    Water Policies and Conflict Resolution of Public Participation Decision-Making Processes Using Prioritized Ordered Weighted Averaging (OWA) Operators

    [EN] There is a growing interest in environmental policies about how to implement public participation engagement in the context of water resources management. This paper presents a robust methodology, based on ordered weighted averaging (OWA) operators, to conflict resolution decision-making problems under uncertain environments due to both information and stakeholders' preferences. The methodology allows integrating heterogeneous interests of the general public and stakeholders on account of their different degree of acceptance or preference and level of influence or power regarding the measures and policies to be adopted, and also of their level of involvement (i.e., information supply, consultation and active involvement). These considerations lead to different environmental and socio-economic outcomes, and levels of stakeholders' satisfaction. The methodology establishes a prioritization relationship over the stakeholders. The individual stakeholders' preferences are aggregated through their associated weights, which depend on the satisfaction of the higher priority decision maker. The methodology ranks the optimal management strategies to maximize the stakeholders' satisfaction. It has been successfully applied to a real case study, providing greater fairness, transparency, social equity and consensus among actors.     Decision making with Dempster-Shafer belief structure and the OWAWA operator

    [EN] A new decision making model that uses the weighted average and the ordered weighted averaging (OWA) operator in the Dempster-Shafer belief structure is presented. Thus, we are able to represent the decision making problem considering objective and subjective information and the attitudinal character of the decision maker. For doing so, we use the ordered weighted averaging ¿ weighted average (OWAWA) operator. It is an aggregation operator that unifies the weighted average and the OWA in the same formulation. This approach is generalized by using quasi-arithmetic means and group decision making techniques.     Generalized Hamacher aggregation operators for intuitionistic uncertain linguistic sets: Multiple attribute group decision making methods

In this paper, we consider multiple attribute group decision making (MAGDM) problems in which the attribute values take the form of intuitionistic uncertain linguistic variables. Based on Hamacher operations, we developed several Hamacher aggregation operators, which generalize the arithmetic aggregation operators and geometric aggregation operators, and extend the algebraic aggregation operators and Einstein aggregation operators. A number of special cases for the two operators with respect to the parameters are discussed in detail. Also, we developed an intuitionistic uncertain linguistic generalized Hamacher hybrid weighted average operator to reflect the importance degrees of both the given intuitionistic uncertain linguistic variables and their ordered positions. Based on the generalized Hamacher aggregation operator, we propose a method for MAGDM for intuitionistic uncertain linguistic sets. Finally, a numerical example and comparative analysis with related decision making methods are provided to illustrate the practicality and feasibility of the proposed method

    Intuitionistic linguistic multi-attribute decision making algorithm based on integrated distance measure

    This study aims to integrate the intuitionistic linguistic multi-attribute decision making (MADM) method which builds upon an integrated distance measure into supplier evaluation and selection problems. More specifically, an intuitionistic linguistic integrated distance measure based on ordered weighted averaging operator (OWA) and weighted average approach is presented and applied. The desirable characteristics and families of the developed distance operator are further explored.     The recently proposed picture fuzzy set (PFS) is a powerful tool for handling fuzziness and uncertainty. PFS is character-ized by a positive membership degree, a neutral membership degree, and a negative membership degree, making it more suitable and useful than the intuitionistic fuzzy set (IFS) when dealing with multi-attribute decision making (MADM). The aim of this paper is to develop some aggregation operators for fusing picture fuzzy information. Considering the Muirhead mean (MM) is an aggregation technology which can consider the interrelationship among all aggregated ar-guments, we extend MM to picture fuzzy context and propose a family of picture fuzzy Muirhead mean operators. In addition, we investigate some properties and special cases of the proposed operators. Further, we develop a novel meth-od to MADM in which the attribute values take the form of picture fuzzy numbers (PFNs). Finally, a numerical example is provided to illustrate the validity of the proposed method

    A novel approach to multi-attribute group decision-making based on interval-valued intuitionistic fuzzy power Muirhead mean

    This paper focuses on multi-attribute group decision-making (MAGDM) course in which attributes are evaluated in terms of interval-valued intuitionistic fuzzy (IVIF) information. More explicitly, this paper introduces new aggregation operators for IVIF information and further proposes a new IVIF MAGDM method. The power average (PA) operator and the Muirhead mean (MM) are two powerful and effective information aggregation technologies. The most attractive advantage of the PA operator is its power to combat the adverse effects of ultra-evaluation values on the information aggregation results. The prominent characteristic of the MM operator is that it is flexible to capture the interrelationship among any numbers of arguments, making it more powerful than Bonferroni mean (BM), Heronian mean (HM), and Maclaurin symmetric mean (MSM). To absorb the virtues of both PA and MM, it is necessary to combine them to aggregate IVIF information and propose IVIF power Muirhead mean (IVIFPMM) operator and the IVIF weighted power Muirhead mean (IVIFWPMM) operator. We investigate their properties to show the strongness and flexibility. Furthermore, a novel approach to MAGDM problems with IVIF decision-making information is introduced. Finally, a numerical example is provided to show the performance of the proposed method
