    Validating adequacy and suitability of business-IT alignment criteria in an inter-enterprise maturity model

    Aligning requirements of a business with its information technology is currently a major issue in enterprise computing. Existing literature indicates important criteria to judge the level of alignment between business and IT within a single enterprise. However, identifying such criteria in an inter-enterprise setting – or re-thinking the existing ones – is hardly addressed at all. Business-IT alignment in such settings poses new challenges, as in inter-enterprise collaborations, alignment is driven by economic processes instead of centralized decision-making processes. In our research, we develop a maturity model for business-IT alignment in inter-enterprise settings that takes this difference into account. In this paper, we report on a multi-method approach we devised to confront the validation of the business-IT alignment criteria that we included in the maturity model. As independent feedback is critical for our validation, we used a focus group session and a case study as instruments to take the first step in validating the business-IT alignment criteria. We present how we applied our approach, what we learnt, and what the implications were for our model

    Specification of vertical semantic consistency rules of UML class diagram refinement using logical approach

    Unified Modelling Language (UML) is the most popular modelling language use for software design in software development industries with a class diagram being the most frequently use diagram. Despite the popularity of UML, it is being affected by inconsistency problems of its diagrams at the same or different abstraction levels. Inconsistency in UML is mostly caused by existence of various views on the same system and sometimes leads to potentially conflicting system specifications. In general, syntactic consistency can be automatically checked and therefore is supported by current UML Computer-aided Software Engineering (CASE) tools. Semantic consistency problems, unlike syntactic consistency problems, there exists no specific method for specifying semantic consistency rules and constraints. Therefore, this research has specified twenty-four abstraction rules of class‟s relation semantic among any three related classes of a refined class diagram to semantically equivalent relations of two of the classes using a logical approach. This research has also formalized three vertical semantic consistency rules of a class diagram refinement identified by previous researchers using a logical approach and a set of formalized abstraction rules. The results were successfully evaluated using hotel management system and passenger list system case studies and were found to be reliable and efficient

    How do public programmes shape strategic R&D collaborations? Project-level evidence from the 5th and 6th EU Framework Programmes.

    We analyze the micro rationale of EU-sponsored collaborations compared to non-sponsored, spontaneous collaborations. We compare the incentives and coordination mechanisms of each type of collaboration, and derive propositions that we test empirically. Our econometric analysis uses recent data on (sponsored and non-sponsored) projects conducted by participants in the 5th and 6th European R&D Framework Programmes. Our empirical findings support our main propositions. Compared to spontaneous collaborations, EU-sponsored collaborations clearly have different characteristics and follow a different rationale.     China’s Institutional Architecture: A New Institutional Economics and Organization Theory Perspective on the Links between Local Governance and Local Enterprises

    We start our exploration of China’s institutional change by asking what the China experience can tell us about institutional economics and organization theory. We point to under-researched areas such as the formation of firms and the interplay between firms and local politics. Our findings support the dynamic capability approach which concentrates on activities rather than on pre-defined groups and models institution building as a co-operative game between the local business community and local government agencies. We find that the analysis of firms has to set in before they are formed by entrepreneurs and networks and we identify political management as a core competence of these two groups. While this contradicts the conventional view of clientelism or principle agent relations as institutional building blocks, we don’t propose competing models. Instead, we suggest focusing on a dynamic process in which the role of players can change. Faced with the spontaneous emergence of institutions, our concept of institutional architecture captures the fact that the two models can co-exist side by side and that, once the dichotomy between formal and informal institutions is given up, there can be a transition from local patron-client relations to local business-state coordination.entrepreneurship;dynamic capabilities;networks;institutional change;diversity and convergence of institutions

    Intellectual Capital Architectures and Bilateral Learning: A Framework For Human Resource Management

    Both researchers and managers are increasingly interested in how firms can pursue bilateral learning; that is, simultaneously exploring new knowledge domains while exploiting current ones (cf., March, 1991). To address this issue, this paper introduces a framework of intellectual capital architectures that combine unique configurations of human, social, and organizational capital. These architectures support bilateral learning by helping to create supplementary alignment between human and social capital as well as complementary alignment between people-embodied knowledge (human and social capital) and organization-embodied knowledge (organizational capital). In order to establish the context for bilateral learning, the framework also identifies unique sets of HR practices that may influence the combinations of human, social, and organizational capital

