    What is a Good Plan? Cultural Variations in Expert Planners’ Concepts of Plan Quality

    This article presents the results of a field research study examining commonalities and differences between American and British operational planners’ mental models of planning. We conducted Cultural Network Analysis (CNA) interviews with 14 experienced operational planners in the US and UK. Our results demonstrate the existence of fundamental differences between the way American and British expert planners conceive of a high quality plan. Our results revealed that the American planners’ model focused on specification of action to achieve synchronization, providing little autonomy at the level of execution, and included the belief that increasing contingencies reduces risk. The British planners’ model stressed the internal coherence of the plan, to support shared situational awareness and thereby flexibility at the level of execution. The British model also emphasized the belief that reducing the number of assumptions decreases risk. Overall, the American ideal plan serves a controlling function, whereas the British ideal plan supports an enabling function. Interestingly, both the US and UK would view the other’s ideal plan as riskier than their own. The implications of cultural models of plans and planning are described for establishing performance measures and designing systems to support multinational planning teams

    A Policy Switching Approach to Consolidating Load Shedding and Islanding Protection Schemes

    In recent years there have been many improvements in the reliability of critical infrastructure systems. Despite these improvements, the power systems industry has seen relatively small advances in this regard. For instance, power quality deficiencies, a high number of localized contingencies, and large cascading outages are still too widespread. Though progress has been made in improving generation, transmission, and distribution infrastructure, remedial action schemes (RAS) remain non-standardized and are often not uniformly implemented across different utilities, ISOs, and RTOs. Traditionally, load shedding and islanding have been successful protection measures in restraining propagation of contingencies and large cascading outages. This paper proposes a novel, algorithmic approach to selecting RAS policies to optimize the operation of the power network during and after a contingency. Specifically, we use policy-switching to consolidate traditional load shedding and islanding schemes. In order to model and simulate the functionality of the proposed power systems protection algorithm, we conduct Monte-Carlo, time-domain simulations using Siemens PSS/E. The algorithm is tested via experiments on the IEEE-39 topology to demonstrate that the proposed approach achieves optimal power system performance during emergency situations, given a specific set of RAS policies.Comment: Full Paper Accepted to PSCC 2014 - IEEE Co-Sponsored Conference. 7 Pages, 2 Figures, 2 Table

    The Historical Contingencies of Conflict Resolution

    This article reviews the historical contingency of theory and practice in conflict engagement. World War II and the Cold War produced adversarial, distributive, competitive, and scarce resources conceptions of negotiation and conflict resolution, as evidenced by game theory and negotiation practice. More recent and more optimistic theory and practice has focused on party needs and interests and hopes for more party-tailored, contingent, flexible, participatory and more integrative and creative solutions for more than two disputants to a conflict. The current challenges of our present history are explored: continued conflict in both domestic and international settings, the challenge of “scaling up” conflict resolution theory and the problematics of developing universal theory in highly contextualized and diverse sets of conflict sites. The limits of “rationality” in conflict resolution is explored where feelings and ethical, religious and other values may be just as important in conflict engagement and handling

    Overview: The delivery of Australia’s new amphibious warships, HMAS Canberra and Adelaide, is an important milestone in the ADF’s quest to develop a strategically relevant amphibious warfare capability. Australia’s position in the world makes the effort a strategic imperative, but the ADF still has a long way to go and many critical decisions ahead if it’s to develop an amphibious warfare capability that’s ready for future challenges. The resources committed to the effort and the associated opportunity costs have been and will be substantial, and the overall need for the capability must be weighed against other priorities, but if Australia’s going to do it, we should do it properly. The aim of the paper was to identify some of the key decisions to be made by ADF leaders over the next two years to ensure that Australia has an amphibious warfare capability that’s effective and relevant to future challenges and provide specific recommendations on the

    Not quite the 'Great Britain of the Far East': Japan's security, the US-Japan alliance and the 'war on terror' in East Asia

    Japan, in responding to US expectations for support in the 'war on terror', has displayed a degree of strategic convergence on global security objectives, thus prompting policy-makers and observers to dub it the 'Great Britain of the Far East'. This article argues, however, that Japan is far from assuming this role. For Japan, the 'war on terror' serves more as a political pretext for legitimating long-planned changes in military security policy that are often only marginally related to the US's anti-terrorism agenda. Instead, Japan has focused much more on using the terror threat rationale as a means to push forward its response to the regional and traditional security challenges of North Korea and China, even if at times it attempts to depict both as 'new security challenges' or as involving elements of counterterrorism. The final conclusion is that US military hegemony may be weakened by Japan's and the Asia-Pacific's potential divergence from the US global security agenda

    Negotiating the 'trading zone'. Creating a shared information infrastructure in the Dutch public safety sector

    Our main concern in this article is whether nation-wide information technology (IT) infrastructures or systems in emergency response and disaster management are the solution to the communication problems the safety sector suffers from. It has been argued that implementing nation-wide IT systems will help to create shared cognition and situational awareness among relief workers. We put this claim to the test by presenting a case study on the introduction of ‘netcentric work’, an IT system-based platform aiming at the creation of situational awareness for professionals in the safety sector in the Netherlands. The outcome of our research is that the negotiation with relevant stakeholders by the Dutch government has lead to the emergence of several fragmented IT systems. It becomes clear that a top-down implementation strategy for a single nation-wide information system will fail because of the fragmentation of the Dutch safety sector it is supposed to be a solution to. As the US safety sector is at least as fragmented as its Dutch counterpart, this may serve as a caveat for the introduction of similar IT systems in the US

    What drives contract design in strategic alliances? Taking stock and how to proceed

    We collect and assess prior empirical evidence on contract design in alliances that has been published since Parkhe’s (1993) seminal study on inter-firm contracts. We elaborate on the effects of transaction-related factors, experience gained from prior relationships, and deliberate learning efforts on contracts. Our paper offers three contributions. First, we systematically review the existing literature on alliance contracts and summarize our findings. Second, while prior research has traditionally focused on contractual complexity, we place the content of contracts center stage and identify three contractual functions. While existing studies on contractual functions predominantly refer to safeguarding as a response to appropriation concerns, we also consider coordination and contingency adaptability as outcomes of adaptation concerns. Third, we disentangle the differential influences of previous experiences on distinct contractual functions and show that experience gained from prior relationships has different effects on safeguarding and contingency adaptability than on coordination. Overall, we add to the systematization of the current debate on alliance contract design and trace promising avenues for future research on the impact of transaction- and experience-related factors on the complexity and content of alliance contracts
