    State — Region — Branch — Enterprise: System Sustainability Framework of the Russian Economy

    This paper investigates sustainability factors of the Russian economy as a multi-level, multi-entity and multi-aspect socio-economic system from the system perspective. The economic system sustainability concept is formulated as an ability to maintain preconditions for the development by supporting and effective using of economic system structure. The leading role of the community of economic entities at different levels (including the state as the entity of international relations, regions as the entities of Federation, enterprises as the business entities) in the economic sustainability is demonstrated. The necessity of the economic entity network “extension” by strengthening the sustainability of economic sectors is emphasized. The research into the internal basic system structure of an economic entity and external structure of its immediate surroundings in socio-economic, administrative-and-managerial and market environments using the results of the new economic systems theory contributes the evidence of the similarity of these structures to the conclusion. It is shown that each of the systems includes (together with an entity itself) four systems of different types (object, environment, process and project). The entity’s system environment has the same structure in administrative-and-managerial interlevel interactions. This makes it possible to combine the problem of the entity’s sustainability and the issue of the balanced system structures forming the economic entities’ internal and external environments. The method of calculating the index of such balanced systems is given. Recommendations on the selection of economic policy measures aimed at ensuring system sustainability of the Russian economy in the period of crisis are provided. It is shown that such a policy should be carried out in accordance with the principles of economic entity protection; balanced system of the economic entities’ internal and external environment; economic entities’ corporate solidarity regardless of their level in the management hierarchy.This article is supported by the Russian Science Foundation grant, project No. 14-18-02294

    Opening the black box: How staff training and development may affect the innovation of enterprises

    We describe a research on the interplay that appears to exist in companies between Human Resource Management and innovation. This complex, multicomponent, non-linear and dynamic interplay is often viewed as a "black box". To help open the black box, we outline both a theoretical framework and preliminary empirical data. We view innovation as an organization-level property, favored by the organization's self-perception as a knowledge engine. Therefore, we devised a protocol to study the companies' strategies for training and development and their innovation profile. The protocol consisted in a questionnaire with 100 closed questions, suitable for companies which rely mostly on an inner training and development service. The questionnaire was administered to a sample of Italian firms from the Food & beverages and Fashion markets. The results show that certain facets of training and development are indeed correlated to innovation. Finally, we discuss the results

    Ways to open innovation: main agents and sources in the Portuguese case

    Facing increasing open innovation trends, Portuguese enterprises are considering the related processes and impacts. Thus, this work aims to identify the sectors whose enterprises most engage in open innovation (such as cooperation on this issue) and which sources/agents are most used. This is analyzed by sector and type of innovation as an interesting way of differentiation for better open innovation strategy delineation. Using the data from the Community Innovation Survey (CIS-2012), it first appraises the nature of the innovation process, either cooperative or firm-based, as the starting level of analysis. Then, it differentiates the results by sector illustrating which cooperation sources/agents are most used (scope) and relative intensity of use (scale). This is important to assess levels of openness and related factors. Results show that main innovating sectors in Portugal are of three types: research-based, knowledge-based and service-based. They reveal an increasing focus on knowledge and services, trends that have been leading to more active openness towards innovation. For instance, health and construction are increasing their openness for innovating and internationalizing processes. However, Portuguese innovation is still more firm-based (in-house) than cooperation-based, especially concerning new products' launching. This work and future analyzes around it can contribute to encourage the open innovation strategy in more sectors of the economy as an easy and effective way to cope with rapid trends and changes.     Working Paper 82 - Public Sector Management in Africa

    Even though the public sector in African countries was expected to spearhead socioeconomicdevelopment to reduce poverty, it has proved largely ineffective in performingthis task. Some of the reasons for this ineffectiveness are excessive politicization, lack ofaccountability and representation, inability to promote the public interest andauthoritarian tendencies. The ineffectiveness has led to the call for a redefinition of therole of the public sector. As a contribution to the debate over the proper role of the publicsector and how it has coped with the New Public Management reforms, this paperassesses the state of public sector management in Africa by focusing specifically on thestrengths and challenges facing the state and its bureaucracy in relation to socioeconomicdevelopment and how the challenges can be addressed.Some of the issues the paper examines include:• the existing and/or evolving theoretical paradigms and their relevance to thepublic sector management;• the inability of the African state to promote development in comparison to theAsian “developmental” state;• various public sector reforms (civil service, decentralization, privatization,deregulation, co-production, public-private partnerships, judicial, tax) initiated toimprove state capacity and their outcomes;• the effectiveness of strategies implemented to promote accountability andminimize corruption; and• the issues and problems in aid management and coordination in Africa.In addition to these issues, the paper also highlights possible policy options for the futureand their relevance in addressing the challenges facing public sector management.

Economic, environmental, and social limits of the current capitalist mode of production have led to a rethinking and reconceptualisation of economic processes and models including the role of businesses in sustainable development. While green economies and more specifically green entrepreneurs have been identified as agents of change that can challenge the mainstream and seek to induce environmental, social, and ethical transformation of society, much research has stayed within existing models of thinking predominantly rooted in technocratic approaches (e.g. ecological modernisation and more recently transition studies). This paper seeks to offer an alternative understanding of green entrepreneurship that breaks open these discussions using an environmental justice frame that focuses on the role of extra-economic discourses in shaping the social relations of economic systems. By drawing on an exemplary case study of “just” entrepreneurship from Boston, Massachusetts, USA, the paper seeks to start a conversation around the ideas of green entrepreneurship and environmental justice as vehicles to deliver potentially broader system changes and explores both conceptual and practical aspects of green development. As such, it offers (1) evidence of a just green economy that can be realised within existing capitalist structures as well as (2) a different conceptual entry point to understanding green entrepreneurship
