    Optimization for Decision Making II

    In the current context of the electronic governance of society, both administrations and citizens are demanding the greater participation of all the actors involved in the decision-making process relative to the governance of society. This book presents collective works published in the recent Special Issue (SI) entitled “Optimization for Decision Making II”. These works give an appropriate response to the new challenges raised, the decision-making process can be done by applying different methods and tools, as well as using different objectives. In real-life problems, the formulation of decision-making problems and the application of optimization techniques to support decisions are particularly complex and a wide range of optimization techniques and methodologies are used to minimize risks, improve quality in making decisions or, in general, to solve problems. In addition, a sensitivity or robustness analysis should be done to validate/analyze the influence of uncertainty regarding decision-making.     Sustainable and agile manufacturing outsourcing partner selection: a literature review

    [EN] Outsourcing to third party to manage non-core activities helps the firm to focus on core activities. Manufacturing firms are outsourcing product development, manufacturing, logistics, customer care etc. to enhance production capacity and flexibility, and to reduce operational costs, which in turn can improve profitability and competitive advantage of the enterprise. Sustainability in operations and supply chain is gaining momentum due to increased global environmental concern, pressures from consumers and communities, and enforced regulations. Volatile and uncertain business environment necessitates the adoption of agility and flexibility to effectively manage manufacturing and supply chain. Globalisation has made the market very competitive and hence manufacturing firms are adopting manufacturing outsourcing to third parties. Selecting a sustainable and agile manufacturing outsourcing partner (MPS) is crucial as it will improve sustainability, efficiency, and effectiveness of the supply chain and competitive advantage to the firm. Detailed literature review on sustainable and agile manufacturing outsourcing partner selection has been carried out from EBSCO data base and Goggle scholar. Selection criteria used are classified into agile, operational, economic, environmental and social. The techniques use are mostly multi criteria decision making methods (MCDM) while few have adopted programming techniques.     Uncertain Multi-Criteria Optimization Problems

    Most real-world search and optimization problems naturally involve multiple criteria as objectives. Generally, symmetry, asymmetry, and anti-symmetry are basic characteristics of binary relationships used when modeling optimization problems. Moreover, the notion of symmetry has appeared in many articles about uncertainty theories that are employed in multi-criteria problems. Different solutions may produce trade-offs (conflicting scenarios) among different objectives. A better solution with respect to one objective may compromise other objectives. There are various factors that need to be considered to address the problems in multidisciplinary research, which is critical for the overall sustainability of human development and activity. In this regard, in recent decades, decision-making theory has been the subject of intense research activities due to its wide applications in different areas. The decision-making theory approach has become an important means to provide real-time solutions to uncertainty problems. Theories such as probability theory, fuzzy set theory, type-2 fuzzy set theory, rough set, and uncertainty theory, available in the existing literature, deal with such uncertainties. Nevertheless, the uncertain multi-criteria characteristics in such problems have not yet been explored in depth, and there is much left to be achieved in this direction. Hence, different mathematical models of real-life multi-criteria optimization problems can be developed in various uncertain frameworks with special emphasis on optimization problems

    A rough Dombi Bonferroni based approach for public charging station type selection.

    As the transition to electric mobility accelerates, charging infrastructure is rapidly expanding. Publicly accessible chargers, also known as electric vehicle supply equipment (EVSE), are critical not only for further promoting the transition but also for mitigating charger access anxiety among electric vehicle (EV) users. It is essential to install the proper EVSE configuration that meets the EV user's various considerations. This study presents a multi-criteria decision-making (MCDM) framework for determining the best performing public EVSE type from multiple EV user perspectives. The proposed approach combines a new MCDM model with an optimal public charging station model. While the optimal model outputs are used to evaluate the quantitative criteria, the MCDM model assesses EV users' evaluations of the qualitative criteria using nonlinear Bonferroni functions extended by rough Dombi norms. The proposed MCDM has standardization parameters with a flexible rough boundary interval, allowing for flexible and rational decision-making. The model is tested using real public EVSE charging data and EV users' evaluations from the field. All public EVSE alternatives are studied. Among the five EVSE options, DCFC EVSE is found to be the best performing, whereas three-phase AC L2 is the least performing option. In terms of EV user preferences, the required charging time is found to have the highest degree of importance, while V2G capability is the least important. The comparative analysis with state-of-the-art MCDM methods validates the proposed model results. Finally, sensitivity analysis verified the ranking order

    Digital transformation in the defense industry: A maturity model combining SF-AHP and SF-TODIM approaches

    As an inevitable process, digitalization has become a priority for many companies. The measurement of digital maturity is the first step toward adequately executing this. Although digital maturity models (DMM) have been developed for different sectors in the literature, such studies in the defense industry are lacking due to sector-specific dynamics. This study aims to close this gap and proposes a digital maturity model specific to the defense industry. In this study, a novel model was developed that combines the SF-AHP and SF-TODIM methods due to the uncertainty and hesitancy contained in the evaluation. The validity of the presented novel model has been demonstrated in a prominent defense company in Turkey. According to the results, the most notable digital maturity dimensions are the evaluation of opportunities and alignment with stakeholders. In addition, the model indicates that the company owns the required soft skills, such as leadership, organizational culture, and strategic determination for digital transformation (DT). On the other hand, essential hard skills such as technology and operational competencies are yet to be improved. Lastly, sensitivity and comparison analyses are conducted to validate and verify the obtained results’ stability and robustness

    Hospitality brand management is a primary concern in the hotel industry and the evaluation of brands can be considered as a decision- making problem with multiple criteria. The evaluation information of brands may be uncertain sometimes. The q-rung orthopair fuzzy set (q-R.O.F.S.), which represents the preference degree of a person from the positive and negative aspects, has turned out to be an efficient tool in depicting uncertainty and vagueness in the decision-making process. This article dedicates to presenting an integrated multiple criteria decision-making method with q-R.O.F.S.. Firstly, a score function of the q-R.O.F.S. is proposed to solve the deficiencies of two existing score functions. Then, a weight-determining method based on the additive consistency of the preference relation is developed. A decision-making method integrating the score function, the best worst method and the VIsekriterijumska optimizacija I KOmpromisno Resenje (V.I.K.O.R.) which means multiple criteria compromise optimisation in English) method is further proposed.
