    The electronics industry in central and eastern Europe: an emerging production location in the alignment of networks perspective

    This paper analyses the emergence of central Europe as a new location for the production of electronics. The main factors that drive integration in the region into global production networks are also analysed, as well as prospects for upgrading the industry by using network alignment perspectives. Foreign investment is the primary vehicle of integration of CEE electronics firms into global production networks, and Hungary has moved furthest along this path, positioning itself as a major low-cost supply base in the region. Czech and Polish electronics industries are connected, in smaller, but increasing, degrees to international electronics production networks. Networks that are being built in CEE in electronics are usually confined to subsidiaries with still limited local subcontracting; they are export-oriented and are expanding. Local subsidiaries have mastered production capabilities and several subsidiaries in Hungary are European mandate suppliers in their respective lines of business. EU demand is the main pull factor, which gives cohesion to the actions of MNCs as well as to the action of local and national governments in CEE. The layer of local firms is still very weak with very limited capabilities in core technologies. This is the key weakness which prevents further alignment of networks in CEE electronics. Local governments play an important role in working jointly with foreign investors in establishing industrial parks and new capacities

    2011 Strategic roadmap for Australian research infrastructure

    The 2011 Roadmap articulates the priority research infrastructure areas of a national scale (capability areas) to further develop Australia’s research capacity and improve innovation and research outcomes over the next five to ten years. The capability areas have been identified through considered analysis of input provided by stakeholders, in conjunction with specialist advice from Expert Working Groups   It is intended the Strategic Framework will provide a high-level policy framework, which will include principles to guide the development of policy advice and the design of programs related to the funding of research infrastructure by the Australian Government. Roadmapping has been identified in the Strategic Framework Discussion Paper as the most appropriate prioritisation mechanism for national, collaborative research infrastructure. The strategic identification of Capability areas through a consultative roadmapping process was also validated in the report of the 2010 NCRIS Evaluation. The 2011 Roadmap is primarily concerned with medium to large-scale research infrastructure. However, any landmark infrastructure (typically involving an investment in excess of $100 million over five years from the Australian Government) requirements identified in this process will be noted. NRIC has also developed a ‘Process to identify and prioritise Australian Government landmark research infrastructure investments’ which is currently under consideration by the government as part of broader deliberations relating to research infrastructure. NRIC will have strategic oversight of the development of the 2011 Roadmap as part of its overall policy view of research infrastructure

    Motives and Incentives for Data Sharing in Industrial Data Ecosystems: An Explorative Single Case Study

    The increasing connectivity of the business world leads to economic value being created less and less by one company alone, but rather through the exchange and combination of data by various actors in so-called data ecosystems. However, many companies are not yet willing to participate in data ecosystems because they do not see the added value of their participation. This is partly because the motives of data providers do not match the incentives offered to share their data. So far, there are only very few studies that deal with this issue in detail. Therefore, we close this research gap by adopting a conceptual model to the issue of motives and incentives for data sharing and applying it to the industrial data ecosystem Catena-X in a single case study. Through the case study analysis, we can identify seven different motives and eight incentives for data sharing

    Mapping knowledge management and organizational learning in support of organizational memory

    The normative literature within the field of Knowledge Management has concentrated on techniques and methodologies for allowing knowledge to be codified and made available to individuals and groups within organizations. The literature on Organizational Learning however, has tended to focus on aspects of knowledge that are pertinent at the macro-organizational level (i.e. the overall business). The authors attempt in this paper to address a relative void in the literature, aiming to demonstrate the inter-locking factors within an enterprise information system that relate knowledge management and organizational learning, via a model that highlights key factors within such an inter-relationship. This is achieved by extrapolating data from a manufacturing organization using a case study, with these data then modeled using a cognitive mapping technique (Fuzzy Cognitive Mapping, FCM). The empirical enquiry explores an interpretivist view of knowledge, within an Information Systems Evaluation (ISE) process, through the associated classification of structural, interpretive and evaluative knowledge. This is achieved by visualizng inter-relationships within the ISE decision-making approach in the case organization. A number of decision paths within the cognitive map are then identified such that a greater understanding of ISE can be sought. The authors therefore present a model that defines a relationship between Knowledge Management (KM) and Organisational Learning (OL), and highlights factors that can lead a firm to develop itself towards a learning organization

    Various models of the information society have been developed so far and they are so different from country to country that it would be rather unwise to look for a single, allencompassing definition. In our time a number of profound socio-economic changes are underway. The application of these theories and schools on ICT is problematic in many respects. First, as we stated above, there is not a single, widely used paradigm which has synthesised the various schools and theories dealing with technology and society. Second, these fragmented approaches do not have a fully-fledged mode of application to the relationship of ICT and (information) society. Third, SCOT, ANT, the evolutionary- or the systems approach to the history of technology when dealing with information society – does not take into account the results of approaches studying the very essence of the information age: information, communication and knowledge. The list of unnoticed or partially incorporated sciences, which focuses on the role of ICT in human information processing and other cognitive activities, is much longer

    The development of PĂ©cs is essentially due to its historically central location and to the fact that the regional institutions and the revenues generated by them have enriched the city. This functional wealth elevated the city to a position above the surrounding settlements. In its development, culture has always played a significant role. From the second half of the 19th century, it was industrial development which contributed most to its growth, a trend which was reversed at the end of the 20th century. The crisis arrived with the transition in the 1980s and has so far not been resolved. The city once more based its growth concept on human capital and on the cultural tradition when formulating new development strategy, and, as a result, it won the title of European Capital of Culture 2010. However, market processes and EU development funds necessarily generate trends which are rather more global, and in the post-socialist cities there are insufficient funds for endogenous development based on local factors to be realised
