    What Ukraine Taught NATO about Hybrid Warfare

    Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This study examines how hybrid warfare is being used by NATO’s adversaries, what vulnerabilities in energy security exist across the Alliance, and what mitigation strategies are available to the member states. Cyberattacks targeting the renewable energy landscape during Europe’s green transition are increasing, making it urgent that new tools are developed to protect these emerging technologies. No less significant are the cyber and information operations targeting energy security in Eastern Europe as it seeks to become independent from Russia. Economic coercion is being used against Western and Central Europe to stop gas from flowing. China’s malign investments in Southern and Mediterranean Europe are enabling Beijing to control several NATO member states’ critical energy infrastructure at a critical moment in the global balance of power.     EUROGEO is the European Association of Geographers created in 1979, so in 2019 we have celebrated its 40th anniversary. In 2020 geographers celebrate the bicentennial of the foundation of the first Chair of Geography at the University of Berlin. In 2021, the bicentennial creation of the first geographical society in Paris, and in 2022 the centennial of the establishment of the International Geographical Union. Geography is a relative young scientific discipline. For a long a time, there has been a discussion about its scientific status, the diversity of paradigms or national research schools. Despite several voices arguing the end of geography or burring the lines of the discipline, among other reasons because of the revolution of geospatial information, this paper claims that geography is more important today than ever and geography is fashionable. Geography is essential for education and for environment, but also for society, economics and politics: globalization, sustainable development, climate change and technology are at the forefront of the world and European challenges. So, geographer''s international contributions -like EUROGEO does-are also essential to have the better understanding of the present context and to help problem solving and decision-making

    Open Educational Resources: Policy, Costs and Transformation

    Open Educational Resources (OER) — teaching, learning and research materials that their owners make free for others to use, revise and share — offer a powerful means of expanding the reach and effectiveness of worldwide education. The Commonwealth of Learning (COL) and UNESCO co-organised the World OER Congress in 2012 in Paris. That Congress resulted in the OER Paris Declaration: a statement that urged governments around the world to release, as OER, all teaching, learning and research materials developed with public funds. This book, drawing on 15 case studies contributed by 29 OER researchers and policy-makers from 15 countries across six continents, examines the implementation of the pivotal declaration through the thematic lenses of policy, costs and transformation. The case studies provide a detailed picture of OER policies and initiatives as they are unfolding in different country contexts and adopting a range of approaches, from bottom-up to top-down. The book illuminates the impacts of OER on the costs of producing, distributing and providing access to learning materials, and shows the way that OER can transform the teaching and learning methodology mindset. Recommendations on key actions to be taken by policy-makers, practitioners, OER developers and users are also outlined, particularly within the context of Education 2030. Clearly, progress is being made, although more work must be done if the international community is to realise the full potential of OER.