    An empirical study that explores business-IT alignment processes in a networked organization among the province Overijssel, the municipalities Zwolle and Enschede, the water board district Regge & Dinkel and Royal Grolsch N.V. in The Netherlands, is summarized in this report. The aim of the study was to identify processes that contribute to improve such alignment. This study represents a continuation of previous validation efforts that help us to confirm the business-IT alignment process areas that should ultimately be included in the ICoNOs MM. Evidence was sought for the alignment of business and IT through the use of information systems to support the requirements of the organization in a specific project. The results of this study in the public sector also are relevant to the private sector where (i) business-IT alignment plays an increasingly valuable role, and (ii) the characteristics of collaborative networked organizations are present

    Recent trends in the use of service oriented architecture for designing, developing, managing, and using distributed applications have resulted in an increasing number of independently developed and physically distributed services. These services can be discovered, selected and composed to develop new applications and to meet emerging user requirements. Service composition is generally defined on the basis of business processes in which the underlying composition logic is guided by specifying control and data flows through Web service interfaces. User demands as well as the services themselves may change over time, which leads to replacing or adjusting the composition logic of previously defined processes. Coping with change is still one of the fundamental problems in current process based composition approaches.     Why do complementors participate? : an empirical analysis of the emergence of partnership networks in the enterprise application software industry

    The enterprise application software industry is currently undergoing profound changes. The well-established, large providers (hubs) are fostering partner networks with small complementors (spokes). This paper takes the perspective of these spokes and seeks to understand their motivations for partnering. Drawing on research on dynamic capabilities and complementarity, an explanatory model of the spokes’ motivation to partner is developed. It is argued that partnering is especially attractive for smaller organizations when it enables them to access the hub’s complementary commercial, technological, and social capital. The model is empirically examined through a post hoc analysis of 17 small enterprises. The study reveals that the hub’s reputation as part of its social capital as well as its commercial capital indeed act as reasons to participate in partnership networks. In contrast, the hub’s technological capabilities may be seen as a double-edged sword. While the hub’s capability to provide integrated systems was found to be a prime reason for partnering, its innovative capability may actually detain spokes from partnering. The negative influence of the hub’s innovativeness, however, was found to be contingent upon the type of solutions offered by hub and spoke. The same holds true for the positive effect of the hub’s commercial capital

    Enabling Disaster Relief Supply Chain Visibility (SCV) and Supply Chain Coordination (SCC)

    In disaster relief–humanitarian logistics (DRHL), supply chain visibility (SCV) and supply chain coordination (SCC) remain crucial to supply chain performance, when demand and lead times are volatile. Many DRHL solutions based on operations research or other such models in the literature, rely on SCV and SCC. However, there is a paucity of literature on how to enable SCV and SCC immediately after disasters strike. This paper proposes decentralised, peer–to–peer (P2P) systems architecture (SA) that augments existing information systems and communications networks in use. This architecture has additional capabilities that enable a ‘low cost version’ of SCV and SCC. By identifying antecedents and characteristics of agile and quick response supply chain and introducing them into DRHL, we lay the framework for enabling SCV and SCC in DRHL. Based on this completed research on the systems architecture and framework, this paper outlines briefly, an implementable version of an artefact for such deployment

    Capability Coordination in Modular Organization: Voluntary FS/OSS Production and the Case of Debian GNU/Linux

    The paper analyzes voluntary Free Software/Open Source Software (FS/OSS) organization of work. The empirical setting considered is the Debian GNU/Linux operating system. The paper finds that the production process is hierarchical notwithstanding the modular (nearly decomposable) architecture of software and of voluntary FS/OSS organization. But voluntary FS/OSS project organization is not hierarchical for the same reasons suggested by the most familiar theories of economic organization: hierarchy is justified for coordination of continuous change, rather than for the direction of static production.
