    The Amazon rainforest is one of the world's greatest natural wonders and holds great importance and significance for the world's environmental balance. Around 60% of the Amazon rainforest is located in the Brazilian territory. The two biggest states of the Amazon region are Amazonas (the upper Amazon) and Para (the lower Amazon), which together account for around 73% of the Brazilian Legal Amazon, and are the only states that are serviced by international airports in Brazil's North region. The purpose of this paper is to model and forecast sustainable international tourism demand for the states of Amazonas, Para, and the aggregate of the two states. By sustainable tourism is meant a distinctive type of tourism that has relatively low environmental and cultural impacts. Economic progress brought about by illegal wood extraction and commercial agriculture has destroyed large areas of the Amazon rainforest. The sustainable tourism industry has the potential to contribute to the economic development of the Amazon region without destroying the rainforest. The paper presents unit root tests for monthly and annual data, estimates alternative time series models and conditional volatility models of the shocks to international tourist arrivals, and provides forecasts for 2006 and 2007.

    Property Rights Conservation and Development: An Analysis of Extractive Reserves in the Brazilian Amazon

    The economic literature of property rights has been assessing the impact of different community based arrangements on the efficiency of natural resource management of specific areas. Differently, other strands of development economics and policy-oriented research have been concerned with issues such as poverty alleviation, technological progress and the capability to compete in market economies, which go beyond the local areas where traditional communities live and include the wider economy. The extractive reserves in the Brazilian Amazon offer perhaps one of the most interesting cases for investigating the connections between these two approaches in the context of tropical forests. It is based on the idea that the combination of public property with collective use in particular forest areas can generate competitive and, at the same time, sustainable exploitation of its natural resources. This paper aims to analyse whether the existing property rights support the joint objective of conservation and development. Our main result is that current property rights systems are efficient only with respect to competition in markets for existing extractive products. This finding points out to a fundamental contradiction between the static structure of the property rights systems and the dynamic nature of two most promising development paths, namely the discovery of new products and the supply of biological inputs for plantations. The current model of extractive reserves based on the design of internal property rights fails to taken into account the broader economic context where the reserves must generate a viable revenue stream. We conclude therefore that under the current set of institutions, the development objectives inherent in the extractive reserves model are likely to face probably considerable challenges to be accomplished in the future.Property rights, Extractive reserves, Environment and Development

    A review of wildlife ecotourism in Manaus, Brazil

    The Amazon’s ability to draw tourists is thought to be strongly associated with the opportunity to have sight of and interact with iconic wild animals. Tourism leaders are calling for the private and public sectors to develop wildlife focused ecotourism in this region. However, specific information regarding current practice and their impact on wildlife is lacking. Although wildlife ecotourism here remains in its relative infancy, our study demonstrates that a wide variety of wildlife-focused activities are already being promoted and provided to tourists who visit the city of Manaus in Brazil. Issues of potential wildlife conservation and animal welfare concern include wildlife-baiting, swim-with free-ranging pink river dolphin activity, the use of captive wild animals as photo props and the sale of wildlife body parts as souvenirs. We found that tour guides actively promoted these activities on 77% of excursions attended, which involved a range of different wild animals, representing at least 10 different species from three different taxonomic classes. From a legal perspective, despite the potential risks imposed to wildlife and tourist well-being, there are still no specific laws regulating feeding, touching and swimming with pink river dolphins in Brazil. However, the illegality of advertising and providing direct physical contact wildlife ‘photo prop’ tourism is demonstrated by enforcement action taken by wildlife authorities during our study. We suggest that tourist focused human behavior change initiatives should become a critical component of a wider holistic approach to effectively balance wildlife protection goals and any expansion of wildlife ecotourism in the Amazon

    "Modelling and Forecasting Daily International Mass Tourism to Peru"

    Peru is a South American country that is divided into two parts by the Andes Mountains. The rich historical, cultural and geographic diversity has led to the inclusion of ten Peruvian sites on UNESCO's World Heritage List. For the potentially negative impacts of mass tourism on the environment, and hence on future international tourism demand, to be managed appropriately require modelling growth rates and volatility adequately. The paper models the growth rate and volatility (or the variability in the growth rate) in daily international tourist arrivals to Peru from 1997 to 2007. The empirical results show that international tourist arrivals and their growth rates are stationary, and that the estimated symmetric and asymmetric conditional volatility models all fit the data extremely well. Moreover, the estimates resemble those arising from financial time series data, with both short and long run persistence of shocks to the growth rate in international tourist arrivals.

    Integrated Scenarios of Regional Development in Two Semi-Arid States of North-Eastern Brazil

    Scenario analysis of the future is an important tool for supporting sustainability-oriented regional planning. To assist regional planning in two federal states in semi-arid North-eastern Brazil, Ceará and Piauí, we developed integrated qualitative¿quantitative scenarios that show potential developments of the agricultural and water resources situation as well as the internal migration until the year 2025. In these states, regional development is negatively influenced by the high seasonality of rainfall and El-Niño-related drought years. Two reference scenarios, 'Coastal Boom and Cash Crops' and 'Decentralisation - Integrated Rural Development' were developed. First, story lines were created and the development of the driving forces was quantified. Then, an integrated model, which includes modules for simulating water availability, water demand, and agricultural production and income, was applied to compute the temporal development of relevant system indicators in each of the 332 municipalities of Ceará and Piauí. These indicators encompass the fraction of the irrigation water demand than can be satisfied, the volume of water which is stored in the reservoirs at the beginning of the dry season, agricultural productivity and production as well as the internal migration among scenario regions. In addition, the impact of certain policy measures was assessed in the context of both reference scenarios. Reference and intervention scenarios were derived by an interdisciplinary group of scientists and were discussed and refined during policy workshops with planning agencies of Ceará
