    Selection of Project Managers: An Overview

    Background: The project manager choice is one of the most important, complicated and multi-layered decisions in project management. Although the competence of a project manager is the subject of numerous studies, mostly in the field of economic sciences, there are still relatively few studies dealing with project manager selection. Objectives: The aim of this paper is to provide a useful overview of research on approaches, models, techniques, and competencies during the process of selecting project managers, in order to improve understanding an effective process of selecting project managers from academic researchers and practitioners’ point of view. Methods/Approach: This article is a scientific review of previously published studies that are linked to competencies of a project manager and the process of project manager selection according to the traditional and the modern approach. Results: The process of selecting project managers is not sufficiently investigated in Croatia, while most of the research is focused to traditional approach. Conclusions: In this work, we propose a combination of the traditional and the modern approach to the selection of project managers, which would be based on the multicriteria decision making

    Using AHP and the IPMA competence baseline in the project managers selection process

    This paper proposes the joint use of the AHP (Analytic Hierarchy Process) and the ICB (IPMA Competence Baseline), as a tool for the decision-making process of selecting the most suitable managers for projects. A hierarchical structure, comprising the IPMA’s ICB 3.0 contextual, behavioural and technical competence elements, is constructed for the selection of project managers. It also describes the AHP implementation, illustrating the whole process with an example using all the 46 ICB competence elements as model criteria. This tool can be of high interest to decision-makers because it allows comparing the candidates for managing a project using a systematic and rigorous process with a rich set of proven criteria

    Capturing Risk in Capital Budgeting

    NPS NRP Technical ReportThis proposed research has the goal of proposing novel, reusable, extensible, adaptable, and comprehensive advanced analytical process and Integrated Risk Management to help the (DOD) with risk-based capital budgeting, Monte Carlo risk-simulation, predictive analytics, and stochastic optimization of acquisitions and programs portfolios with multiple competing stakeholders while subject to budgetary, risk, schedule, and strategic constraints. The research covers topics of traditional capital budgeting methodologies used in industry, including the market, cost, and income approaches, and explains how some of these traditional methods can be applied in the DOD by using DOD-centric non-economic, logistic, readiness, capabilities, and requirements variables. Stochastic portfolio optimization with dynamic simulations and investment efficient frontiers will be run for the purposes of selecting the best combination of programs and capabilities is also addressed, as are other alternative methods such as average ranking, risk metrics, lexicographic methods, PROMETHEE, ELECTRE, and others. The results include actionable intelligence developed from an analytically robust case study that senior leadership at the DOD may utilize to make optimal decisions. The main deliverables will be a detailed written research report and presentation brief on the approach of capturing risk and uncertainty in capital budgeting analysis.     Developing Advanced Academic Degree Educational Profiles for Career Fields

    This research develops a career field\u27s educational profile through use of the decision analysis approach of value-focused thinking (VFT). VFT is used to solicit the capabilities that the career field manager (CFM) desires its officers obtain from an advanced academic program. This process generates a value hierarchy and a focused set of alternatives (degree programs). The academic programs\u27 content are evaluated against the hierarchy to determine how well it meets the values of the functional area. A rankordered list of degrees is produced and a portfolio of degrees is selected through the use of CFM-approved goal-setting criteria. The specific breakdown of the portfolio into percentages of the force that should attain each degree is then determined through the CFM\u27s specified relative value increments of the goal-setting criteria. The resulting effort creates a guide for CFMs to communicate to their corps on the types of degrees to earn and provides justification for fully-funded degree slots
