    Bridging cultural heritage and communities through digital technologies: Understanding perspectives and challenges

    We present and discuss the results of a qualitative study aimed at identifying what role interactive digital technologies could play in facilitating the participation of communities at risk of exclusion (particularly migrants and refugees) in cultural and heritage-related activities. Culture and heritage are known to be key factors in fostering social inclusion, and this has the potential for contributing to both the wellbeing of these communities and to cultural institutions themselves. Through surveys and interviews with two cohorts of participants (cultural heritage professionals and community facilitators), we gathered insights about their perspectives on how ICT tools could support their work with and for communities, as well as the challenges they face. This work sheds light on the opportunities and barriers surrounding the use of digital technologies for participation in the cultural heritage sector, which is timely due to the increasing focus on grassroots and community-led heritage initiatives and to the growing body of work on participatory ICT in disciplines such as human-computer interaction and community informatics

    Sharing the vision:representing the matters of concern for design-led fledgling companies in Scotland

    Design is being performed on an ever-increasing spectrum of complex practices arising in response to emerging markets and technologies, co-design, digital interaction, service design and cultures of innovation. This emerging notion of design has led to an expansive array of collaborative and facilitation skills to demonstrate and share how such methods can shape innovation. The meaning of these design things in practice can't be taken for granted as matters of fact, which raises a key challenge for design to represent its role through the contradictory nature of matters of concern. This paper explores an innovative, object-oriented approach within the field of design research, visually combining an actor-network theory framework with situational analysis, to report on the role of design for fledgling companies in Scotland, established and funded through the knowledge exchange hub Design in Action (DiA). Key findings and visual maps are presented from reflective discussions with actors from a selection of the businesses within DiA's portfolio. The suggestion is that any notions of strategic value, of engendering meaningful change, of sharing the vision of design, through design things, should be grounded in the reflexive interpretations of matters of concern that emerge

    Viewing, listening and reading along: Linguistic and multimodal constructions of viewer participation in the net series SKAM

    This paper investigates how SKAM viewers are positioned as participants through semiotic resources in the net series, i.e. the filmic means for making meaning, including representations of the characters’ embodied and digitally mediated communication. For this purpose, we combine perspectives from linguistic-multimodality studies of modes for communication and studies building on Goff man’s (1981) work on participation frameworks, i.e. the various ways of participating in co-present and/or mediated communication. The article aims to complement existing media studies of immediacy in SKAM and viewers’ sense of co-presence with characters in the net series (Jerslev 2017, Sundet 2017). It does so by showing how participant frameworks are multimodally constructed at a fictional level and a communicational level. Within each of these frameworks, the viewer is positioned in distinct ways. We describe how the viewer is placed, i.e. physically positioned, in the interactional space of the depicted characters, and how the characters’ communicative means are interactionally organised, accomplished and made available for interpretation by the viewer. Furthermore, we show how characters monitor each other in the shared space of a schoolyard, how embodied and digitally mediated communicative features are foregrounded, and how the viewer is provided access to these resources in ways that reflect and create specific viewing positions in the communicative frames of the characters. We argue that these integrations of semiotic modes exploit affordances related to speech, writing and embodiment, that the positionings mainly work to create a sense of presence and identification for the viewer, and that representations of digitally mediated communication (writing) on the viewer’s screen specifically expose how the digitally mediated communication space of one of the characters is integrated with the digitally mediated viewing space

    Margin to Margin: Arts-Based Research for Digital Outreach to Marginalised Communities

    This article discusses the artistic activity titled ‘Conversations with the edge’ that was executed by communities in Australia, Russia and Finland, and curated for an exhibition at the Helinä Rautavaara Museum in Espoo, Finland in 2017. This activity was created in the context of Margin to Margin: Women living on the edges of the world, a larger arts-based research project that took place between four geographical margins: outback South Australia, Finnish Lapland, Russian Kola Peninsula and Namibia. Margin to Margin was a collaboration between artist communities with the aim to explore the relationship between art-making and empowerment of makers living and working ‘on the edges’. The aim of the project was to understand the realities marginalised communities face whilst giving voice to these communities by exhibiting their art in various formats, stimulating digital participation and utilising technology for digital inclusion. The purpose of the article is to develop a model that will guide virtual arts-based project mediation for digital outreach in both urban and regionally situated marginalised communities

    Voice or chatter? Making ICTs work for transformative engagement

    What are the conditions in democratic governance that make information and communication technology (ICT)-mediated citizen engagement transformative? While substantial scholarship exists on the role of the Internet and digital technologies in triggering moments of political disruption and cascading upheavals, academic interest in the sort of deep change that transforms institutional cultures of democratic governance, occurring in ‘slow time’, has been relatively muted. This study attempts to fill this gap. It is inspired by the idea of participation in everyday democracy and seeks to explore how ICT-mediated citizen engagement can promote democratic governance and amplify citizen voice.     Mediated democracy - linking digital technology to political agency

