    Multi-Dimensional Commodity Covering for Tariff Selection in Transportation

    In this paper, we study a multi-dimensional commodity covering problem, which we encountered as a subproblem in optimizing large scale transportation networks in logistics. The problem asks for a selection of containers for transporting a given set of commodities, each commodity having different extensions of properties such as weight or volume. Each container can be selected multiple times and is specified by a fixed charge and capacities in the relevant properties. The task is to find a cost minimal collection of containers and a feasible assignment of the demand to all selected containers. From theoretical point of view, by exploring similarities to the well known SetCover problem, we derive NP-hardness and see that the non-approximability result known for set cover also carries over to our problem. For practical applications we need very fast heuristics to be integrated into a meta-heuristic framework that - depending on the context - either provide feasible near optimal solutions or only estimate the cost value of an optimal solution. We develop and analyze a flexible family of greedy algorithms that meet these challenges. In order to find best-performing configurations for different requirements of the meta-heuristic framework, we provide an extensive computational study on random and real world instance sets obtained from our project partner 4flow AG. We outline a trade-off between running times and solution quality and conclude that the proposed methods achieve the accuracy and efficiency necessary for serving as a key ingredient in more complex meta-heuristics enabling the optimization of large-scale networks

    This thesis comprises a three papers. The chapters stand on their own. Each paper-chapter analyses a specific issue and contains introduction, theoretical framework, methods of analyses, results and findings. Each of the chapters offers new empirical, methodological and modelling contributions with new empirical evidence and findings, with new extensions and specifications for the gravity based and CGE based analytical tools. The thesis reflects my analysis of regional and international trade of Central Asia by analyzing the past economic ties of the CA with former Big Brother , Russia; the present heterogeneity of socio-economic environment of CA countries; and the future development of CA trade relations with the formation of the Eurasian (Re)Union. The Introductory Chapter binds together the other chapters by discussing the general background of the Central Asian institutional formation, transition and trade relations; the research motivations and methodology employed in this thesis. Afterwards come three substantive chapters. In the first chapter, the analysis of enhancing economic relations between Russia and CA in the post-Soviet period contradicts the post-colonial trade erosion theory. In the second chapter, how the open or isolationist policies followed by Central Asian countries affect the performance of local firms and MNEs, and linked to the economic performances of the countries, is investigated. In the third chapter, the impact of deeper Eurasian regional economic integration is assessed quantitatively in the context of asymmetry between the union members and the EU deeper integration project. The final chapter discusses the limitations and possible directions for future research

    While the IPN phenomenon has accelerated trade and investment linkages between countries in East and South-East Asia, the remainder of the region has not matched those countries in this process. The objective of this study is to explore the reasons for this by using India’s performance in the Asian IPNs as a case study for other countries that are trailing behind in this area.     Energy Regulation, Roll Call Votes and Regional Resources: Evidence from Russia

    This paper investigates the relative impact of regional energy production on the legislative choices of Russian Duma deputies on energy regulation between 1994 and 2003. We apply Poole’s optimal classification method of roll call votes using an ordered probit model to explain energy law reform in the first decade of Russia’s democratic transition. Our goal is to analyze the relative importance of home energy on deputies’ behavior, controlling for other factors such as party affiliation, electoral mandate, committee membership and socio-demographic parameters. We observe that energy resource factors have a considerable effect on deputies’ voting behavior.     Market Reform, Regional Energy and Popular Representation: Evidence from Post-Soviet Russia

    This article investigates the relative impact of regional energy production on the energy voting choices of State Duma deputies between 1994 and 2003, controlling for other factors such as party affiliation, electoral mandate, committee membership and socio-demographic parameters. We apply Poole’s optimal classification method of roll call votes using an ordered probit model to explain energy market reform in the first decade of Russia’s democratic transition. Our main finding is that the gas production factor is inter temporally important in the formation of the deputies’ legislative choices and shows Gazprom’s strategic position in the post-Soviet Russian economy. The oil production factor is variably significant in the two first Dumas, when the main legislative debates on oil privatization occur. The energy committee membership tends to consistently explain pro-reform voting choices. The pro-and anti-reform poles observed in our Poole-based single dimensional scale are not necessarily connected with liberal and state-oriented policies respectively.energy regulation, market reform, energy resources, roll call votes, legislative politics, State Duma, Russia

    Network design decisions in supply chain planning

    Structuring global supply chain networks is a complex decision-making process. The typical inputs to such a process consist of a set of customer zones to serve, a set of products to be manufactured and distributed, demand projections for the different customer zones, and information about future conditions, costs (e.g. for production and transportation) and resources (e.g. capacities, available raw materials). Given the above inputs, companies have to decide where to locate new service facilities (e.g. plants, warehouses), how to allocate procurement and production activities to the variousmanufacturing facilities, and how to manage the transportation of products through the supply chain network in order to satisfy customer demands. We propose a mathematical modelling framework capturing many practical aspects of network design problems simultaneously. For problems of reasonable size we report on computational experience with standard mathematical programming software. The discussion is extended with other decisions required by many real-life applications in strategic supply chain planning. In particular, the multi-period nature of some decisions is addressed by a more comprehensivemodel, which is solved by a specially tailored heuristic approach. The numerical results suggest that the solution procedure can identify high quality solutions within reasonable computational time
