Feeds as Query Result Serializations
Many Web-based data sources and services are available as feeds, a model that
provides consumers with a loosely coupled way of interacting with providers.
The current feed model is limited in its capabilities, however. Though it is
simple to implement and scales well, it cannot be transferred to a wider range
of application scenarios. This paper conceptualizes feeds as a way to serialize
query results, describes the current hardcoded query semantics of such a
perspective, and surveys the ways in which extensions of this hardcoded model
have been proposed or implemented. Our generalized view of feeds as query
result serializations has implications for the applicability of feeds as a
generic Web service for any collection that is providing access to individual
information items. As one interesting and compelling class of applications, we
describe a simple way in which a query-based approach to feeds can be used to
support location-based services
Fairness of Exposure in Rankings
Rankings are ubiquitous in the online world today. As we have transitioned
from finding books in libraries to ranking products, jobs, job applicants,
opinions and potential romantic partners, there is a substantial precedent that
ranking systems have a responsibility not only to their users but also to the
items being ranked. To address these often conflicting responsibilities, we
propose a conceptual and computational framework that allows the formulation of
fairness constraints on rankings in terms of exposure allocation. As part of
this framework, we develop efficient algorithms for finding rankings that
maximize the utility for the user while provably satisfying a specifiable
notion of fairness. Since fairness goals can be application specific, we show
how a broad range of fairness constraints can be implemented using our
framework, including forms of demographic parity, disparate treatment, and
disparate impact constraints. We illustrate the effect of these constraints by

DESIGN AND IMPLEMENTATION OF MOBILE NEWS SERVICES: SUPPORTING SOCIAL NETWORKING FEATURES
This paper discusses and implements features both for a mobile Web and for a mobile native application, capable to provide news services enriched with indicative social networking elements. The objective was to facilitate the involvement of mobile users to produce and upload new content on the News Website and to facilitate their participation in the promotion and evaluation of the existing content. A significant addition was the implementation of an application for the automatic storing of articles derived from external sources, such as RSS/Atom feeds and emails. The results of our work are primarily related with the investigation and understanding of serious technical challenges, as well as the eventual development of proper solutions regarding the support of the ‘participative relation’ of mobile users with news-oriented Web content
Experiences with Implementing a Spatial Decision Support System for Planning Snow Removal Operations
This paper discusses the development of a Web-based Intelligent Spatial Decision Support system that helps efficiently plan snow removal operations. The system is designed to integrate Web and geospatial analytical techniques for asset management, routing procedures and weather information to assist effective snow removal procedures. The system includes the knowledge from snow removal experts from Blackhawk County in Iowa and the cities of Cedar Falls and Waterloo, Iowa. It manages various resources efficiently by providing expert advice to assist complex decision making for efficient routing, optimal resource allocation, while monitoring live weather information. The system has been developed as a Web-based system to facilitate ubiquitous access and ease of use
