has hindered the decentralization process, and building this capacity is an important link to ensure that resources translate to improved service delivery and further improvements in population health. A consortium of the Ministry of Health, Health Alliance International, Eduardo Mondlane University, and the University of Washington are implementing a health systems strengthening model in Sofala Province, central Mozambique.Description of implementation: The Mozambique Population Health Implementation and Training (PHIT) Partnership focuses on improving the quality of routine data and its use through appropriate tools to facilitate decision making by health system managers; strengthening management and planning capacity and funding district health plans; and building capacity for operations research to guide system-strengthening efforts. This seven-year effort covers all 13 districts and 146 health facilities in Sofala Province.Evaluation design: A quasi-experimental controlled time-series design will be used to assess the overall impact of the partnership strategy on under-5 mortality by examining changes in mortality pre- and post-implementation in Sofala Province compared with neighboring Manica Province. The evaluation will compare a broad range of input, process, output, and outcome variables to strengthen the plausibility that the partnership strategy led to healthsystem improvements and subsequent population health impact.Discussion: The Mozambique PHIT Partnership expects to provide evidence on the effect of efforts to improvedata quality coupled with the introduction of tools, training, and supervision to improve evidence-based decision making. This contribution to the knowledge base on what works to enhance health systems is highly replicable for rapid scale-up to other provinces in Mozambique, as well as other sub-Saharan African countries with limitedresources and a commitment to comprehensive primary health care
