The Quest for a Killer App for Opportunistic and Delay Tolerant Networks (Invited Paper)
Delay Tolerant Networking (DTN) has attracted a lot of attention from the research community in recent years. Much work have been done regarding network architectures and algorithms for routing and forwarding in such networks. At the same time as many show enthusiasm for this exciting new research area there are also many sceptics, who question the usefulness of research in this area. In the past, we have seen other research areas become over-hyped and later die out as there was no killer app for them that made them useful in real scenarios. Real deployments of DTN systems have so far mostly been limited to a few niche scenarios, where they have been done as proof-of-concept field tests in research projects. In this paper, we embark upon a quest to find out what characterizes a potential killer applications for DTNs.
Are there applications and situations where DTNs provide
services that could not be achieved otherwise, or have potential to do it in a better way than other techniques? Further, we highlight some of the main challenges that needs to be solved to realize these applications and make DTNs a part of the mainstream network landscape

Post-Earthquake Home Reconstruction in the Surrounding Hills of Kathmandu Valley, Nepal, PRP 200
In April of 2015, a 7.6 magnitude earthquake struck the Kathmandu Valley at the center of Nepal. Within the following year, Kathmandu was struck by a 7.3 magnitude earthquake and multiple aftershocks. The initial earthquake caused the deaths of 8,856 people, injured 22,309, and affected eight million more. Many agencies around the world came together to fund reconstruction efforts as part of a Nepal and a Multi-Donor Trust Fund (MDTF). The MDTF conducted an Earthquake Housing Damage and Characteristics Survey (EHDC) which led to the creation of Nepal Rural Housing Reconstruction Program (NRHRP), which sought to reconstruct earthquake-resistant homes. The NRHRP developed a homeowner-driven grant process and
established the National Reconstruction Authority (NRA) to distribute housing reconstruction grants to families. Those grants were to be paid out via three tranches, each after the completion of a specific construction phase.
During 2017, an international collaborative effort began among four parties: Hiroshima University (HU); Tribhuvan University (TU); Nepal’s Alternative Energy Promotion Center (AEPC); and the Lyndon B. Johnson School of Public Affairs (LBJ) of the University of Texas at Austin (UT). The team investigated the challenges and opportunities for reconstruction of homes in rural areas damaged by the 2015 earthquake in and around the hinterland of Kathmandu Valley, Nepal. Within the context of a university course, students began by studying alternative building technologies (ABTs) being implemented in Nepal by local nongovernmental organizations (NGOs). When project members visited Nepal in March 2017, they interviewed rural residents to identify barriers to home reconstruction. During a field study, the students also met with local governmental officials and NGO representatives.
This report describes students’ field investigation in Nepal, background research on alternative building technologies (ABTs) for home reconstruction, and recommendations developed from consultation with stakeholders and technical advisors. The first chapter starts with the earthquake and its associated damage and describes the response of the Government of Nepal (GON) and the international community in forming the MDTF, the NRHRP, and the NRA. The second chapter discusses different alternative building technologies (ABTs) considered by the GON, including bamboo, hempcrete, rammed earth, Compressed Stabilized Earth Brick (CSEB), earthbags, and modified conventional housing. Each section describes the type of building style,
its construction, materials and labor required, estimates of construction time (if available), costs, and a brief section on comparative advantages and disadvantages.
The third chapter describes the 2017 field study in Nepal, included the locations of the field study and interviews and discussions with local NGOs, the governmental agencies, and local residents. The research group sought to learn whether a lack of affordable and appropriate building methods could explain why many villagers still live in temporary shelters. Village residents discussed barriers to housing reconstruction unrelated to the type of home being built. The final chapter presents conclusions from 2017 field study observations of the three villages. Researchers found four common barriers to reconstruction: the cost of transportation and materials; insufficient reconstruction incentives; grant processes with many procedural barriers to funding; and the need for consistent interaction of the community with governmental agencies. One suggestion is to evaluate the home reconstruction program to assess its procedures and outcomes. A second suggestion is for Nepal to enhance the number and authority of mobile teams of professionals to assist villagers seeking to reconstruct homes.Public Affair
Demand for Vacations /Travel in Protected Areas – Dimension of Tourists’ Ecological Behavior
Tourism, in itself, is one of the main users of the environment and, implicitly, an important contributor to its deterioration. Intensification of tourist travel will naturally generate an increase of the negative environmental impacts and, in the long term, a decline in tourism development opportunities. In this context, more and more emphasis is placed on finding and promoting low environmental impact forms of travel, including eco-tourism, rural tourism, tourism in protected areas, cultural tourism, adventure tourism, etc., at the same time on encouraging, inciting potential tourists to consume these categories of products (holidays). Globally conducted studies have revealed a good understanding of and an increasing receptivity to sustainable forms of travel among tourists. Nevertheless, the place they hold in the structure of tourist circulation is still modest, mainly due to the insufficient supply, in its turn determined by ignorance of the demand and by the additional requirements the consumer of such holidays has to meet, especially in regard to behavior. In line with these developments and trends, this study aimed to identify the behavior of tourists in protected areas and its determinants, to encourage a responsible attitude towards the environment and its quality. Building a Tailored Text Messaging System for Smoking Cessation in Native American Populations
When starting new and healthy habits or encouraging vigilance against returning to poor habits, a simple text message can be beneficial. Text messages also have the advantage of being easily accessible for lower-income populations spread over a rural area, who may not be able to afford smartphones with apps or data plans. Users benefit the most from text messages that are customized for them, but personalization requires time and effort on part of the user and the counselor. However, personalization that focuses on the cultural background of a pool of recipients, in addition to general personal preferences, can be a low-cost method of ensuring the best experience for patients interested in taking up new habits. In this paper, we discuss the development of a system for motivating users to quit smoking designed for Native American users in South Dakota, using text messaging as a daily intervention method for patients. Our results show that focusing on modular message customization options and messages with a conversational tone best helps our goal of providing users with customization options that help motivate them to live happy and healthy lifestyles
Challenges in public housing provision in the post independence era in Nigeria
This study investigated the contextual and organizational challenges in public housing
provision in Nigeria in the post independence era. It was motivated by dearth of empirical
studies on organizational challenges in public housing in this country. Using data derived
from a survey of fifteen public housing agencies in southern Nigeria, the study found that
scarcity of housing finance, lack of consistency and continuity in housing policy formulation
and poor implementation strategies, unfavorable political environment and declining
population of tradesmen in the construction industry were key contextual challenges
militating against public housing provision. In addition, low level of inter-agencies
collaborations, poor staff motivation and rewarding system as well as inadequate operational
equipment and vehicles were responsible for the inability of public housing agencies to
deliver on their housing mandate in the study area. The paper suggests that stable polity,
consistency in housing policies and programs and capacity building in public housing
agencies through public-private partnerships are needed to improve on the quantity and
