Performance assessment of urban precinct design: a scoping study
Executive Summary: Significant advances have been made over the past decade in the development of scientifically and industry accepted tools for the performance assessment of buildings in terms of energy, carbon, water, indoor environment quality etc. For resilient, sustainable low carbon urban development to be realised in the 21st century, however, will require several radical transitions in design performance beyond the scale of individual buildings. One of these involves the creation and application of leading edge tools (not widely available to built environment professions and practitioners) capable of being applied to an assessment of performance across all stages of development at a precinct scale (neighbourhood, community and district) in either greenfield, brownfield or greyfield settings. A core aspect here is the development of a new way of modelling precincts, referred to as Precinct Information Modelling (PIM) that provides for transparent sharing and linking of precinct object information across the development life cycle together with consistent, accurate and reliable access to reference data, including that associated with the urban context of the precinct.
Neighbourhoods are the âbuilding blocksâ of our cities and represent the scale at which urban design needs to make its contribution to city performance: as productive, liveable, environmentally sustainable and socially inclusive places (COAG 2009). Neighbourhood design constitutes a major area for innovation as part of an urban design protocol established by the federal government (Department of Infrastructure and Transport 2011, see Figure 1). The ability to efficiently and effectively assess urban design performance at a neighbourhood level is in its infancy.

Sustainable Design and Building Information Modelling: Case Study of Energy Plus House, Hieron's Wood, Derbyshire UK
In this paper the method for sustainable design analysis (SDA) integration with building information modelling (BIM) is explored, through the prism of a complex case study based research. BIM model federation and integration challenges are reported, including issues with combining geometry and managing attribute data. The research defines SDA as rapid and quantifiable analysis of multitude of sustainable alternatives and âwhat ifâ questions posed by a design team during the early stages of the project, when the benefits of correct decisions can significantly exceed the actual investment required. The SDA concept and BIM integration findings are explained from conceptualisation to calculation stage, emphasising the importance of an iterative over a linear approach. The research approach adopted has led to more informed sustainable solutions at earlier stages of project development, with a generally lower level of development (LOD) and computational/modelling effort required

This paper presents a case study based research of both the method and technology for integration of sustainable design analysis (SDA) and building information modelling (BIM) within smart built environments (SBE). Level 3 BIM federation and integration challenges are recognised and improvements suggested, including issues with combining geometry and managing attribute data. The research defines SDA as rapid and quantifiable analysis of diverse sustainable alternatives and âwhat ifâ scenarios posed by a design team and client during the early stages of the project, where the benefits of correct decisions can significantly exceed the actual investment required. The SDA concept and BIM integration findings are explained through a convergence from conceptualisation to calculation stages, emphasising the importance of an iterative over a linear approach. The approach allowed for a multitude of âwhat ifâ scenarios to be analysed, leading to more informed sustainable solutions at the right stages of the project development, with a generally lower level of detail (LOD) and computational/modelling effort required. In addition, the final stage of Building Regulations Part L compliance calculations was reached with a lot greater level of certainty, in terms of its requirements. Finally, a strategy for long term performance monitoring and evaluation of the building design in terms of its environmental sustainability is presented, via integration between BIM and SBE (Smart Built Environment) technologies

Stakeholder engagement in sustainable housing refurbishment in the UK
The UK government is committed to effectively implement a viable sustainable agenda in the social housing sector. To this end housing associations and local authorities are being encouraged to improve the environmental performance of their new and existing homes. Whilst much attention has been focused on new housing (e.g. the Code for Sustainable Homes) little effort has been focussed on improving the 3.9 (approx) million homes maintained and managed by the public sector (in England), which, given the low rate of new build and demolition (<1% in England), will represent approximately 70% of the public housing stock in 2050. Thus, if UK is to achieve sustainable public housing the major effort will have to focus on the existing stock. However, interpreting the sustainability agenda for an existing housing portfolio is not a straight foreword activity. In addition to finding a âtechnicalâ solution, landlords also haveto address the socio-economic issues that balance quality of expectations of tenants with the economic realities of funding social housing refurbishment. This paper will report the findings of a qualitative study
(participatory approach) that examined the processes by which a large public landlord sought to develop
a long-term sustainable housing strategy. Through a series of individual meetings and group workshops
the research team identified: committed leadership; attitudes towards technology; social awareness; and
collective understanding of the sustainability agenda as key issues that the organisation needed to address
in developing a robust and defendable refurbishment strategy. The paper concludes that the challenges
faced by the landlord in improving the sustainability of their existing stock are not primarily technical, but
socio-economic. Further, while the economic challenges: initial capital cost; lack of funding; and pay-back
periods can be overcome, if the political will exists, by fiscal measures; the social challenges: health & wellbeing;
poverty; security; space needs; behaviour change; education; and trust; are much more complex in
nature and will require a coordinated approach from all the stakeholders involved in the wider community
if they are to be effectively addressed. The key challenge to public housing landlords is to develop
mechanisms that can identify and interpret the complex nature of the social sustainability agenda in a way
that reflects local aspirations (although the authors believe the factors will exist in all social housing communities, their relative importance is likely to vary between communities) whilst addressing Government
agendas
Sustainable Strategic Urban Planning: Methodology for Urban Renovation At District Level
Sustainable urban renovation is characterized by multiple factors (e.g. technical, socio-economic, environmental and ethical perspectives), different spatial scales and a number of administrative structures that should address the evaluation of alternative scenarios or solutions. This defines a complex decision problem that includes different stakeholders where several aspects need to be considered simultaneously. In spite of the knowledge and experiences during the recent years, there is a need of methods that lead the decision-making processes. In response, a methodology based on the global idea and implications of working towards a more sustainable and energy efficient cities as a holistic procedure for urban renovation at district level is proposed in the European Smart City project CITyFiED. The methodology has the energy efficiency as main pillar and the local authorities as client. It is composed of seven phases that ensures an effective dialogue among all the stakeholders, aiming to understand the objectives and needs of the city to define a set of Strategies for Sustainable Urban Renovation and their integration within the Strategic Urban Planning of the cities.This project has received funding from the European Unionâs Seventh Programme for

Rural electrification in central america and east africa, two case studies of sustainable microgrids
This paper deals with the electrification of rural villages in developing countries using Sustainable Energy Systems. The rural electrification feasibility study is done using Hybrid Optimization Model for Electric Renewable PRO (HOMER PRO). The HOMER PRO energy modelling software is an optimization software improved by U.S. National Renewable Energy Laboratory. It helps in designing, comparing and optimizing the design of power generation technologies. In this paper, two rural electrification case studies are modelled and analysed using HOMER PRO. Technical and economic evaluation criteria are applied to study the feasibility of a micro-hydro plant in El DĂptamo (Honduras), and a hybrid plant composed of photovoltaic module arrays, Diesel generators, and flow batteries, in a small island on Victoria Lake. For both cases, we show the results of the studies of the daily and yearly loads, of the resources available in the area and the economic evaluation of the chosen plants configuration
