The purpose of this research is to understand and construct the law regarding the dissemination of electronic information that violates moral norms. The type of research used in this study is normative legal research, which is conducted by examining existing literature (secondary data) or legal library research. The research results indicate that the Electronic Information and Transactions Law (ITE Law) is a regulation that governs Electronic Information and Electronic Transactions. Electronic Information encompasses various forms of data such as text, sound, and images. Electronic Transactions are legal actions carried out using electronic media. The ITE Law is not intended to prohibit individuals from expressing their opinions on social media, but there are limitations to respect the rights and freedoms of others. Article 27 paragraph (3) of the ITE Law regulates the criminal act of defamation or dissemination of false information through information technology communication media. The law does not require proof of malicious intent to defame, but it does require evidence that the perpetrator distributed or transmitted content containing defamation or slander. Enforcement of the law against violations of moral norms under the ITE Law includes criminal penalties and a virtual police program that monitors and educates the public about the ITE Law. This demonstrates the significant role of the ITE Law in regulating communication behavior in the digital world to ensure ethics and legal complianc

Libraries, Electronic Resources, and Privacy: The Case for Positive Intellectual Freedom

    Get PDF
Public and research libraries have long provided resources in electronic formats, and the tension between providing electronic resources and patron privacy is widely recognized. But assessing trade-offs between privacy and access to electronic resources remains difficult. One reason is a conceptual problem regarding intellectual freedom. Traditionally, the LIS literature has plausibly understood privacy as a facet of intellectual freedom. However, while certain types of electronic resource use may diminish patron privacy, thereby diminishing intellectual freedom, the opportunities created by such resources also appear liberty-enhancing. Adjudicating between privacy loss and enhanced opportunities on intellectual freedom grounds must therefore provide an account of intellectual freedom capable of addressing both privacy and opportunity. I will argue that intellectual freedom is a form of positive freedom, where a person’s freedom is a function of the quality of her agency. Using this view as the lodestar, I articulate several principles for assessing adoption of electronic resources and privacy protections

It is the purpose of this paper to argue that librarians have been blinded to its basic flaws by the gaudiness of the Internet and that we are confusing sources and resources. The Internet shows none of the features required for scholarly communication and whether or not we believe this will change, we should be developing models which offer electronic services as a viable and reliable resource

Resource sharing and hybrid libraries: the MALIBU Project

    Get PDF
The British electronic libraries programme has funded four projects to develop thinking on so-called hybrid libraries and one of these is MALIBU (Modernising Academic Libraries in British Universities), based at King's College London. Working with the libraries of Oxford and Southampton Universities it will take a very rich set of humanities resources from archives and incunabula to digital products and networked resources and create a seamless single access point to all the available resources. It will also explore how strategies can be developed to make resources available locally as operational services rather than unreliably over the Internet. It does not set out to create its own new tools but rather to find ways of integrating tools already in existence or being developed