    Although the relationship between digitalisation and democracy is subject of growing public attention, the nature of this relationship is rarely addressed in a systematic manner. The common understanding is that digital media are the driver of the political change we are facing today. This paper argues against such a causal approach und proposes a co-evolutionary perspective instead. Inspired by Benedict Anderson's "Imagined Communities" and recent research on mediatisation, it introduces the concept of mediated democracy. This concept reflects the simple idea that representative democracy requires technical mediation, and that the rise of modern democracy and of communication media are therefore closely intertwined. Hence, mediated democracy denotes a research perspective, not a type of democracy. It explores the changing interplay of democratic organisation and communication media as a contingent constellation, which could have evolved differently. Specific forms of communication media emerge in tandem with larger societal formations and mutually enable each other. Following this argument, the current constellation reflects a transformation of representative democracy and the spread of digital media. The latter is interpreted as a "training ground" for experimenting with new forms of democratic agency

    Online consultation on experts’ views on digital competence

    The objective of this investigation was to provide another perspective on what it means to be digitally competent today, in addition to reviews of literature and current frameworks for the development of digital competence, 5 all of which constitute part of the wider IPTS Digital Competence Project (DIGCOMP). Some common ground exists at a general level in defining digital competence in terms of knowledge, skills, and attitudes, which may be hierarchically organised. However, this does not provide the clarity needed by teachers, employers, citizens – all those who are responsible for digital competence development, be it their own or other people’s ‐ to make informed decisions. Further work is needed to create a common language that helps to enhance understanding across the worlds of research, education, training, and work. This will make it easier for citizens and employers to see what digital competence entails and how it is relevant to their jobs and more generally, their lives

    Interdisciplinary palimpsest: visual representations of coastal change combining digital craft and geomorphology

    From rocks to clay, a shared interest in natural materials and their physical transformation provided the initial common ground for an interdisciplinary art-geoscience collaborative project that also opened up a novel and engaging public communication channel. Scientific data collected for a location-based geomorphology mapping project was collaboratively re-interpreted and re-presented as a craft installation by using digital technologies and hand-crafted processes. The project explored how creative practice can uncover and broaden narratives, layering interpretations whilst respecting and embracing the need for accurate visual representation of scientific data. As the practice-based element of a broader digital craft PhD research programme, the project effectively demonstrated an enlarged field of practice for digital craft. The collaboration resulted in a large-scale, porcelain panelled, wall-mounted installation for public exhibition and has led to subsequent significant unforeseen developments in the scope and outlook of research work undertaken by the collaborators. This paper reflects on the synergies between disciplines that were uncovered and how project challenges were met. We conclude that the project work acted as a ‘boundary object’ for the two collaborating parties, able to represent different values and fulfil different objectives for each party at the same time, while also moving forward practice for both

    Children's rights in the digital age: a download from children around the world

    Evidence from across the world is telling us that no matter where they are from, more and more children are relying on digital tools, platforms and services to learn, engage, participate, play, innovate, work or socialise. Foreward Some two-thirds of the world’s almost three billion internet users are from the developing world, with the numbers growing every day. Many of these new users are children and young people; in fact in many countries, internet users under the age of 24 far outnumber the rest. A growing body of evidence from across the world is also telling us that no matter where they are from, more and more children are relying on digital tools, platforms and services to learn, engage, participate, play, innovate, work or socialise. There are already countless examples of how – when harnessed appropriately – digital tools can help promote human development, by closing gaps in access to information, speeding up service delivery, supporting educational and health outcomes, and creating new entrepreneurship opportunities. The power of technology to jump across borders and time zones, to join the once disparate, and to foster social connectedness, has provided the means for the children and young people of today to participate in a global society in ways previously not possible. Sadly, there are also new or evolving risks – exposure to violence; access to inappropriate content, goods and services; concerns about excessive use; and issues of data protection and privacy. As it becomes increasingly difficult to draw the line between offline and online, it is necessary for us to examine how this changing environment impacts the wellbeing and development of children and their rights. Ensuring that all children are safe online requires approaches that promote digital literacy, resilience and cyber-savvy. It is only in partnership that we can reach consensus on how to create a safe, open, accessible, affordable and secure digital world. Critically, children and young people’s profound insight must help inform, shape and drive this goal – which needs to focus on equity of access, safety for all, digital literacy across generations, identity and privacy, participation and civic engagement. In April of this year, the Berkman Center for Internet & Society at Harvard University and UNICEF co-hosted, in collaboration with PEW Internet, EU Kids Online, the Internet Society (ISOC), Family Online Safety Institute (FOSI), and YouthPolicy.org, a first of its kind international ‘Digitally Connected’ symposium on children, youth, and digital media. The symposium sought to map and explore the global state of research and practice in this field, and to facilitate sharing, discussion and collaboration among the 150 academics, practitioners, young people, activists, philanthropists, government officials, and representatives of technology companies from around the world.   &nbsp
