    Moderating Government

    We consider a model where policy motivated citizens vote in two simultaneous elections, one for the President who is elected by majority rule, in a single national district, and one for the Congressmen, each of whom is elected by majority rule in a local district. The policy to be implemented depends not only on who is elected President but also on the composition of the Congress. We characterize the equilibria of the model using a conditional sincerity concept that takes into account the possibility that some voters may be simultaneously decisive in both elections. Such a concept emerges naturally in a model with trembles. A crucial feature of the solution is the moderation of Government.voting, proportional rule, majority, parliament.

    Performance factors for successful business incubators in Indonesian public universities

    Measuring the performance of business processes is already a main concern for both faculty and enterprise players, since organizations are motivated to reach the productivity stage. Employing a performance achievement framework for the relationship between business incubator success factors will guarantee connection with commercial schemes, which support a high level of performance indicators in successful business incubator models. This research employs a quantitative approach, with the data analyzed using the IBM SPSS version 23 and Smart PLS version 3 statistical software packages. Employing a sample of 95 incubator managers from 19 universities which geographically located in Indonesia, it is shown that the image of business incubator factors has a positive effect on incubator performance. The study investigates the relationship between incubator performance and business incubator success factors in Indonesia. It was found that IT, as part of the business incubators’ facets/abilities, partially supports their performance; that the entry criteria directly support the performance of the incubators; that mentoring networks also support the performance, with good infrastructure systems as a moderating factor; that funding supports the performance of business incubators, also with good infrastructure systems as a moderating factor; and that university regulations and government support and protection enhance the performance of business incubators, with credits and rewards as a moderating factor. In addition, a variety of indicators from the local context affiliate positively to promote a community that highlighted the incubators’ strategies.N/

    THE MODERATING EFFECT OF ECONOMIC GROWTH ABILITY OF FINANCIAL FACTORS ON THE IMPLEMENTATION OF E-GOVERNMENT

    This study seeks to obtain the evidence about the ability of economic growth in moderating the influence of financial factors in Indonesian local government e-government implementation level. Using the dependent variable of Indonesia e-government ranking (PeGI) issued by the Ministry of Communication. The independent variable used in this study is Degree of Decentralization ratio (RDD), Local Government Financial Dependency Ratio (RKKD), Ratio of Locally-generated Revenue Effectiveness (PAD), and Economic Growth (GRDP) as a moderating variable. Purposive sampling method are used in this study. This study uses sampling criteria of the PeGI. Those criteria are divided into five dimensions (policy, institutional, infrastructure, applications, and planning). A sample of 220 cities/ municipalities meets with those criteria. The data used in this research are taken from the Realization of the Regional Budget Reports (APBD) and the Central Statistics Agency (BPS) in 2012-2015. Descriptive statistics, classical assumption, and Moderated Regression Analysis (MRA) are used in this research.The results showed that the Degree of Decentralization Ratio (RDD) and Locally-generated Revenue Effectiveness (PAD) were affecting the e-government implementation. On the other hand, Local Government Financial Dependency Ratio (RKKD) doesn’t have an effect on e-government implementation. Economic growth does not affecting the implementation of e-government but moderating influence the degree of Decentralization Ratio (RDD) Locally-generated Revenue Effectiveness (PAD) on the implementation of e-government.Keywords: e-government, Degree of Decentralization Ratio, Locally-generated Revenue Effectiveness, Local Government Financial Dependency Ratio, Economic Growt

    This Study aims to identify and analyze the effect of budgetery participation,the role of authority of the budget user,clarity of budget goal.organizational culture as moderating variabel on the regional government performance.primary data were collected using a survey of civil servant (PNS) in 32 work units (SKPD) Pekanbaru city government consisting of 96 people head on education public and employment head section and sub-section .the sampling technique used purposive sampling,analysis of the data in this study using multiplelinear regression analysis by using spss version 20.0 The result of this study show that organizational culture as moderating variabel has no effect relation the role of authority of the budget user and the regional government performance

    The aims of this study are to examine the relationship between entrepreneur’s value,firm financing, firm management, market practices, and growth performance of Small-Medium Enterprises (SMEs) in Cambodia. This study also examined the moderating influence of government policy on the relationship between entrepreneur’s value, firm financing, firm management, market practices, and growth performance of SMEs. In determining this relationship, a hypothetical model were developed testing the relationship between entrepreneur’s value, firm financing, firm management, and market practices as independent variables; and government policy as moderating variable; and the growth performance of SMEs as dependent variable. The questionnaires were distributed and 220 questionnaires were usable for data analysis. The quantitative data were processed using a SPSS version 15.0 program. Descriptive statistics used to describe the respondents’ profile and variable items. Correlation,linear, multiple and hierarchical regressions used for inferential statistics. The result on the empirical relationship between entrepreneur’s value, firm financing, firm management, market practices, and moderated by government policy were contributed positively to the growth performance of SMEs as hypothesized. The positive association between the combinations among all independent variables to dependent variable was supported. The results also suggested that government policy had positive and significant moderating influence on the model
