NEOS Server 4.0 Administrative Guide
The NEOS Server 4.0 provides a general Internet-based client/server as a link
between users and software applications. The administrative guide covers the
fundamental principals behind the operation of the NEOS Server, installation
and trouble-shooting of the Server software, and implementation details of
potential interest to a NEOS Server administrator. The guide also discusses
making new software applications available through the Server, including areas
of concern to remote solver administrators such as maintaining security,
providing usage instructions, and enforcing reasonable restrictions on jobs.
The administrative guide is intended both as an introduction to the NEOS Server

Almost quantum correlations
There have been a number of attempts to derive the set of quantum non-local
correlations from reasonable physical principles. Here we introduce
, a set of multipartite supra-quantum correlations that has appeared
under different names in fields as diverse as graph theory, quantum gravity and
quantum information science. We argue that may correspond to the
set of correlations of a reasonable physical theory, in which case the research
program to reconstruct quantum theory from device-independent principles is met
with strong obstacles. In support of this conjecture, we prove that
is closed under classical operations and satisfies the physical principles of
Non-Trivial Communication Complexity, No Advantage for Nonlocal Computation,
Macroscopic Locality and Local Orthogonality. We also review numerical evidence

A Mathematical Model for Supermarket Order Picking
Order picking consists in retrieving products from storage locations to sat- isfy independent orders from multiple customers. It is generally recognized as one of the most significant activities in a warehouse (Koster et al, 2007). In fact, order picking accounts up to 50% (Frazelle, 2001) or even 80% (Van den Berg, 1999) of the total warehouse operating costs. The critical issue in today’s business environ- ment is to simultaneously reduce the cost and increase the speed of order picking. In this paper, we address the order picking process in one of the Portuguese largest companies in the grocery business. This problem was proposed at the 92nd European Study Group with Industry (ESGI92). In this setting, each operator steers a trolley on the shop floor in order to select items for multiple customers. The objective is to improve their grocery e-commerce and bring it up to the level of the best inter- national practices. In particular, the company wants to improve the routing tasks in order to decrease distances. For this purpose, a mathematical model for a faster open shop picking was developed. An improved test set approach to nonlinear integer problems with applications to engineering design
Many problems in engineering design involve the use of nonlinearities
and some integer variables. Methods based on test sets have been
proposed to solve some particular problems with integer variables, but they
have not been frequently applied because of computation costs. The walk-back
procedure based on a test set gives an exact method to obtain an optimal point
of an integer programming problem with linear and nonlinear constraints, but
the calculation of this test set and the identification of an optimal solution
using the test set directions are usually computationally intensive.
In problems for which obtaining the test set is reasonably fast, we show
how the effectiveness can still be substantially improved. This methodology
is presented in its full generality and illustrated on two specific problems: (1)
minimizing cost in the problem of scheduling jobs on parallel machines given
restrictions on demands and capacity, and (2) minimizing cost in the series
parallel redundancy allocation problem, given a target reliability. Our computational
results are promising and suggest the applicability of this approach
to deal with other problems with similar characteristics or to combine it with

Pricing the COVID-19 Vaccine: A Mathematical Approach
According to the World Health Organization, development of the COVID-19
vaccine is occurring in record time. Administration of the vaccine has started
the same year as the declaration of the COVID-19 pandemic. The United Nations
emphasized the importance of providing COVID-19 vaccines as "a global public
good", which is accessible and affordable world-wide. Pricing the COVID-19
vaccines is a controversial topic. We use optimization and game theoretic
approaches to model the COVID-19 U.S. vaccine market as a duopoly with two
manufacturers Pfizer-BioNTech and Moderna. The results suggest that even in the
context of very high production and distribution costs, the government can
negotiate prices with the manufacturers to keep public sector prices as low as
possible while meeting demand and ensuring each manufacturer earns a target
profit. Furthermore, these prices are consistent with those currently predicted

Exact cost minimization of a series-parallel reliable system with multiple component choices using an algebraic method
The redundancy allocation problem is formulated minimizing the design cost for a series-parallel system with multiple component choices while ensuring a given system reliability level. The obtained model is a nonlinear integer programming problem with a nonlinear, nonseparable constraint. We propose a method based on the construction of a test set of an integer linear problem, which allows us to obtain an exact solution of the problem.
