Institutional Analysis on Palm Oil-based Bioenergy for Rural Community Electricity Development in Indonesia: A Hybrid of Soft System and Hard System Approach

    Get PDF
The program of palm oil-based bioenergy development and utilization is one solution that can be applied to meet the electricity needs of the rural community in Indonesia. However, various needs and obstacles faced by related stakeholders have caused the program to not be implemented. The objectives of this study were to identify institutional issues that begin with identifying the needs and fundamental issues of program implementation, to identify key elements of the program's success, and to the determination of an adaptive institutional model. A total of 12 experts were involved and provided an assessment. The analysis was performed with the implementation of the seven stages in the Soft System Methodology. To get more structured and measurable analysis results, the analysis was also supported by Hard Systems Methodology techniques, such as the Interpretive Structural Modeling and Fuzzy Analytical Hierarchy Process. The result of the study obtained 7 key sub-elements, consisting of 3 sub-elements in the program needs element, 1 sub-element in the major constraint element, 1 sub-element in the objective element and 2 sub-elements in the supporting factor element. The study also gained and adaptive institutional model that plays a role in the provision of raw materials, infrastructure construction, energy transformation, operational and management, distribution and commercialization of electricity to rural communities

Optimization of the Crude Palm Oil Supply Chain Using a Mixed Integer Linear Programming Model

The Crude Palm Oil (CPO) industry is a significant industry with a well-established network system, also known as a supply chain. The CPO industry is involved in the production, processing, and distribution of palm oil, which is derived from the fruit of the oil palm tree. In this paper it is considered that the CPO mill industry does not have its own oil palm plantations, so FFB (fresh fruit bunches) are supplied by nearby smallholder oil palm plantations, both private and government. Because the supply of FFB is limited, management must decide which plantations will meet the demand, therefore the Crude Palm Oil industry operates through a more complex network system. This paper addresses a discrete optimization model that is expected to be a useful planning for the Crude Palm Oil (CPO) industry incorporating selecting the oil palm plantation. An improved feasible neighborhood search approach is proposed to solve problems

Modelling and Optimisation of Oil Palm Biomass Value Chains and the Environment–Food–Energy–Water Nexus in Peninsular Malaysia

This study aims to develop a decision model to optimise the oil palm biomass value chains by minimising the environmental impact whiles generating economy value from their bioproducts. The model considers two major components, namely, a fuzzy analytic hierarchy (FAHP) framework and a multi-objective optimisation model. Both components will be used by integrating the priorities of the environmental and economic impacts obtained from experts' judgement with the multi-objective optimisation model to generate an optimal solution based on expert's judgement. The framework used to study different case study for the oil palm industry in Peninsular Malaysia. Results show that a maximum profit of 267,116,398 USD per year can be achieved. However, to minimise the environmental impact, a 34% cut of the profit is needed to reduce 91% of CO2 emissions generated and 97% of water consumption. Moreover, the model generates optimal pathways by selecting the processing facilities that are needed in the value chain to achieve the objectives. The biomass or bio-product distribution networks around Peninsular Malaysia are also presented in this paper. Several scenarios are discussed to observe the effects on the optimal value chain solutions by manipulating the production level. On the basis of the results, the interactions of the environment–food–energy–water nexus are investigated. Therefore, this study can contribute to the improvement of oil palm industry policies while addressing sustainability issues through the proposed value chain model

A review on fuzzy multi-criteria decision making land clearing for oil palm plantation

Our review paper research categorize the methods in the method of Fuzzy Multi-Criteria Decision Making (FMCDM) to find the method is widely used in the case of land clearing for plantation. Model FMCDM is used to assess the parameter in multi-criteria-based decision making. The dominant percentage of the result was obtained using Fuzzy Analytic Hierarchy Process (FAHP) method. While the application of other methods for the same problem are Fuzzy Ordered Weighted Averaging (FOWA), Fuzzy Elimination Et Choix Traduisant la Realite or Elimination and Choice Translating Reality (FELECTRE), Fuzzy Technique for Order Preference by Similarity to Ideal Solution (FTOPSIS), Fuzzy, Artificial Neural Networks (FANNs) has less. Some the research result also implemented hybrid in FMCDM Method to give some weight in the assessment of decision making. There was also a paper which integrates FMCDM to the GIS method on the land clearing. Therefore, it is concluded that the issue on the land clearing can be done through collaboration of several models of FMCDM, so that it can be developed by involving the decision model using multi-stakeholder mode

Method and approach Mapping for Agri-food Supply Chain Risk Management: A literature review

    Get PDF
One of the agri-food characteristics is perishable product which made it has a higher chance damage risk from the farmer to the consumer. While issues around food security and associated risks are extremely important. Some methods or approaches have been used to identify and assess risks that occur in agri-food supply chain. The purpose of this paper was to identify the development of methods or approaches used to identify and assess the risks that occured in the agri-food supply chain. The articles search was undertaken through articles search on selected relevant journals of supply chain risk management for agri-food published from 2004 until 2014. A total of 77 randomly selected journal articles had been analyzed. These mapping were arranged in systematic stages, started from searches related supply chain risk management for agrifood. Furthermore, the articles identified and classified the methods or approaches for each stage of supply chain risk management, and were divided into three main stages: risk identification, risk assessment and risk mitigation. The last, the articles of risk identification are categorized into three groups : qualitative, semi-quantitative and qualitative. The mapping results showed that risk assessment supply chain for agri-food was much related to microbiology risk assessment. It related to the characteristics of agri-food products. Standard models used for risk assessment in supply chain for agri-food were based on integration of statistical analysis and simulation. The other techniques used included intelligent technique, optimization models and multi-criteria decision analysis. The literature on supply chain risk management for agri-food is so vast, complex and difficult to understand that a mapping of method and approach is needed and much value for the research community.
